Seva Foundation is a global nonprofit eye care organization that transforms lives by restoring sight and preventing blindness. Since 1978, Seva has provided sight-saving surgeries, eyeglasses, medicine, and other eye care services to more than 57 million people in underserved communities around the world. Globally, at least 2.2 billion people have a vision impairment, and of these, at least 1 billion people have a vision impairment that could have been prevented or is yet to be addressed. Our programs have been instrumental in making eye care available to those who can't afford it. They are driven by 4 pillars - establishing self-sustaining vision centers, eye care for kids, bringing the best in technology, and training & job creation. Seva believes that restoring sight is one of the most cost-effective ways to relieve suffering and reduce poverty. When a blind person gets her sight back, she can go back to work, earn and support her family. In more than 20 countries, Seva has helped nearly 7 million people who were blind to regain their sight.
Seva has been working in Cambodia since 1999 with the country office being established in the year 2002. Seva works in multiple provinces throughout Cambodia with partners including the Ministry of Health, government-operated eye clinics, and health facilities as well as not-for-profit hospitals.
Function and role
The Program Assistant plays a central operational role in Seva Foundation Cambodia’s eye health programs, with primary responsibility for community field operations, outreach screening coordination, day-to-day program support, data collection and monitoring.
The position directly supervises Community Field Workers and ensures that outreach, screening, referral, and follow-up activities are implemented effectively in target provinces. The Program Assistant provides coordinated support to both the Program Manager and Senior Program Manager, enabling smooth implementation, accurate reporting, and strong linkage between community-level work and service delivery.
The role support ensuring the Seva values are communicated and guiding field workers to practice them on the ground. This includes integrating Gender Equality, Disabilities, and Social Inclusion (GEDSI) principles into all outreach activities to ensure equitable and inclusive outcomes.

ROLES AND RESPONSIBILITIES:
Managing Outreach activities to ensure People-centered care (PCC)
- Coordinate and oversee community outreach and screening activities in target provinces.
- Supervise and support Community Field Workers to ensure quality, consistency, and adherence to agreed standards of operations.
- Monitor outreach activities by field workers, provide on-the-job guidance, and resolve operational challenges.
- Support referral coordination between communities, vision centers, and referral hospitals.
- Ensure outreach activities are inclusive and responsive to women, children, elderly people, people with disabilities, and other vulnerable groups.
Supervision and Support of Community Field Workers
- Provide direct day-to-day supervision of Community Field Workers, including but not limited to; work planning and scheduling, performance monitoring problem-solving and coaching
- Development the performance indicators for Field Workers, conduct the monthly meeting and share the work accomplished in team meeting regularly.
- Facilitate regular check-ins and team meetings with field staff.
- Support training coordination, and capacity-building activities for Community Field Workers.
- Handholding and supportive supervision of community field workers to represent at operational district and provincial technical working groups Monitor inclusivity and access issues during outreach and flag gaps or risks.
Program Implementation and Operational Support
- Support implementation of program activities across outreach, service delivery, and training components.
- Assist in coordinating field-level inputs required by both the Program Manager and Senior Program Manager.
- Coordinate logistics for field activities, trainings, workshops, and meetings.
- Maintain activity trackers, workplans, and follow-up lists to ensure timely execution.
Data Collection, Documentation, Monitoring and Reporting
- Collect and compile outreach and screening data from Community Field Workers.
- Maintain accurate databases, trackers, and reporting templates.
- Support in reporting of community outreach, assist in collecting case studies and human- interest stories from the field.
- Ensure timely submission of field data, support in program monitoring and learning.
KEY REQUIREMENTS:
- Bachelor’s degree in public health, social sciences, development studies, or a related field.
- Minimum 2 years’ experience in community-based health or development programs.
- Experience supervising or coordinating field staff is strongly preferred.
- Strong organizational, coordination, and communication skills.
- Proficiency in Microsoft Office applications.
- Fluency in Khmer and working proficiency in English.
