Seva Foundation is a global nonprofit eye care organization that transforms lives by restoring sight and preventing blindness. Since 1978, Seva has provided sight-saving surgeries, eyeglasses, medicine, and other eye care services to more than 57 million people in underserved communities around the world. Globally, at least 2.2 billion people have a vision impairment, and of these, at least 1 billion people have a vision impairment that could have been prevented or is yet to be addressed. Our programs have been instrumental in making eye care available to those who can't afford it. They are driven by 4 pillars - establishing self- sustaining vision centres, eye care for kids, bringing the best in technology, and training & job creation. Seva believes that restoring sight is one of the most cost-effective ways to relieve suffering and reduce poverty. When a blind person gets her sight back, she can go back to work, earn and support her family. In more than 20 countries, Seva has helped nearly 7 million people who were blind to regain their sight.
Seva has been working in Cambodia since 1999 with the country office being established in the year 2002. Seva works in multiple provinces throughout Cambodia with partners including the Ministry of Health, government-operated eye clinics, and health facilities as well as not-for-profit hospitals.
Function and role
The Program Manager is responsible for managing Seva Foundation Cambodia’s eye health service delivery and system-strengthening work at both national and sub-national levels.
The position leads engagement with provincial referral hospitals for eye health service delivery and with district referral hospitals for Vision Center operations and sustainability. The Program Manager also supports the Country Director in national-level coordination, including engagement with the National Program for Eye Health (NPEH), the School Health Department, and broader eye health sector coordination.
The role combines technical oversight, partner management, and program leadership, with direct accountability to the Country Director. Moreover, special attention should be paid to ensure integration of Gender Equality, Disabilities, and Social Inclusion (GEDSI) principles into all eye health service delivery and program activities to ensure equitable and inclusive outcomes.

ROLES AND RESPONSIBILITIES:
National-Level Coordination and Sector Engagement
- Support the Country Director in engagement and coordination with the National Program for Eye Health (NPEH) and other national stakeholders.
- Participate in national technical working groups, coordination platforms, and sector meetings.
- Contribute to national planning, policy dialogue, and alignment of Seva-supported programs with government strategies, systems strengthening, and priorities.
- Represent Seva in national-level discussions as delegated by the Country Director.
Eye Health Service Delivery
- Lead Seva’s engagement with provincial referral hospitals on eye health service delivery as per the agreement with Seva.
- Lead Seva’s engagement with School Health Department on school screening and eye health services for students and teachers.
- Lead Seva’s engagement with the University of Health Science on the Optometry training program development and implementation
- Coordinate planning, implementation, and monitoring of hospital-based eye health services.
- Work with hospital leadership and eye unit teams to address service delivery gaps, bottlenecks, and capacity needs.
Program implementation and coordination with district referral hospitals and Vision Centers
- Lead Seva’s engagement and coordination with district referral hospitals and Vision Centers to ensure affordable, accessible and quality eye care is delivered
- Support establishment, strengthening, and sustainability of Vision Centers.
- Work with hospital management to improve service quality, utilization, cost recovery, and operational efficiency.
- Ensure Vision Centers are effectively linked with outreach, referral hospitals, school screening, and community demand creation activities.
Budget Oversight and Team Coordination
- Manage and monitor program budgets related to eye health service delivery and Vision Center operations.
- Support accurate planning, fund utilization, and financial accountability.
- Review partner reports and verify outputs against expenditures.
- Coordinate with Senior Account for payment transfer to partners.
- Provide functional supervision and guidance to the Program Assistant.
Monitoring, Reporting, and Learning
- Collect and compile service delivery reports, data and other information from partners.
- Review and validate service delivery and Vision Center performance, and school screening data.
- Contribute to reports, briefs, and presentations as per programs team’s requirements.
- Support documentation of program results, case studies, and learning.
- Collect partner reports, review and share with Seva staff, providing appropriate feedback to Seva partners on their reports and trends
- Perform other duties consistent with the role.
KEY REQUIREMENTS:
- Bachelor’s or master’s degree in public health, health sciences, Medical or clinical degree, or a related field.
- Minimum 3 to 5 years’ experience in eye health or health system programs.
- Demonstrated experience working with public hospitals and government health systems, national and sub-national health partners, and local communities.
- Strong program management, coordination, and leadership skills.
- Excellent communication skills in English and Khmer.
- Proficiency in Microsoft Office applications.
