Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), UN Volunteers with at least twelve (12) months of continuous service in IOM, and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Organizational Context and Scope

Under the overall supervision of the Livelihoods Officer and the direct supervision of the Senior Programme Associate (Livelihoods), the Programme Associate (Livelihoods) will support the implementation of livelihoods activities in the provinces, ensuring effective coordination with local communities, authorities, and partners within their scope of responsibility.

Responsibilities

  1. Assist in the planning, implementation, and monitoring of livelihoods activities in the field, including Cash-for-Work (CfW), skills development (vocational training, apprenticeship), employment forums, SME and microenterprise support, agricultural input assistance, market linkage initiatives, financial literacy training, and other related activities as required, in line with IOM and donor requirements. 

  2. Conduct field data collection for livelihoods assessments, including Labor Market Assessments (LMA), Multi-Sector Needs Assessments (MSNA), and beneficiary profiling, ensuring data quality and accuracy.

  3. Retrieve, compile, and maintain accurate and up-to-date project documentation, including activity reports, budgets, and beneficiary records related to livelihoods interventions implemented in the field.

  4. Monitor activity budgets, verify the availability of funds, obtain necessary approvals, and regularly update project and budget-related information for activities under the area of responsibility.

  5. Support coordination and implementation of livelihoods project activities by liaising with local communities, beneficiaries, local authorities, relevant government institutions, UN agencies, and I/NGOs to ensure effective community engagement and smooth delivery of project interventions.

  6. Draft field activity reports, monitor project progress, and identify implementation challenges or gaps in service delivery, bringing them to the attention of the supervisor.

  7. Ensure the effective integration of cross-cutting issues, including protection, labour rights, gender equality, and decent work, into livelihoods assessments and programme implementation in close coordination with relevant IOM units.

  8. Draft correspondence, field reports, briefing notes, statistical tables, presentations, and other documentation related to livelihoods project activities.

  9. Participate in meetings, workshops, and coordination platforms related to livelihoods; support the organization of training sessions, employment forums, and community outreach activities.

  10. Respond to information requests related to project activities and maintain organized project files and records.

  11. Perform other related duties as assigned.

Qualifications

Required Qualifications and Experience

Education

  • Bachelor’s degree in Business Administration, Economics, Social Sciences, Development Studies, Agriculture, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or

  • High school diploma with four years of relevant professional experience.

  • Relevant professional training or certifications in livelihoods, community development, or project management will be an advantage.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in livelihoods development, income-generating activities, and economic resilience strategies, including project management of livelihood and economic empowerment activities;

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies, and non-governmental organizations;

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups; and

  • Prior work experience with international humanitarian organizations, non-governmental, or government institutions in a multi-cultural setting will be an 

Skills

  • Knowledge of livelihoods development, income-generating activities, and economic resilience strategies;

  • Project management skills, including planning, implementation, monitoring, and reporting of livelihood activities;

  • Experience in community engagement and working with vulnerable groups; and

  • Proficiency in office software (MS Word, Excel, PowerPoint) and basic data management for reporting.
