I.    Introduction
1.    The Cambodia Inclusive Livestock Value Chains Project (CILVCP), a trust fund which is funded by the Global Agriculture and Food Security Program (GAFSP) for a US$20 million grant to the Royal Government of Cambodia, and the World Bank is the supervising entity for the grant. The institutional arrangements for project implementation will follow the Government’s Institutional setup. The GDAHP of the MAFF is the Implementing Agency (IA) tasked to manage and coordinate the implementation of the project. The project supports Cambodia’s national priorities for resilient, inclusive, and sustainable agricultural development, including climate change adaptation and gender equality. It aims to improve animal husbandry, promote climate-smart livestock practices, and reduce greenhouse gas emissions, aligning with Cambodia’s climate goals for 2030 and 2050. The project specifically addresses the needs of women in agriculture, aiming to increase their access to training, markets, and financial resources. Improved livestock production and market integration will boost nutrition for poor households by increasing access to protein-rich animal products. The initiative leverages private sector financing for livestock value chain development, incorporating technical assistance and capacity building for producer groups.

II.    The Project Development Objective (PDO) of CILVCP and Key Impact Indicators
2.    The project development objective is to sustainably improve livestock-based livelihoods and strengthen animal health services in target project locations. The achievement of the PDO will be measured through the following indicators: (i) percentage increase in volume of gross sales of livestock and livestock products; (ii) number of farmers adopting climate-smart or sustainable livestock technologies or practices; and (iii) percentage of farmers satisfied with animal health services provided in the project target areas. It focuses on smallholder farmers, aiming to boost productivity, increase incomes, improve resilience to climate change and disease, and promote market access. Work mainly through producer groups (PGs), supporting them with training, access to technologies, and market connections. The project will prioritize three livestock value chains, namely cattle, pigs, and poultry in three provinces, namely Battambang, Tbong Khmum, and Kampong Speu.

3.    The Project comprises three main components: (i) Promote Inclusive and Sustainable Livestock Value Chains by supporting climate-smart technologies, organizing and training farmer groups, upgrading infrastructure like markets and slaughterhouses, and fostering business partnerships. At least 100 PGs and 30,000 people will receive capacity-building support, 10,000 livestock farmers to benefit from grant co-financing for new technologies, and up to 20 slaughterhouses and public markets will be upgraded. The project emphasizes building resilience, engaging women farmers, reducing greenhouse gas emissions, and coordinating with national and international partners for maximum impact; (ii) Enhance Animal Production and Health Services by developing demonstration farms, expanding extension and veterinary services, and piloting improved disease surveillance systems, 45 demonstration farms will be established (about 15 per province), training for farmers and animal health workers; digital systems will help reach more beneficiaries, and up to 700 Village Animal Health Workers (VAHWs) trained, with 350 receiving business start-up kits; and (iii) Project Management, Monitoring, Evaluation, and Learning to ensure results tracking, evaluation, and continual improvement.

4.    The World Bank’s Environmental and Social Framework (ESF) applies to CILVCP, including the following Environmental and Social Standards (ESSs):
  • ESS1: Assessment and Management of Environmental and Social Risks and Impacts;
  • ESS2: Labour and Working Conditions;
  • ESS3: Resource Efficiency and Pollution Prevention and Management;
  • ESS4: Community Health and Safety;
  • ESS6: Biodiversity Conservation and Sustainable Management of Living Natural Resources;
  • ESS7: Indigenous Peoples/Sub-Saharan African Historically Underserved Traditional Local Communities;
  • ESS8: Cultural Heritage; and
  • ESS10: Stakeholder Engagement and Information Disclosure

5.    Key documents to address environmental and social (E&S) risks include an Environmental and Social Management Framework (ESMF), Stakeholder Engagement Plan (SEP), and Environmental and Social Commitment Plan (ESCP).

