COOPERATION PROGRAM BETWEEN PHNOM PENH CAPITAL ADMINISTRATION, THE CITY OF PARIS
AND THE ATELIER PARISIEN D’URBANISME (APUR) 2024 -2026
Expertise mission: Develop a Recommendations Report on financial tools for the maintenance and rehabilitation of collective buildings built before 1979
Client: Phnom Penh Capital Administration, 69 boulevard Preah Monivong, Cambodia
Project: Revalorization of the architectural and urbanistic heritage of Phnom Penh City Center (EAUH Project)

PROJECT DESCRIPTION
A large number of historical collective buildings in downtown Phnom Penh are in a derelict state, in a context of a highly pressurized land market.
The overall aim of the project is to develop a methodology for the renovation and management of existing collective buildings and to support co-owners to invest in urgent maintenance work as well as longer-term rehabilitation projects. Such an approach aims also at (re)enhancing the value of central neighborhoods by improving public spaces.
The project pursues two specific objectives:
- OS1: Development of old buildings’ governance through the introduction of management tools and methods for their rehabilitation, with the active participation of local residents and of owners;
- OS2: Adaptation of urban space to the tropical climate and its evolution, and in particular the reduction of urban heat islands by reinforcing the role of nature in dense urban environments.
With the support of the City of Paris, Phnom Penh Capital Administration is aiming to create a framework dedicated to the rehabilitation of these collective buildings thanks to a series of activities which will support residents, co-owners and local authorities better understand the issues and possible technical and financial solutions for upgrade. The project is structured around capacity-building for Phnom Penh Capital Administration and its technical departments in both technical and institutional areas. It comprises four components, each subdivided into a series of complementary actions.
MISSION AND TASKS
Phnom Penh Capital Administration, referred to as PPCA, is seeking expertise (individual or company) with the general mission to develop a Recommendations Report on financial tools for collective property maintenance and rehabilitation, available to co-owners of collective buildings built before 1979.
The Recommendations report will include an analysis of the existing financial tools, products and mechanisms available for housing rehabilitation; a landscape analysis of stakeholders in the fields of banking regulation, commercial banking and micro-finance, and real estate and construction, charting their understanding and perceptions, capacity of action, bottlenecks and constraints on the topic; a benchmark of existing financial tools in South-East Asia supporting the rehabilitation of existing co- owned buildings; one to two scenarios illustrating the implications of a choice of financial tools for the rehabilitation of the project’s three pilot buildings. Based on findings, both in Cambodia and regionally, recommendations will address the legal status of co-owners’ building committees to allow access to relevant financial tools.
The project team will insure access to all relevant information on pilot buildings and support access to key stakeholders. They will liaise with PPCA and provide an endorsement letter to facilitating access to stakeholders, and will support setting up meetings when necessary.
The consultant is expected to be available for both online and in-person meetings, as well as present findings, recommendations and scenarios to donors and project contributors (two to three meetings).
Tasks include:
1. Understand the complex dynamics at play around old collective buildings, based on the studies conducted by the project team on three pilot buildings and other supporting documents.
2. Conduct a series of interviews with identified resource people and institutions relevant to the topic, i.e the fields of banking regulation, commercial and micro-lending, insurance and real
estate, in order to elaborate a stakeholders’ understanding and perceptions, capacity of intervention, and regulatory and operational bottlenecks in order to outline possible existing financial tools to adapt, or new financial tools to create. An estimated 10 to 15 interviews should be conducted, with an equal proportion amongst relevant fields; stakeholders will be jointly identified by the project team and consultant; an interview guide will be submitted for each field of work at least ten days before the start of interviews.
3. Develop a benchmark of existing financial tools in South-East Asia targeted at supporting rehabilitation of existing co-owned buildings, and other housing-related financial tools and mechanisms relevant to the topic, identifying possible inspirations for the topic.
4. Based on the information shared by the project team, including the cost estimation of rehabilitation works and the socio-demographic studies conducted on the three pilot buildings, as well a legal advisory regarding legal status of co-owners’ building committees, develop one to two funding options scenarios for these three buildings.

1. list of suggested stakeholders to interview and interview guide
2. pre-identified national or local funding tools to support collective building rehabilitation.
A Recommendations Report on financial tools for collective property maintenance and rehabilitation, which will include:

SUGGESTED PROFILE AND EXPERIENCE
1. Master Degree in the field of banking, finance and economic studies
2. At least 10 years of professional experience in the field of inclusive finance and/or housing finance and/or real estate in Cambodia;
3. Experience working with the Cambodian public administration; experience related to the exploration and development of financial tools in emerging fields are highly appreciated;
4. An interest in preserving collective buildings of Phnom Penh city center;
5. Regional experience in housing finance for rehabilitation, especially for collective property, is welcomed.
WORKING LANGUAGES
The consultant is expected to be able to work in Khmer, and either French or English. Deliverables will be submitted in both Khmer and English.
ESTIMATED DAYS OF WORK & PROVISIONAL BUDGET
The budget dedicated to this mission is 6000 USD tax inclusive, for approximately 20 days of work.
