Location: Phnom Penh
Cambodia’s clean water supply sector has expanded significantly, particularly through private water operators (PWOs) in rural and peri-urban areas.
Roles and Responsibilities:
Program Coordination and Administration
- Support the preparation and implementation of the internship workplan.
- Coordinate day-to-day communication between CWA, CAPRED, interns, host PWOs, consulting firms, and the Senior Water Engineer.
- Support scheduling and logistics for meetings, orientation sessions, training, field visits, mentoring sessions, monitoring visits, review meetings, and dissemination activities.
- Maintain organised records of key program documents, including applications, contact lists, attendance sheets, internship contracts, workplans, training materials, monitoring notes, reports, and supporting documents.
- Support preparation of documents required for milestone submission and fund request processes.
Recruitment and Placement Support
- Support outreach and announcement processes for host PWOs/consulting firms and intern candidates.
- Assist with recruitment administration, including application compilation, shortlisting, interview logistics, scoring documentation, and candidate communication.
- Support CWA and the Senior Water Engineer to organise the intern self-introduction and matching workshop with host PWOs/consulting firms.
- Maintain an updated placement database covering selected interns, host organisations, supervisors, locations, accommodation arrangements, and emergency contacts.
Orientation, Training, and Capacity Enhancement Support
- Support the Senior Water Engineer in preparing orientation materials, technical training materials, and participant handouts.
- Coordinate logistics for orientation and training sessions, including site visits.
- Assist with planning and coordination of capacity enhancement activities, including technical trainings, site visits, sector immersion, and group discussions.
- Help track implementation of the approved capacity enhancement plan and flag delays or issues to the Senior Water Engineer and CWA project lead.
Monitoring, Mentoring, and Project Tracking
- Update the project management system regularly with:
- 1. intern placement information;
- 2. individual workplans;
- 3. monthly progress updates;
- 4. training participation;
- 5. mentoring activities;
- 6. host feedback;
- 7. field visit findings;
- 8. safeguarding and WHS follow-up actions;
- 9. key risks, issues, and corrective measures.
- Coordinate group-based virtual discussions between CWA mentors and interns to support technical guidance, professional discussion, and peer learning.
- Support the Senior Water Engineer in documenting mentoring sessions and following up on agreed actions.
- Assist interns in preparing progress updates, presentations, and learning reflections.
- Support field monitoring visits and prepare field notes under the guidance of the Senior Water Engineer.
Reporting and Documentation
The Technical Officer will support preparation of:
- recruitment and outreach records;
- contact lists of interns, host organisations, supervisors, and emergency contacts;
- orientation report, training materials, participant lists, and satisfaction survey summaries;
- monthly project management updates;
- capacity enhancement activity reports;
- mentoring and field monitoring notes;
- SEAH/WHS monitoring documentation;
- inputs to the mid-term review and probation evaluation;
- inputs to the internship evaluation report;
- inputs to the final completion report and dissemination workshop.
Key Requirements (skills, knowledge experience & qualification):
- At least a university degree or higher in water engineering, civil engineering, environmental engineering, water resources, project management, development studies, or a related field.
- At least 3 years of relevant professional experience in project coordination, technical assistance, water sector programming, training coordination, monitoring, or field-based program implementation.
- Good understanding of Cambodia’s clean water supply sector or willingness to quickly learn sector operations and stakeholder dynamics.
- Experience supporting coordination of trainings, workshops, field visits, meetings, or stakeholder engagement activities.
- Strong organisational skills, including ability to manage schedules, records, contact lists, field documentation, and follow-up actions.
- Good communication skills in English and Khmer, with sufficient proficiency to support coordination, documentation, and communication with CAPRED.
- Ability to work respectfully with young professionals, host organisations, and sector stakeholders.