III.    Objective of the Assignment, Tasks, and Deliverables
6.    The International Operations Consultant is responsible for (i) providing comprehensive technical advice and strategic guidance to the CILVCP’s Project Management Team, Project Implementation Team, and sub-national teams, ensuring overall project implementation aligns with the Grant Agreement, Result Framework Indicators, and the Project Implementation Manual (PIM); (ii) the Consultant will monitor and assess project progress, recommend necessary adjustments and corrective measures, and collaborate closely with the National Operations and M&E Consultant to prepare key documents such as semi-annual and annual reports, the Project Implementation Plan (PIP), and the M&E system; (iii) additionally, the Consultant will offer technical and administrative support to CILVCP/IA/GDAHP and sub- national teams, develop the M&E manual, provide training to project staff, and regularly assess annual implementation progress; and (iv) the Consultant will also review and update the PIM as required, based on project needs and feedback from implementation support missions or project management.
7.    Main Tasks. The Consultant will carry out the following tasks in close consultation with the Project Director.
(a)    Project Planning and Strategic Development
  • Provide strategic advice on project planning to ensure the Project Implementation Plan remains aligned with objectives, recommending adjustments when necessary.
  • Monitor and assess project progress against the Project Development Objectives and Results Framework.
  • Participate in the development, review, and updating of the Project Implementation Manual (PIM) and related documents, including safeguards.
  • Prepare and periodically update Annual Work Plans and Budgets (AWPB) to meet donor and
  • government requirements. Advise on technical aspects of agriculture value-chain financing, producer group development, and policy guidance within the GDAHP/MAFF and the CILVCP.

(b)    Project Management and Coordination
  • Supervise and coordinate with technical service providers and consultants at both national and sub- national levels to ensure effective capacity development support.
  • Provide technical coordination and quality assurance for all consultants and firms, including input into Terms of Reference and performance monitoring to achieve Results Framework indicators.
  • Support the  Project Director  and Manager in  managing staff  and consultants for  efficient team operations.
  • Facilitate inter-ministry coordination and cross-project knowledge sharing at the national level to maximize synergies with other development programs.
  • Oversee the development, regular updating, and implementation of project systems and tools, promoting transparent communication with external stakeholders.
  • Identify and address major program risks, updating and implementing mitigation strategies as needed. Build and maintain strong relationships with key stakeholders, including donors, the World Bank, government institutions, and public/private partners.

(c)    Implementation, Monitoring and Evaluation, and Reporting
  • Lead the design, implementation, and continuous improvement of the project’s Monitoring & Evaluation (M&E) system to meet reporting and learning requirements for the World Bank and other stakeholders. Advise and support the planning, preparation, and operation of the M&E system, including the development and dissemination of standardized templates, manuals, and recording forms for use by national and sub-national teams. Guide and facilitate capacity building activities on the Results Framework, M&E practices, and the Project Implementation Manual (PIM) for project staff at all levels, ensuring data collection, management, and reporting align with project objectives and result indicators.
  • Monitor project progress and effectiveness by conducting field visits, gathering beneficiary feedback, and maintaining regular dialogue with provincial teams. Organize and coordinate business matching events, roundtable forums, and workshops to foster value chain stakeholder engagement. Oversee the preparation and execution of baseline surveys, outreach activities, environmental and social assessments, endline evaluations, and other required surveys and studies related to project financing activities.
  • Work collaboratively with project officials and consultants to prepare all required reports and documentation, supplying timely and accurate physical and financial progress updates. Support the Project Director, Manager, and Project Management Team by highlighting achievements, outstanding issues, and recommended actions. Collaborate closely with M&E consultants and relevant teams to develop, maintain, and regularly update the CILVCP tracking system.
  • Promote cross-cutting priorities, including inclusion, gender equity, climate resilience, and the profitability of livestock farming, within implementation teams. Contribute to the project’s learning agenda by documenting lessons learned, supporting qualitative reporting, and identifying risks. Develop and implement effective risk mitigation strategies based on ongoing monitoring and evaluation findings, ensuring continuous improvement and standardized M&E procedures across all project teams.

