I. Introduction
1. The Cambodia Inclusive Livestock Value Chains Project (CILVCP), a trust fund which is funded by the Global Agriculture and Food Security Program (GAFSP) for aUS$20 million grant to the Royal Government of Cambodia, and the World Bank is the supervising entity for the grant. The institutional arrangements for project implementation willfollow the Government’s Institutional setup. The GDAHP of the MAFF is the Implementing Agency (IA) tasked to manage and coordinate the implementation of the project. The project supports Cambodia’s national priorities for resilient, inclusive,and sustainable agricultural development,includingclimate change adaptation and gender equality. It aims to improve animal husbandry, promote climate-smart livestock practices, and reduce greenhouse gas emissions, aligning with Cambodia’s climate goals for 2030 and 2050. The project specifically addresses the needs of women in agriculture, aiming to increase their access to training, markets, and financial resources. Improved livestock production and market integration will boost nutrition for poor households by increasing access to protein-rich animal products. The initiative leverages private sector financing for livestock value chain development, incorporating technical assistance and capacity building for producer groups.
II. The Project DevelopmentObjective (PDO) of CILVCP and Key Impact Indicators
2. The project development objective is to sustainably improve livestock-based livelihoods and strengthen animal health services in target project locations. The achievement of the PDO will be measured through the following indicators: (i) percentage increase in volume of grosssalesof livestock and livestock products; (ii) number of farmers adopting climate-smart or sustainable livestock technologies or practices; and (iii) percentage of farmers satisfied with animal health services provided in the project target areas. It focuses on smallholder farmers, aiming to boost productivity, increase incomes, improve resilience to climate change and disease, and promote market access. Work mainly through producer groups (PGs), supporting them with training, access to technologies, and market connections. The project will prioritize three livestock value chains, namely cattle, pigs, and poultry in three provinces, namely Battambang, TbongKhmum, and Kampong Speu.
3. The Project comprises three main components: (i) Promote Inclusive and Sustainable Livestock Value Chains by supporting climate-smart technologies,organizing andtraining farmer groups, upgradinginfrastructure like markets and slaughterhouses, and fostering business partnerships. At least 100 PGs and 30,000 people will receive capacity-building support, 10,000 livestock farmers will benefit from grant co-financing for new technologies, and up to 14 slaughterhouses and 6 public markets will be upgraded. The project emphasizes building resilience, engaging women farmers, reducing greenhouse gas emissions, and coordinating with national and international partners for maximum impact; (ii) Enhance Animal Production and Health Services by developing demonstration farms, expanding extension and veterinary services, and piloting improved disease surveillance systems, 45 demonstration farms will be established (about 15 per province), training for farmers and animal health workers; digital systems will help reach more beneficiaries, and up to 700 Village Animal Health Workers (VAHWs) trained, with 350 receiving business start-up kits; and (iii) Project Management, Monitoring, Evaluation, and Learning toensure results tracking, evaluation, andcontinual improvement.
4. Under Component 2.1, the project supports strengthening animal production service delivery capacity to improve farmers’ access to extension information, training, and advisory services through both field-based and digital approaches. To complement field demonstrations and IEC delivery, the project will develop a Digital Livestock Extension System (DLES) to expand outreach, improve timeliness of information, and strengthen two-way communication between farmers and extension service providers.
5. The World Bank’s Environmental and Social Framework (ESF) applies to CILVCP, including the following Environmental and Social Standards (ESSs):

6. Key documents to address environmental and social (E&S) risks include an Environmental and Social
Management Framework (ESMF), Stakeholder Engagement Plan (SEP), and Environmental and Social Commitment Plan (ESCP).
III. Objective of the Assignment, Scope of Work, and Deliverables
7. Objective. The objective of this assignment is to design, develop, pilot, and operationalize a DLES that enhances the delivery, accessibility, and effectiveness of livestock extension services. The system will support
(i)the adoption of climate-smart livestock technologiesand practices; (ii) improved animal health and production advisory services; and
(iii)increasedfarmer engagement and satisfaction with extension services, contributing to the achievement of the project development objectives.
