The Health Equity and Quality Improvement Project Phase 2 (H-EQIP II) aims among other things to increase the sustainability and improve the resources and the managment of the Health Equity Funds (HEFs) and Service Delivery Grants (SDGs) as envisaged in the Royal Government of Cambodia’s (RGC) third Strategic Plan for Health (HSP-3).
For this purpose, H-EQIP II strives to achieve long-term institutional sustainability for the well performing HEF system in the country. As part of this endeavor, the National Payment Certification Agency (NPCA) is directly supporting the implementation of H-EQIP II Component: (1) Improving Financial Protection and Utilization of Health Equity Fund and (2) Strengthening Quality and Capacity of Health Service Delivery. The NPCA acts as a neutral, semi-independent agency to monitor, verify, and certify HEF claims, and conduct quality ex-post verification for SDGs.
The main objective of this assignment is to provide support to the NPCA operation to meet its growing responsibilities, which have been entrusted by the government and various development partners.
S/he will report to the Chief of Quality Verification Bureau regarding work performance and achievement. S/he will liaise closely with all consultants and relevant stakeholders.
The Consultant is based in NPCA with frequent travels to provinces to carry out the assigned tasks. The contract is hired for part time (Daily Fee) starting from the commencement date. The consultants’ performance will be reviewed on a quarterly basis. Extension of the contract is subject to consultant’s performance, availability of funds and the Project’s needs. Other tasks will be assigned by the Director of Department.
Roles and Responsibilities:
- Develop action plans for quality verification operation
- Conduct quality verification using standardized tools
- Review, analyze and prepare reports on the results of the quality verification
- Communicate and resolve issues during conduct quality verification
- Provide technical advice to senior management
- Comply with department management's directives about new duties.
Key Requirements:
- Bachelor's Degree in Pharmacy
- Experience in patient care or treatment for 1 year as a minimum
- Technical Skills: Proficiency in research techniques, document review, and report writing
- Be highly responsible and professional
- Be patient and able to work as a team
