1. Introduction and Background
Founded in 2005 and officially registered with the Ministry of Interior in 2006, Sahmakum Teang Tnaut Organisation (STT) is a Cambodian land and housing rights NGO supporting urban poor and vulnerable communities to access land tenure security, adequate housing, climate justice, and social protection. “Teang Tnaut” means “Palm Leaves,” and palm leaves are used by poor communities to build roofs and walls for their houses. This simplistic name was chosen to forever remind STT that its work serves the poorest members of society.
To continue serving the communities in our targeted areas, STT is currently seeking to hire an external consultant to support the production of a comprehensive research report for STT in 2026. The consultant is expected to work closely with STT’s staff and the enumerator team. The consultant will be engaged with the research team from the beginning through to the finalization of the report.
2. Objective
The purpose of this consultancy is to produce a research study and provide guidance to the STT research team to improve the quality of research on the social and environmental impacts of development in specific locations in Kandal and Mondulkiri.
3. Methods and Activities
- The consultant can work at STT’s offices or remotely, as appropriate, throughout the consultancy, which is expected to last ten months (and possibly longer).
- The consultant may be required to join the research team in fieldwork to better understand the context of the target areas. Ideally, it would be highly beneficial if the consultant could deliver some training sessions on practical, comprehensive research methods for the research team.
4. Expected Outcome and Deliverable
- Before commencing work, the consultant is required to submit a final proposal to STT. This proposal must include the proposed methodology, strategy, a clear work plan, a timeframe, and a budget.
- The consultant will provide support through suggestions, comments, and advice from the start of the research project until its completion.
- The consultant will support the research team in shaping the research topic and objectives. Once the consultancy begins, the consultant and the research team will collaborate from the stage of research design (initially drafted by the research team) through questionnaire development, data collection, analysis, and the drafting of the final research report.
- The consultant will be responsible for hiring a data enumerator to conduct data collection.
- Training can be provided when necessary.
- The consultant will provide support by reviewing and commenting on the process of research report to ensure that it is comprehensive and of high quality.
- The consultant must ensure the quality of the research for STT.
- The consultant will also support the research team in presenting the research report.
5. Support Team from STT
- The consultant will work closely with the Community Action Research Project Manager to facilitate this consultancy.
6. Duration and Place of Work
- This consultancy will commence as soon as possible, and the duration of the contract will be 8 months from the start date. Specific duration will be stated in the service agreement once the consultancy is offered.
7. Consultancy Fee
- This consultancy will commence as soon as possible, with a contract duration of ten months from the start date. The specific duration will be detailed in the service agreement once the consultancy is formally offered. The consultancy fee is USD 5000 for the duration of the assignment. This amount is inclusive of all costs and subject to a 15% withholding tax.
8. Required qualifications of the Consultant
- Master’s degree or bachelor’s degree in a relevant field
- Extensive knowledge and solid professional experience in researching the social and environmental impacts of development and issues related to social justice.
- Extensive knowledge of Cambodian investment laws, land laws, and international laws
- Thorough knowledge of using qualitative and quantitative analysis tools
- Proficient knowledge of guiding the conceptualization of creating maps, corporate maps, and graphics to illustrate findings
- At least three to five years of experience in providing organizational consultancy services on the topics mentioned by STT above:
- Good communication skills
- Ability to adhere to deadlines and flexibility
- Khmer speaker is an advantage
- Background or experience in assessing both the positive and negative impacts of development projects on residents’ living conditions, particularly within poor and vulnerable communities.
