To strengthen the safety, accuracy, and effectiveness of case referrals and
support for survivors of human trafficking, the Intake Specialist will play a key role in victim identification and referral processes. This position will ensure that survivors are connected to appropriate services and protection mechanisms at both national and international levels, fostering a coordinated and survivor-centered response.
Reports to: Transitional Care Project Manager
The Intake Specialist plays a critical role in ensuring the safe, effective and trauma- informed intake of survivors of human trafficking into the program. This position focuses on fostering collaboration with government agencies, service providers, and other key stakeholders to strengthen victim identification and intake readiness. Key responsibilities include active participation in inter-agency meetings, coordination of services, and alignment of internal processes with national laws, procedures, and government guidelines. The role requires strong coordination, problem-solving, and analytical skills to address emerging issues, provide guidance on complex and urgent cases, and maintain constructive relationships across a diverse stakeholder network. Through these efforts, the Intake Specialist ensures that survivors receive timely, high-quality, trauma-informed care, while advancing a coordinated response to human trafficking at both national and international levels.

Case Tracking & Communication
- Monitor potential trafficking cases in collaboration with the Victims Protection Department (VPD), Poipet Transitional Center, relevant border provinces (e.g., Svay Rieng), anti-trafficking police, and immigration authorities.
- Proactively maintain clear and consistent communication with all stakeholders.
Coordination & Information Management
- Facilitate coordination between teams, ministries, offices, and departments to gather accurate victim information.
- Provide guidance on the use of Ratanak’s database systems, ensuring effective monitoring and reporting.
Victim Identification & Systems Development
- Oversee the identification of trafficking victims among migrants through case referrals from government agencies and key partner organizations, ensuring accuracy, timeliness, and adherence to established procedures.
- Develop and improve intake systems, manage data, and strengthen partnerships with relevant organizations.
Referral & Case Recommendations
- Provide clear, evidence-based recommendations on client acceptance into Ratanak programs or referral to other organizations.
- Coordinate with involved parties to ensure safe referral and support during the victim identification process.
- Compliance & Legal Processes
- Ensure compliance with international regulations for victim return, including quarantine and testing requirements.
- Track legal proceedings for survivors (clients), liaising with relevant offices to ensure cases progress effectively.
Reporting & Data Management
- Share updated information, emergency reports, and government regulations with Ratanak, Victims Protection Department (VPD), and Ministry of Social Affairs, Veterans, and Youth Rehabilitations (MoSVY).
- Identify gaps in internal data management and recommend improvements.
- Record survivor (client) data in line with Ratanak procedures and compile internal/external reports according to agreed standards and timelines.
- Stakeholder Engagement
- Build and maintain supportive relationships with government bodies and partner organizations.
- Actively participate in regular meetings with partners to stay updated on legal and procedural developments.
Team & Professional Development
- Attend team meetings and briefings to ensure strong communication across the program.
- Engage in ongoing personal development to maintain comprehensive knowledge of survivor care, reintegration, and trafficking-related issues.
Main job Requirements:
Location of work: Phnom Penh
Travel requirements: Regular travel to the provinces with relevant referral case (2-4 days/ month)
Salary grade: F. 3
Additional benefits: 13-month salary, health allowance & insurance, meals, self-care allowance and education allowance.
