Location    : Banlung Municipality, Ratanakiri Province, Cambodia

 The Civil Society Links and Empowerment for Socially Inclusive Development in Ratanakiri (CLESIDRA), is project funded by the European Union (EU). Its objective is to strengthen civil society capacity, participation and environment for functioning as independent actors of good governance and development.

The main CLESIDRA expected outputs are:
Output 1: Capacity of CSOs, producers and LAs enhanced on multi-stakeholder dialogue and governance, inclusive socio-economic development, organization’s management, and environmental risk mitigation.
Output 2: A platform (PLASED) established for networking, Civil Society Organizations (CSOs), Local Authorities (LAs), Socio-Economic Service Providers (SESP) and other relevant stakeholders of Ratanakiri Province in Cambodia, with the aim of building a free and permanent dialogue for the socio-economic inclusion of women, youth, indigenous, and the most marginalized and vulnerable people, including representative of each category (at least 110 people of which at least 40% women)
Output 3: At least 4 participatory strategies (STRAT) for competitive, inclusive, sustainable and resilient value chain development (possibly rice, cassava, forestall products, eco-tourism), realized through an innovative participatory exercise, as permanent key tool of the Platform delivered, and elaborated through the participation of at least 15 people for each value chain.
Output 4: A Comprehensive Services System (COSS) established for supporting socio-economic development of the province, as a branch of PLASED, including at least 20 CSOs, 10 SESP, and 10 LAs, of which at least 40% women.
The Project is co-implemented by four partner organizations, including:
1)    Felcos Umbria
2)    International Links and Services for Local Economic Development Agencies (ILS LEDA)
3)    Building Community Voices (BCV)
4)    Urban Poor Women Development (UPWD)

The Capacity Building Workshop Overview
The capacity-building workshop aims to strengthen the capacity of the CLESIDRA target group on land rights. The capacity building workshop will cover three main sessions, including (i) the Land Law; (ii) the Sub-decree on Procedures for the Registration of Indigenous Community Lands; and (iii) the Sub-decree on Economic Land Concessions. The workshop will be conducted for two (2) days and will involve 25–30 participants.

Roles and Responsibilities:

  • Develop training curricula and materials, including lessons/handouts, pre- and post-tests, evaluation tools, and training agenda on Land Rights – (i) Land Law; (ii) Sub-decree on Procedures of Registration of Indigenous Community Lands; and (iii) Sub-decree on Economic Land Concession . All materials shall be submitted to the UPWD team at least three (3) days prior to the training
  • Prepare detailed lesson plans, training methodologies, and other related training materials
  • Deliver a two-day training on Land Rights
  • Submit a training report that reflects the achievement of the training objectives and key results.


Work-related Communication
In this specific task, the consultant/service provider will be coordinating or communicating directly with the team from the Urban Poor Women Development (UPWD). The overall training curriculums, manuals, materials, and plan involved will be in the coordination and consultation with UPWD team.

Reporting
The Consultant will have to directly report to UPWD team on the progress of the plans and training. If there are any changes or concerns related to the training, he/she should discuss with UPWD team. The final report at the end of the activity will also include analysis of the pre-test and post-test results and the training evaluation.

Duration of the work
The expected starting date is on 15 June 2026.
The duration of the contract for consultant is only 4 working days (one day for preparation, two days of delivering the training, and one day for the report).

Contract Cost:
The total contract amount will charge subject to VAT 10% according to the Cambodian Tax Law or 15% of the Withholding Tax law of Cambodia (for individual/unregistered consultant) from the total fee.

Key Requirements (skills, knowledge experience & qualification):

  • Minimum of advanced Bachelor’s Degree of Laws or any related fields
  • Minimum 5 years’ Experience in the field of delivering training regarding land and housing rights
  • Proven experience in developing training manuals, curriculums, and tools
  • Strong presentation, facilitation, and/or training management skills, and ability to engage people to involve with session
  • Strong communication and interpersonal skills
  • Strong knowledge of the Cambodian context, particularly regarding land and housing rights
  • Fluency in spoken and written Khmer and English
  • Computer literacy
