Location: Phnom Penh

Roles and Responsibilities:
- Manage day-to-day administrative operations and ensure the office runs efficiently and effectively.
- Manage HR administration, including staff records, contracts, recruitment, onboarding, leave and attendance.
- Implement HR policies and procedures and support staff performance, discipline, training and development.
- Manage payroll and staff-related payments accurately and on timely basis.
- Maintain financial records and oversee invoices, payments, claims, receipts and other financial transactions.
- Close monthly accounts for tax payment and reporting to GDT and MOC
- Assist in budget preparation and financial monitoring, including tracking income, expenditure and outstanding payments.
- Prepare regular administrative, HR and financial reports for management.
- Manage office facilities, suppliers and administrative resources, including relationships with suppliers and service providers.
- Ensure compliance with university policies, procedures and relevant Cambodian administrative, employment and financial requirements.
- Provide general operational support to management and undertake other duties as assigned by the Vice-Chancellor / Director of Operations.
- Bachelor's Degree in Business Administration, Management, Operations, Facilities Management, Education Management is required
- Master's Degree in other related subjects or relevant professional qualification is an advantage.
- Supervisory position in Educational (Schools, Universities) for 2 years is required
- Managerial position in Educational (Schools, Universities) for 3 to 5 years is required
- Demonstrated knowledge and experience in university administration, facilities, procurement, vendor management and general operations.
- Proven ability to develop and implement SOPs, workflows, controls and administrative systems to improve operational efficiency.
- Experience in supervising, motivating and developing administrative and support staff, with the ability to build a collaborative and accountable team.
- Proficient in Microsoft Office and relevant digital tools and English language, with the ability to prepare budgets, KPI reports, schedules and management information.
