Location:  Phnom Penh or Siem Reap with possible travel to Oddar MeancheyThe Transforming Lives Through Nutrition (TLTN) program is a collaborative initiative funded by the Church of Jesus Christ of Latter-day Saints and spearheaded by Helen Keller Intl, Vitamin Angels, and iDE. This program is designed to improve the nutrition of underserved pregnant women, infants, and young children globally. The primary goal of TLTN is to enhance maternal and child health by delivering proven nutritional interventions and strengthening health and food systems, focusing on the critical first 1,000 days (from conception to age two).

In low- and middle-income countries (LMICs), women and children are disproportionately affected by malnutrition. Inadequate nutrition during pregnancy and early childhood lead to adverse health outcomes, diminished well-being, and an increased risk of mortality. Despite the existence of effective interventions, many remain inaccessible due to weak health and food systems. Additionally, the marketing of unhealthy, ultra-processed foods worsens the nutrition crisis, particularly among women and children. This has resulted in a global undernutrition crisis with far-reaching implications for future generations.

In response, the TLTN program seeks to collaborate with governments to enhance the capacity of local health and food systems to deliver evidence-based, lifesaving nutrition interventions.
Over five years, the program will operate across 12 countries in Africa and Asia, aiming to reach 2.6    million pregnant women and 12 million children. The health system component focuses on improving the quality and coverage of five critical interventions:
  1. Prenatal supplementation.
  2. Vitamin A supplementation and deworming.
  3. Prevention and treatment of acute malnutrition.
  4. Promotion of breastfeeding and maternal diet.
  5. Improved complementary feeding practices.
In Cambodia, iDE has been working with micro and medium-scale entrepreneurs to improve access to nutritious and safe foods. Because local grocery (chaphouy) and snack sellers are the primary access points for food in these communities, their economic and psychological paralysis directly threatens the TLTN program's nutritional goals for vulnerable women and children.
However, following a recent border conflict and severe shock in Oddar Meanchey province, the local micro-economy has experienced a massive disruption. A recent assessment of 16 small entrepreneurs, primarily local grocery (chaphouy) and snack sellers, revealed severe economic and psychological impacts. Many of these sellers are living in constant anxiety and have adopted a paralyzing "wait-and-see" mindset. The fear of conflict recurring has completely paralyzed their ability to make long-term business decisions.
To effectively revitalize these businesses, it is clear that we must treat the mind before we can effectively restock the shelves. Therefore, iDE is seeking a specialized consultant to design and support the rollout of a targeted psychosocial support intervention for female market actors in the affected region.

Contracting Entity
iDE is a non-profit, non-governmental organization (NGO) incorporated in 1982 in the USA, with field offices in 12 countries. iDE’s mission is to create income and livelihood opportunities for poor, rural households across the clean cooking, agriculture, and WASH sectors with cross- cutting themes that include access to finance, access to equality of opportunity, nutrition, and social enterprise development. We leverage high-impact approaches that include resilient market ecosystem development, human-centered design, and evidence-based implementation. To date, our programs have positively impacted over 40 million people.

As a registered international non-profit organization in Cambodia, iDE Cambodia has been active since 1994, supporting farmers, latrine entrepreneurs and social enterprises, facilitating the inclusive development of value chains and business models for affordable products and services in the agriculture, WASH, and nutrition sectors, with a cross-cutting focus on improving access to equality opportunity.

Objective
The primary objective of this consultancy is to design dedicated sessions or peer-support mechanisms to help sellers overcome trauma, rebuild their psychological resilience, and regain the confidence needed to operate their businesses effectively. The consultant will not deliver the training directly to the market actors but will build the capacity of the iDE team to facilitate these interventions through a Training of Trainers (ToT) approach, followed by ongoing mentoring.

Scope of Work
  • Needs Adaptation: Briefly review existing assessment data to tailor psychosocial approaches to the specific realities of female grocery and snack sellers in Oddar Meanchey who have experienced recent conflict trauma.
  • Curriculum & Mechanism Development: Develop a detailed, culturally sensitive session plan and a structured peer-support mechanism designed to help beneficiaries overcome trauma and rebuild resilience.
  • Materials Creation: Design facilitator guides, simplified training materials, and support tools for the iDE team to use in the field.
  • Training of Trainers (ToT): Conduct a comprehensive ToT program for selected iDE staff members, equipping them with the necessary skills, boundaries, and safeguarding protocols to deliver psychosocial support and facilitate peer groups safely.
  • Mentoring and Coaching: Provide structured, follow-up mentoring and coaching support to the iDE team as they roll out the sessions to the selected female market actors, ensuring quality control and providing guidance on challenging cases.

Qualifications and Experience
  1. Advanced degree in Psychology, Social Work, Counseling, or a related field.
  2. Proven experience designing and implementing psychosocial support or trauma- recovery programs, ideally in post-conflict or crisis-affected settings.
  3. Ensure all session plans, materials, and peer-support mechanisms are strictly grounded in 'Do No Harm' principles and trauma-informed care to prevent accidental re- traumatization and ensure the emotional safety of all participants.
  4. Demonstrated experience conducting Training of Trainers (ToT) and capacity building for non-specialist staff (NGO workers, field facilitators).
  5. Understanding of the micro-economic realities and daily pressures faced by female small business owners or market actors in Cambodia.
  6. Fluency in spoken and written Khmer and English
