1. Background
Cambodia, as a Party to the United Nations Convention to Combat Desertification (UNCCD), is required to prepare and submit its national report in 2026. This report must align with UNCCD guidelines, integrate Land Degradation Neutrality (LDN) indicators, and reflect national priorities. The process requires technical expertise, stakeholder participation, and compliance with Global Environment Facility (GEF) eligibility requirements. The consultant(s) will support implementation of activities under Outputs 1.1.1, 1.1.2, and 1.1.3 (Appendex1).
2. Objective
To engage a qualified consultant to lead the institutional capacity building and development of Cambodia’s 2026 UNCCD National Report, ensuring technical accuracy, inclusivity, and timely submission through the UNCCD PRAIS system.
3. Scope of Work
Institutional Capacity Development:
- Strengthening the capacity of the NAP Permanent Secretariat and relevant national focal points through training on UNCCD frameworks (LDN, DLDD, SLM), baseline data analysis, default data processing, spatial mapping, drought assessment, and status reporting.
- Deliver practical, hands-on training sessions on the use of PRAIS and Trends.Earth platforms for the NAP Permanent Secretariat and national focal points.
- Build the capacity of sub-national committee members across all targeted provinces on monitoring land-based progress and recovery indicators related to LDN targets.
- Provide training on land-use planning and LD/LDN approaches for sub-national committee members representing all targeted provinces.
National Report Compilation:
Data Collection & Analysis
- Identify and analyze relevant data sources for the 2026 report
- Review existing data, reports, and indicators relevant to Land Degradation Neutrality (LDN), Sustainable Land Management (SLM), and Desertification, Land Degradation, and Drought (DLDD).
- Harmonize national data with UNCCD reporting templates and methodologies.
Drafting the Report
- Prepare the draft national report in line with UNCCD guidelines.
- Integrate gender, youth, and indigenous perspectives.
- Ensure consistency with national policies and international commitments.
- Ensure gender, youth, and indigenous inclusion in the reporting process
- Stakeholder Engagement
- Organize stakeholder workshops for data review and validation
- Facilitate consultations and validation workshops with ministries, agencies, academia, civil society, and development partners.
- Document feedback and incorporate revisions.
- Ensure harmonization with national policies and international commitments.
- Finalization & Submission
- Draft and finalize the national report for submission to UNCCD
- Produce the final validated report.
- Submit the report via the UNCCD PRAIS portal before the official deadline.
4. Deliverables
- Inception report with methodology and timeline.
- Training reports by topic/session.
- Draft national report
- Workshop report summarizing stakeholder validation.
- Final national report submitted to UNCCD.

5. Duration
- April 2026 – Mar 2027 (12 months), aligned with UNCCD reporting deadlines.
6. Qualifications
- Advanced degree in environmental science, natural resource management, or related field.
- Familiarity with GIS, data management, and PRAIS tools.
- Proven experience with UNCCD reporting, GEF projects, or international environmental frameworks.
- Strong facilitation and stakeholder engagement skills.
- Excellent use of the English language – both spoken and written; and
- Ability to deliver within the proposed work plan.
7. Relevant Experiences
- Demonstrated experience in providing consultations and policy recommendations to governmental institutions.
- Proven track record in developing national land use and land cover change reports.
- Extensive expertise in applying GIS tools for data collection, spatial analysis, and reporting.
- Strong experience in facilitating high-level discussions and consultations with government officials and other stakeholders.
8. Management & Supervision
- The consultant will operate under the supervision of the Head of the NAP Permanent Secretariat and collaborate closely with relevant stakeholders.
9. Budget & Payment
- 30% upon approval of inception report.
- 50% upon completion of validation workshop and revised draft.
- 20% upon submission and acceptance of final report