8. Scope of Work. The consulting firm will carry out the following tasks in closeconsultation withthe Project Director as well as the Project Implementation Team (PIT), International Operations Consultant, and National Operations, M&E Consultant, and other relevant stakeholders:
A. System Design.
. Conduct needs assessment of extension delivery system, identifying the gaps in the current livestock extension systems, and the existing materials..
. Conduct a field study with the technical teams, project stakeholders and the Producer Groups (PGs) and Agriculture Cooperatives (ACs) in the target provinces to identify the necessary technologies to develop the digital system for effective digital livestock extension services under the project..
. Design an integrated digital extension platform combining digital tools. The system should incorporate multiple access channels, including mobile applications, web-based interfaces, and widely used social media platforms (e.g., Telegram, Facebook, WhatsApp), to ensureaccessibility for different user groups..

. Ensure the system supports delivery of (i) animal production guidance, (ii) climate-smart technologies (PaTecs), (iii) animal health and disease management content, and (iv) market and price information..
B. Content Development
. Develop and digitize extension content aligned with project-supported technology packages and training programs, including (i) Climate-smart livestock technology and practice packages (PaTecs);
(ii) Animal health protocols and disease management guidance; (iii) Nutrition, feeding, and breed improvement practices; and (iv) Marketing and value chain integration practices..
. Ensure the content is developed in farmer-friendly formats, including short videos, infographics, and audiomessages, to ensure accessibility for low-literacy users..
C. Integration with Existing Extension System
. Integrate the DLES into the existing extension system, including coordination with national and subnational focal points, commune agriculture officers (CAOs), village animal health workers (VAHWs), and stakeholders involvedin project implementation.
. The system shall include the following functions:. -Supportthe extension workers in delivering animal health and animal production services; . -Enable two-way communication between farmers and extension agents; . -Strengthen the digital system to evaluate the impact of the extension services at the level of
distribution and utilization in the livestock sector; and . -Facilitate feedback collection and issue reporting fromfarmers to inform iterative improvements and adoption..
D. Capacity Building
. Develop and implement a comprehensive capacity building program for extension personnel and system users, including: (i) training of trainers (ToT)for GDAHP and provincial staff; (ii) hands-on training for CAOs, VAHWs, and PGs; and (iii) preparation of user manuals, SOPs, and operational guidelines..
E. Piloting and Sustainability
. Pilot the DLES in selected target provinces, in coordination with national and sub-national officials and PGs..
. Develop a sustainability and scale-up strategy, including institutional ownership and management arrangement with GDAHP; financial and technical requirements for system maintenance; and roadmap for scaling the system to additional provinces..
. Ensure effective use, ownership, and sustainability of the system beyondthe project period.. .
9. Deliverables. The consulting firm shall deliver the following:
(a) Inception Report (includingsystem design and implementation plan);
(b) Functional Digital Extension Platform (prototype andfinal version);
(c) Digital IEC Content Package;
(d) Training and Capacity Building Reports;
(e) Pilot Implementation Report;
(f) Final System Documentation and User Manuals;
(g) Sustainability and Scale-Up Strategy.

10. Payment Terms. Payments under the contract shall be made on a milestone basis and shall be linked to the satisfactory submission, review, and acceptance of deliverables by the Client.The proposed payment schedule is set out below.

11. Experience and Qualifications. The Consulting firm shall be a legally established entity and shall demonstrate that it has the technical qualifications, relevant experience, and organizational capacity required to perform the assignment. and the firm shall meet the following minimum qualification requirements:
. Be a legally registered consulting firm, private company, or non-government organization eligible to operate in Cambodia, with a minimum of five (5) years of operational experience in areas relevant to this assignment.
. Demonstrate at least 6 years of experience in designing, developing, and implementing digital platforms, ICT service delivery systems, and/or multimedia IECmaterials, especially for agriculture, livestock, or rural development programs..
. Demonstrate experience in coordination and facilitation with government institutions, technical departments, academic institutions, provincial and local service providers, as well as rural communities relevant to the assignment.
. Demonstrate relevant technical knowledge of livestock production, animal health, climate-smart livestock practices, and/or agricultural extension systems. Experience in Cambodia’s livestock sector and other countries in the region will be an advantage.
. adequate analytical, communication, and reporting skills in both English and Khmer languages, and provide documentary evidence of similar assignments and successful delivery of comparable outputs.