(d)    Annual Work Plan and Budget
  • Update the Annual Work Plan and Budget (AWPB) using the approved donor financing project template to enhance planning, tracking, monitoring, and evaluation.
  • Train CILVCP teams at both national and sub-national levels on the AWPB template, ensuring their effective use.
  • Coordinate project implementation to maintain consistency with GDAHP/MAFF strategies, procedures, and to comply with RGC and World Bank regulations.
  • Support the procurement and contract management unit by ensuring all contracts and agreements follow established systems and procedures.
  • Monitor the progress of AWPB implementation through both formal and informal methods, collect progress reports from relevant units, and consolidate these findings into comprehensive project reports.

(e)    Environmental and Social Standards (ESS)
  • Work closely with Environmental and Social Consultants to develop, implement, and monitor ESF documents, ensuring field activities comply with established guidelines.
  • Provide operational and technical support to the Project Director, Manager, and teams regarding environmental and social framework requirements.
  • Facilitate the drafting, summarizing, and dissemination of ESF information to help project teams and stakeholders understand their responsibilities.
  • Support national and sub-national teams in meeting ESF requirements, and coordinate the documentation and reporting of social and environmental standards actions in partnership with E&S risk consultants and project staff.
  • Maintain accurate records of all ESS activities in collaboration with E&S risk consultants and project teams, and assist teams at all levels in implementing ESS-related aspects for project-financed activities.

(f)    Other Duties
Perform tasks associated with CILVCP’s operations as directed by the Project Director and Project Manager.

8.    Deliverables. The International Operations Consultant will support the Project Director and the Project Manager to produce the following outputs:
  • Prepare and submit the Annual Work Plan and Budget (AWPB) in alignment with project requirements and the financing agreement.
  • Ensure timely delivery of high-quality Semi-Annual and Annual Reports, as well as any additional documents required by project management.
  • (Update) disseminate guidelines for project implementation, including the Project Implementation Manual (PIM).
  • Conduct capacity-building sessions for project teams at both national and subnational levels, focusing on overall project operations and the Project Implementation Manual.
  • Produce periodic reports as requested by the Project Director.
  • Develop monitoring and evaluation reports on project progress, including updates on result framework indicators, in line with agreed project timelines.
  • Identify implementation challenges and propose solutions to the Project Director.
  • Support logistical and technical arrangements for IDA missions and contribute inputs for the Aide Memoire.
  • Maintain comprehensive documentation and filing of all project activities, results, outputs, and outcomes.

9.    Experience, Skills, and Qualifications. The IOC shall have:
  • Master’s degree (or higher) in agriculture, agribusiness (with a major in the livestock sub-sector), development management, agricultural economics, rural development, or a related field. An additional post-graduate degree in socio-economic development is an advantage.
  • At least 15 years of professional experience in the management of large-scale agricultural and rural development projects, particularly those financed by International Financial Institutions or Development Partners, with substantial experience in participatory agricultural development and the livestock sector.
  • Demonstrated experience in project management responsibilities, monitoring and evaluation, and managing multicultural teams in cross-cultural environments, preferably in Cambodia and other ASEAN countries. Previous experience in Cambodia and knowledge of Khmer are desirable.
  • Strong understanding of agribusiness, agriculture value chain financing, and rural market and development issues.
  • Good knowledge of World Bank and other Development Partners’ project procedures, policies, financial rules and regulations, as well as Government financial management and administrative procedures.
  • Proven skills in planning, management, and reporting.
  • Excellent English communication skills, both written and spoken.
  • Computer literacy, including proficiency in word processing, spreadsheets, PowerPoint, and database programs.
  • Availability and willingness to travel to target communities as required.

(j)    Location, Duration, and Other Matters
  • The duty station will be in the office of CILVCP at the General Directorate of Animal Health and Production (GDAHP), Ministry of Agriculture, Forestry and Fisheries (MAFF)
  • The Consultant will be employed for an initial period of three years, which may be extended subject to satisfactory performance. The first three months will be a probationary period, and subject to satisfactory performance, will be confirmed for the initial two-year period.

(k)    Reporting
  • The Consultant will report directly to the Project Director, with day-to-day work with the Project Manager and Specialised Officers and Consultants.
