I. Context and Objectives
EnergyLab Asia is an innovative not-for-profit organisation driving a fair and impactful transition to renewable energy in Southeast Asia. We were established in Cambodia in 2018 and are based in Phnom Penh. In 2024, we expanded our operations to Lao PDR and now work across Southeast Asia to advance clean energy solutions that benefit the entire region.
EnergyLab Asia is seeking a highly experienced and dedicated Program Manager to manage EnergyLab Asia’s capacity-building and engagement portfolios. The role will specifically manage the Buddhism and Clean Energy program, the Clean Energy Fellowship (CEF), and support the delivery of Clean Energy Week (CEW).
The two-year groundbreaking Buddhism and Clean Energy program, running between April 2026 and March 2028, aims to accelerate the clean energy adoption in rural areas. The program supports capacity building for monastic communities and pagoda-led clean energy projects. This new program will be launched in Kampong Cham Province, and overseeing it will require the Clean Energy Program Manager to travel at least three days per month to the Province.
The role will manage the Clean Energy Fellowship, EnergyLab Asia’s annual flagship program that equips early- and mid-career professionals from various sectors to become clean energy leaders. The program delivers three components: training, field visits to clean energy companies, and the publication of think pieces. In 2026, the program will introduce travel grants for Fellows and alumni to attend clean energy conferences and events, as well as project grants to support the implementation of small community clean energy projects. Managing the program will require working outside of regular hours (WORH) between now
and September 2026 on some Saturdays. EnergyLab has a time off in lieu (TOIL) policy through which staff who accrue WORH can take equivalent TOIL during regular workdays as compensation.
Clean Energy Week is an annual event that showcases success stories, best practices, technical innovation and cutting-edge policy analysis to drive the deployment of clean energy in Cambodia. It fosters deep collaborations between development partners, government policymakers and the private sector while raising public awareness of clean energy for a large local audience.
Reporting to the Head of Program, the Clean Energy Program Manager will primarily ensure the effective and efficient management of assigned programs, delivering outputs with quality, on time, and within budget. The role will require strong collaboration with government, development partners, and local communities, and therefore requires substantial experience working with communities. The role will be supported by an established program team, consisting of a Program Coordinator and a Program Officer, with strategic oversight from the Head of Program.

II. Responsibilities
Program Management
- Manage the implementation of the Buddhism and Clean Energy program, ensuring it is delivered effectively and efficiently and achieves the intended impact.
- Guide the delivery of the Clean Energy Fellowship, ensuring program components and grants are managed effectively and efficiently.
- Support the delivery of Clean Energy Week, managing event planning and execution, (including budget management, partner and speaker engagement, logistics and registration) and reporting.
- Ensure all stated outputs and activities in the programs’ grant agreements are delivered on time and with high quality.
- Lead the procurement of consultants, from recruitment to the management of deliverables, ensuring quality delivery within the specified budget and timeframe.
- Collaborate with the Outreach and Communications team to ensure program communications are up to date and strategically aligned with organizational goals.
- Maintain excellent communication with all program partners and stakeholders to support program delivery.
- Supervise the Program Coordinator to ensure the effective and efficient delivery of programs, meeting the intended impacts.
- Represent EnergyLab Asia officially in public forums and events.
Budget Management and Financial Reporting
- Collaborate with the Head of Program and Head of Operations to manage the program budget and any budget revisions/reallocations that are required.
- Support the preparation and review of financial reports to donors, ensuring that the reports meet donor requirements.
Monitoring, Evaluation and Reporting
- Monitor and evaluate program outcomes to track progress and identify corrective actions toward achieving the intended impacts.
- Support the Head of Program with the preparation of donor reports, ensuring compliance with donor requirements and timelines.
Supporting EnergyLab’s Strategic initiatives
- Identify new program funding opportunities.
- Support the development of new programs that align with organizational goals.
- Identify and build new partnerships with relevant stakeholders to maximise program impact and collaborate on new strategic initiatives.
III. Qualifications
Required
- A strong commitment to driving a fair and impactful energy transition in Cambodia.
- Master’s degree in Education, Development Studies, Public Policy, Environmental Science, Sustainability, Engineering, or a related field.
- Minimum of 4 years of professional work experience in program coordination/management, clean energy transition, community development, or a related area.
- Experience in supervising and mentoring staff members
- Experience working with local communities in a relevant sector.
- Demonstrated ability to effectively build relationships and work collaboratively with diverse stakeholders, including government, private sector, and civil society.
- Strong organisational and project management skills, with the ability to juggle multiple tasks and meet deadlines.
- Excellent verbal and written communication skills in Khmer and English.
Desirable
- Experience working with Buddhist institutions.
- A good understanding of the structure of Buddhism and its role in community development.
- Experience working in the renewable energy, education, or development sectors.