K-1: Team Leader. The expert shall have at least a Master's degree in Agriculture, Rural Development, Project Management or any other field relevant to the assignment; a minimum of 10 years of relevant experience in managing large-scale (=$400,000.00) agricultural or rural development projects; demonstrated experience in leading multi-stakeholder projects/assignments of comparable scope and complexity; and proven strong communication, coordination, and reporting skills. Experience in Cambodia or the Southeast Asia region shall be considered an advantage.
The expert shall be responsible for the following tasks and outputs:
. Provide overall leadership, coordination, and quality assurance for the assignment and ensure that all outputs are delivered in accordance with the agreed work plan and schedule.
. Serve as the primary focal point for coordination withGDAHP, MAFF, PDAFF, and the Project Implementation Team on technical, operational, and reporting matters.
. Guide the strategic direction of system design, piloting, rollout, and institutional integration of the DLES within the livestock extension system.
. Review and clear major technical deliverables before submission, including inception, progress, pilot, and completion reports.
. Ensure effective collaboration among key experts and provide oversight to maintain coherence between
system development, content creation, capacity building, and monitoring functions.
K-2: National ICT/Digital Systems Specialist. The expert shall have at least a Master's degree in Computer Science, ICT, or Information Systems and Communication Technology, or related field; a minimum of 7 years of relevant experience in the design and development of digital application or ICT systems; demonstrated experiencewith mobile and/or web-based platforms,hosting arrangement, and digital service delivery tools; and experience in developing farmer-friendly digital solutions for rural or low-connectivity environments.
The expert shall be responsible for the following tasks and outputs:
. Lead the technical design, development, configuration, and testing of the digital platform and associated applications required underthe assignment.
. Ensure that the system supportsagreed functional requirements,user access channels, data management needs, and interoperability arrangements identified during implementation.
. Prepare and update technical specifications, system documentation, user guidance, and troubleshooting protocols for deployment and maintenance.
. Provide technical support during piloting, rollout, refinement,and handover of the system, including incorporationof user feedback and correction of identified issues.
. Coordinate closely with the Team Leader and other experts to ensure that system functionality is aligned with extension content, training needs, and monitoring requirements.
K-3: Livestock Extension Specialist. The expert shall have at least a Master's degree in Veterinary Science, AnimalHusbandry, Livestock Production, oranother relevant field; a minimum of 8 years of relevant experience in livestock extension or advisory services; demonstrated technical knowledgeofanimal health, production,and climate-smartlivestock practices; and experience in developingor delivering training for extension workers and smallholderfarmers.
The expert shall be responsible for the following tasks and outputs:
. Lead the review and technical validation of livestock extensioncontent, guidance materials, and advisory messages to be incorporated into the DLES.
. Develop and/or review technical modules and advisory packages covering animal health, production, feeding, biosecurity, and climate-smart livestock practices.
. Support adaptation of technical content for extension workers and farmers, ensuring relevance to local production systems and target value chains.
. Provide technical input to training activities, field testing, and refinement of advisory content based on stakeholder feedback
. Ensure that all livestock-related technical outputs are scientifically sound, practical, and suitable for dissemination through digital and field-based extension channels.
K-4: Capacity Building & Training Expert. The expert shall have at least a Master's degree in Education, AgriculturalExtension, Human Resource Development, or other related fields;aminimum of7 years of relevant experience in training and capacity building in agriculture or livestock-related programs; demonstrated experience in participatory training methods and adult learning; and familiarity with ICT-based training delivery.
The expert shall be responsible for the following tasks and outputs:
. Design and deliver the capacity buildingapproach, training modules, and implementation plan for system users and extension personnel under the assignment.
. Prepare training curricula, facilitator guides, user manuals, and related materials for GDAHP, PDAFF, CAOs, VAHWs, and othertarget users.
. Organize and support training-of-trainers, user orientation sessions, and practical demonstrations on system use and digital extension delivery.
. Monitor training implementation and participant feedback, and recommend adjustments to strengthen user uptake and effectiveness.
. Coordinate with the ICT, livestock, communication, and monitoring experts to ensure that capacity building outputs are technically accurate and operationally practical.
