The Cambodia Center for Independent Media (CCIM) is established in 2007 with the goal to promote independent media, freedom of expression, access to information (A2I) and internet freedom in Cambodia. Through its capacity building program, CCIM trains citizen journalists, aspiring journalists, and youth in journalism and media literacy skills.
The Citizen Journalists Network (CJN) program is one of the capacity building programs under CCIM that aims to empower citizen journalists to safely produce information and bolster local information-sharing networks. As of 2024, CCIM has trained over 400 individuals to become citizen journalists including basic journalism, advanced news writing and reporting, paralegal training, and digital security training, among others.
To expand media outreach and enhance audience engagement, CCIM is seeking a skilled and qualified web developer to improve and maintain the CJKHMER website, which is the online platform for publication of CJs reports and disseminate community information to the public.
The primary objective of this assignment is to review, maintain, and resolve technical issues to ensure the smooth operation of the CJKHMER website, as well as to enhance its visibility, usability, and security. Through the provision of services, the web developer will provide findings, insights, and recommendations, and offer technical guidance to CCIM staff for ongoing management of the website.
Scope of Work
- Conduct a comprehensive needs assessment with the CCIM team.
- Define system requirements and technical specifications, including system & plugin updates, bug and UI fixing and compatibility check.
- Implement SEO optimization and analytics setup for tracking website traffic and user engagement.
- Configure automated posting to Facebook and Telegram, schedule backups, and set up ongoing security monitoring.
- Provide training sessions for CCIM staff on website management, content updates, security, and troubleshooting.
- Deliver timely technical support, including troubleshooting, maintenance, and guidance for any technical issue after maintenance service.
Deliverables
- Website Update & Maintenance: Update and maintain the CJKHMER website to ensure functionality, user-friendliness, and security. This includes improving site structure, navigation, and basic SEO, performing security checks, and documenting all updates.
- Deployment and Handover Report: Provide a concise report summarizing completed work, technical improvements, key findings, and recommendations for future maintenance and content management, along with documentation for smooth handover.
- Orientation & Guidance to CCIM staff: Conduct orientation and training sessions for CCIM staff on website management, content updates, troubleshooting, and security, supplemented with user-friendly guidance materials.
- Timely Support Post-Service: Provide a defined period of post-service support after handover to address technical issues or questions, ensuring minimal disruption to website operations.
Duration of Assignment
- The consultancy is expected to be completed between May – July 2026. The consultant will also provide the training sessions within this time frame (at least one mentoring session for CCIM staff, lasting 2 to 4 hours, with the schedule to be agreed upon based on the developer's availability).
Qualifications
- Minimum 3–5 years’ experience in software, website development and security.
- Degree in Computer Science, Information Security, or related field.
- Having at least three to five years of experience working as a web developer.
- Experience with threat modeling and installing digital security-related applications usable or suitable for communities/citizen journalists.
- Excellent communication, facilitation, presentation skills.
- Profound understanding of the Cambodian context, especially media freedom, digital rights and human rights issues.
