NTFP-EP is a collaborative regional network of NGOs and community-based organizations in South and Southeast Asia that is working with forest-based communities to empower to make use of and manage their natural resources. In Cambodia, NTFP-EP has been working in partnership and alliance with up to 20 NGOs and community based and indigenous peoples organizations and networks since 2007, and with over 80 NGOs and community based organizations in India, Indonesia, Malaysia, Philippines and Vietnam. NTFP-EP works in particular to equip forest peoples in (re)building, maintaining and multiplying their support systems in sustainable forest management and livelihoods through practical, community based interventions and strategies. Such strategies include networking, knowledge and experience exchange, technical support in community based projects and enterprises, capacity building, advocacy and policy support, and documentation and dissemination of traditional and indigenous ecological knowledge. NTFP-EP Cambodia implements under its country programme, field actions and technical support to community based NTFP enterprises and in collaboration with partner specifically in the provinces of Mondulkiri, Kratie, Stung Treng, Preah Vihear, Ratanakiri and Siem Reap provinces. NTFP-EP and its Partners also secured a substantial contribution of US$ 2.1 million from the Swiss Agency for Development and Cooperation (SDC) among other funders to carry out PaFF or the Partners for Forestry and Fisheries : Partnership Porgramme to Support Forestry and Fishery Communities in Kratie and Stung Treng Provinces, Cambodia. Phase 1 (November 2014 and December 2016) of PaFF is ongoing, therefore, NTFP-EP Cambodia Programme is currently looking for highly qualified, committed and dynamic individuals to fill the following senior management positions:
Programme Manager (1 person-based in Phnom Penh, 3 months with possibility for extension)
Key Responsibilities
- Manages the implementation of the annual operational plan of the programme and monitor the programme spending.
- Leads and coordinates the Programme Coordination and Stakeholder Engagement Team (PCSET), and ensure the timely and well-coordinated implementation of the programme outcomes.
- Supervises staff in the implementation of their workplans and effective delivery of programme actions.
- Ensures effective coordination of the technical assistance and support of other NTFP-EP country and regional staff consultants and other partners to the programme.
- Coordinates, manages, and monitors the sub-grant budgets and outcomes of all implementing partners.
- Acts as key facilitator, problem solver and relationship builder with line ministries/departments relating to forestry and fishery sector,
- sub-national governments, NGOs, and civil society organization (CSOs).
- Ensure good communication with key stakeholders and partners at all times;
- Perform other tasks and duties as necessary for the smooth operation and management of PaFF and work closely with the NTFP-EP Cambodia management team to ensure effective country programme integration and coherence
- Other tasks as requested by the Country Coordinator.
- University degree in forestry, natural resource, environment or rural development with at least 5 years of combined management and field experience in related field with NGOs or Companies. The candidates have strong command of English/Khmer language, strong project management (preferably of complex partnership or multidonor programmes), communication and fundraising, leadership and facilitation skills.