K-5: Market Systems & Agribusiness Specialist. The expert shall have at least aMaster's degree in Agribusiness, Agricultural Economics, Market Systems, or other related fields; a minimum of 7 years of relevant experience in agricultural value chains and market development; demonstrated experience in market access, buyer-seller linkages, or ICT-enabled market platforms; and a strong understanding of smallholder market challenges/constraints inCambodia. . Assess marketinformation needs and identify practical digital solutions to improve market access, price transparency, and commercial linkages for target beneficiaries.

. Develop integration of market intelligence, buyer-seller linkage information, and agribusiness advisory services into the DLES and related extension materials.
. Provide technical input topilot and refinement of market-related system functions based on user demand and implementation experience.
. Coordinate with the communication, ICT, and livestock experts to ensure that market-related outputsare relevant, accessible, and aligned with the broader extension objectives.
K-6: Communication & IEC Materials Designer. The expert shall have at least a Bachelor's Degree in Communication, Graphic Design, Media Studies, or other related fields; a minimum of 5 years of relevant experience in agricultural communication or IEC material development; demonstratedproficiency in multimedia design tools and social media management, and experience producing content forrural audiences.
The expert shall be responsible for the following tasks and outputs:
. Lead the design, formatting, and production of IEC and multimedia materials required for the assignment, including digital content suitable for dissemination through the DLES and related communication channels.
• Translate technical content into clear, farmer-friendly formats, including visual, audio, and text-based materials adapted to local language and user needs.
• Ensure that communication products are consistent in quality, messaging, and visual presentation and are suitable for use in training, outreach, and extension delivery.
• Support dissemination planning and update materials as needed based on testing, feedback, and implementation experience.
• Coordinate with technical experts to ensure that IEC outputs are accurate, accessible, and aligned with the technical scope of the assignment.
K-7 Monitoring & Evaluation Consultant. The expert shallhave at least a bachelor's degreein Monitoring & Evaluation,Statistics, Development Studies, or other related fields;a minimum of 7 years of experience in M&E for agricultural, rural development, orICT-related assignments; strong analytical and reporting skills; and experience indata collection systems and digital monitoring tools.
The expert shall be responsible for the following tasks and outputs:
• Develop the monitoring and evaluation approach for the assignment, including indicators, data collection methods, reporting formats, and feedback mechanisms related to system rollout and use.
• Track implementation progress, system utilization, user adoption, and key performance information, and compile findings for management review and decision-making.
• Support design and implementation of user feedback collection, pilot assessment, and evaluation activities to inform refinement and scaling decisions.
• Prepare analytical inputs and monitoringsummaries for progress, pilot, and completion reports under the assignment.
• Coordinate with the ICT and field teams to ensure that monitoring arrangements are practical, data quality is maintained, and findings are used to improve implementation.
K-8: Field Research Coordinator. The expert shall have at least a Bachelor's degree in Agriculture, Rural Development, Social Sciences, or another related field; a minimum of 5 years of relevant experience in field research, stakeholder engagement, or community consultation; demonstrated experience in conducting surveys, interviews, or participatory rural appraisal exercises; and familiarity with Cambodian rural contexts.
The expert shall be responsible for the following tasks and outputs:
• Plan and implement field research, consultations, and needs assessments required to inform system design, content development, and rollout arrangements.
• Coordinate field engagement with producer organizations, agricultural cooperatives, CAOs, VAHWs, and other relevant stakeholders in the target areas.
• Collect, organize, and document field findings, user requirements, and implementation constraints for use by the technical team.
• Support stakeholder validation activities,piloting preparations, and follow-up consultations as required during implementation.
• Prepare concise field notes, consultation summaries, and evidence inputs tosupport technical deliverables and reporting requirements.
14. Location, Duration, and Other Matters
. Thedutystation willbeintheofficeofCILVCPattheGeneral DirectorateofAnimal HealthandProduction (GDAHP), Ministry of Agriculture, Forestry and Fisheries (MAFF)
. The selected firm will perform the assignment over a period of 18 months. The firm may carryoutaportion of the assignment from its own office for literature review, and in the field, as required, provided that it ensures timely delivery of services, adequate coordination, and regular participation in meetings, consultations, training activities and field missions.
