Assignment Purpose:     The National Consultant will work closely with Provincial Training Board (PTB), SDP Team, in close collaboration with the DGTVET/Ministry  of Labour and Vocational Training (MLVT), to strengthen the institutional capacity of PTB Secretariats to independently establish, manage, and sustain Public–Private Partnerships and diversified resource mobilization mechanisms for Provincial Training Board (PTB) operation.

Duration:    April-December 2026 on part-time basis
Location:    Phnom Penh with frequent travel to provincial targets

Skills Development Programme (SDP) is a project of the Swiss Agency for Development and Cooperation (SDC). The Skills Development Programme (SDP) in Cambodia is transitioning to its final phase. Following the completion of Phase 2 on June 30, 2024, Phase 3 will commence in July 2024. Building upon achievements from the previous phases, Phase 3 aims to solidify and amplify results.
The focus of Phase 3 will be on addressing ongoing challenges within Cambodia's TVET sector. This includes improvements in governance, training quality, accessibility of public TVET providers, and establishing HoKa as a sustainable model for hospitality skills development. Ultimately, Phase 3 seeks systemic change that aligns with national priorities, labor market needs, and strengthens the TVET system to empower disadvantaged young women, men, and low-skilled workers.
Provincial Training Boards (PTBs) serve as a critical coordination mechanism at the sub- national level, ensuring that skills development aligns with labour market needs through active private sector engagement and effective resource mobilization. According to the review of PTB performance, there are two areas need to enhance PTB performance: (1) a Public–Private Partnership (PPP) Engagement Process to structure collaboration between PTBs, enterprises, and TVET institutions; and (2) a Resource Mobilization Process to enable PTBs to secure financial and in-kind contributions from sub-national budgets, private sector partners, development partners, and the Skills Development Fund (SDF). Although these processes are conceptually clear, PTB Secretariats require practical, hands-on coaching to implement them effectively and sustainably. SDP III therefore seeks a local consultant to integrate PPP engagement and resource mobilization, recognizing that strong partnerships with enterprises and institutions are essential for sustainable financing beyond project support.

Assignment and Objectives
The overall objective of this assignment is to strengthen the institutional capacity of PTB Secretariats to independently establish, manage, and sustain Public–Private Partnerships and diversified resource mobilization mechanisms for Provincial Training Board (PTB).
The consultant will be responsible for:
a.    Leading and coordinating with the SDP team and PTB/DGTVET to develop a comprehensive strategy for Public-Private Partnerships (PPP) and resource mobilization mechanisms for selected PTBs supported under SDP Phase III.
b.    Providing on-the-job training and coaching to PTBs and their secretariats on each step of PPP and resource mobilization, ensuring they have the capacity to implement these mechanisms sustainably beyond the project’s support.
c.    Performing other tasks as assigned by the line manager.

Scope of Work
The consultant will apply a coaching, facilitation, and learning-by-doing approach, working closely with 6 PTB Secretariats, PTB leadership, TVET institutes, and private sector partners. The scope integrates two mutually reinforcing workstreams:

a)    PPP Engagement

  • Enterprise Mapping & Prioritization: Build PTB capacity to map, assess, and validate priority enterprises and coordinate with relevant stakeholders and projects.
  • Enterprise Engagement & Dialogue: Coach PTBs to plan and manage structured consultations and present PPP modalities.
  • Formalization of PPP Arrangements: Support PTBs in defining roles, cost-sharing, and drafting MoUs/MoAs or tripartite agreements.
  • PPP Implementation & Monitoring: Guide PTBs in coordinating, troubleshooting, and institutionalizing PPP functions.


b)    Resource Mobilization

  • Resource Mapping & Needs Assessment: Enable PTBs to identify resource needs and potential funding sources (public, private, donor).
  • Engagement & Negotiation: Coach PTBs to secure commitments from authorities, enterprises, and partners.
  • Planning & Integration: Support development of resource mobilization plans and integration into provincial action plans.
  • Monitoring & Sustainability: Establish tracking systems and institutionalize resource mobilization mechanisms.


Deliverables
The consultant will deliver the following outputs:
1)    Practical tools and templates for:
a.    Enterprise mapping and PPP engagement
b.    PPP agreements and implementation planning
c.    Resource mapping and mobilization planning
d.    Financial tracking and review
2)    Provincial enterprise and resource mapping outputs developed jointly with PTB Secretariats.
3)    Documented on-the-job coaching and capacity-building support.
4)    Support with at least one integrated PPP and resource mobilization cycle per targeted PTB.
5)    Periodic progress reports aligned with SDP III reporting requirements.
6)    Final consultancy report summarizing results, capacity gains, lessons learned, and sustainability recommendations.

  • April-December 2026 on part-time basis.

Reporting and coordination
The consultant will report to IA1 Manager, SDP III / Swisscontact and coordinate closely with:

  • DGTVET/MLVT
  • PTB Secretariats and PTB leadership
  • SDP team
  • TVET institutions
  • Provincial authorities and finance units
  • Relevant development partners

Requested skills set

  • Degree in TVET, economics, public policy, finance, development studies, or related fields.
  • Minimum 8–10 years of experience in skills development, PPPs, resource mobilization, or private sector engagement.
  • Demonstrated experience in capacity development and coaching of public institutions.
  • Strong facilitation, negotiation, and stakeholder engagement skills.
  • Experience working at provincial level in Cambodia or similar contexts is a strong asset.
  • Strong analytical and reporting skills in English and Khmer language

Remuneration
As per SDC/Swisscontact rules and based on qualifications and experience. Financial proposals to include all travel and logistics costs.
