The Housing Systems and Urban Development Manager (HSUD) will lead policy influence on secure land tenure, pro-poor housing, and urban resilience, translating field evidence into actionable reforms. The role drives cross-sector collaboration with government, communities, civil society, and the private sector to strengthen housing systems and scale sustainable policy outcomes at local and national levels.
The position will also provide strategic initiatives, program development, and program oversight on climate-resilient and urbanization projects to expand Habitat for Humanity Cambodia’s work in the urban areas. The HSUD Manager will work closely with the direct supervisor, Housing Finance and Market Development (HFMD), MEARL, Resource Development and Communications Teams, SLT, and other units to ensure Habitat Cambodia plays a convenor role in broadening the impact of housing systems and policies, and market development that will benefit the communities.

ROLES AND RESPONSIBILITIES:
Housing Systems Strengthening – 30%
  • Develop data strategies, improve data quality, and use housing research for evidence-based advocacy and decisions on housing law and policies.
  • Identify and address critical housing, land, and urban policy inefficiencies that constrain affordable housing supply and secure tenure for low-income and vulnerable households.
  • Analyze housing policies, assess national and local-specific housing needs, and develop strategies for sustainable housing solutions.
  • Build partnerships between government ministries, NGOs, housing developers, and communities to ensure multi-agency meetings and coordination efforts.
  • Optimize the public-private-NGO partnership platform to ensure collective efforts and contributions to addressing the housing deficits in the country.
  • Facilitate the NGO Housing Network in Cambodia to improve housing conditions and enhance the resilience of the community.
  • Prepare technical briefs, reports, and presentations after synthesizing learnings from across the projects and help position Habitat Cambodia as a thought leader in the affordable ownership housing, affordable rental housing, and social housing.
  • Work with relevant housing authorities to build more decent and affordable housing models that are resilient to climate change and local customs.

Urban Development – 25%
  • Influence government and relevant stakeholders to adopt coherent, cross-sectoral housing and land policies aligned with national development priorities and inclusive urban growth.
  • Provide technical advice on the Housing, Land and Urban Development to program team to promote the effectiveness and efficiency of the program design and implementation
  • Lead the urban development and implementation strategy for social and affordable housing to create transformational change for vulnerable, low-and-middle income families.
  • Develop and implement project proposals related to urbanization and climate resilient communities, including housing, transportation, infrastructure (clean water, electricity, waste management), public spaces (parks, sports), and commercial areas.
  • Ensure all Habitat Cambodia’s projects in the urban areas respond to environment-friendly plans, green initiatives, healthy living, community wellness, and cultural heritage preservation.
  • Promote an integrating principle of environmental sustainability, climate resilience, and social equity into planning decisions to foster long-term community well-being and reduce environmental impact.
  • Act as a liaison between government officials, developers, architects, engineers, community members, and other stakeholders. This involves organizing engagement and consultative meetings, workshops, and presentations to gather input and build consensus.
  • Track project progress, document and analyze successes and areas for improvement, and prepare progress and technical reports for relevant authorities and partners.

Project Development and Implementation – 25%
  • Provide strategic leadership and management to the Program Area in Phnom Penh to ensure effective program implementation by working closely with the Program Coordinator and Project Team to oversee donor reporting processes, ensure full compliance with donor and organizational requirements, manage reporting timelines, and enhance reporting quality, accountability, and program performance.
  • Provide technical guidance and leadership to new business opportunities, develop proposal content and serve as technical or contributing writer or subject matter expert.
  • Design integrated housing, land, and urban development program that respond to policy gaps, market constraints, and community needs, with a strong focus on affordability, secure tenure, and inclusion of low-income and vulnerable households.
  • Translate policy analysis and evidence into scalable program models, aligning technical design, financing mechanisms, and implementation approaches with government priorities and donor requirements.
  • Embed learning, risk management, and impact measurement into program design to ensure adaptive delivery, measurable outcomes, and long-term sustainability of housing and urban interventions.

Partnership Engagement – 15%
  • Build networks with private and public sectors, educational institutions, and local organizations to promote housing, land and urban development advocacy, inspire action for housing, and promote volunteer activities.
  • Prepare technical briefs, reports, and presentations after synthesizing learnings from across the projects and help position Habitat for Humanity Cambodia as a thought leader in the affordable and social housing, and social rental modality.
  • Engage and advocate the government and housing-related partners to allocate more capitals
  • to address housing deficits by sharing learnings and experience from Habitat's research studies, housing market systems, and financial inclusion initiatives.
  • Assure quality for technical assistance and advisory engagements with relevant government ministries, housing NGO partners and market actors, including project resources and deliverables.
  • Ensure appropriate dissemination of meeting minutes, assessment reports, and other information products to relevant partners.

Other responsibilities – 5%
  • To develop project impact case studies or impact stories for the Housing, Land, and Urban Development/Advocacy program.
  • Represent Habitat Cambodia in relevant forums, conferences, and meetings at local, national, and international levels as required.
  • Keep up to date with knowledge on land and housing policies in Cambodia.
  • Coordinate and support other departments as and when required.

Success Criteria:
  • Number of policies and regulations are successfully advocated for and properly implemented.
  • Smoothly engaged and built networking with public and private partners to address housing deficits and urbanization issues.
  • Successfully facilitate the functioning of NGO housing networks in Cambodia,
  • Number of research studies on housing demand, supply, and barriers are conducted to support informed planning and decision-making.
  • Number of new projects related to urban planning, housing systems (affordable housing, social housing, and social rentals) are initiated and successfully funded.
  • Number of stakeholders, including government and non-government partners, participate in Inspire Action for Housing, and promote volunteer activities.
  • Percentage of the assigned projects completed on time and within budget framework.

KEY REQUIREMENTS:
Education:
  • Master’s degree in International Development, Urban Planning, Land and Housing Laws, Public Administration, Project Management, or any related fields.

Experience:
  • At least 8 years of experience in public-private-people partnership, urban planning, program development, and partnership engagement.
  • At least 5 years of  experience in housing and land policies advocacy.
  • Experience in working with the national government, Sub- national government, NGO networks, and private sectors engagement.
  • Experience in proposal development related to climate-resilient and urban projects, housing systems, and housing market strengthening.
  • Experience in project evaluation, logical framework, program learning, and research.
  • Demonstrated knowledge of the housing ecosystem, research, and advocacy related to housing policies and issues in Cambodia.
  • Experience in team management, adult learning approach, team coaching, and facilitation.

Preferred – in addition to a minimum:
  • Ability to provide guidance and facilitate partners and staff, through knowledge and experience in the technical area.
  • Excellent people skills and an upbeat and enthusiastic attitude.
  • Excellent written and verbal communication in English and Khmer languages.
  • Computer skills with expertise in Office 365 applications.
