We are currently recruiting a Finance Officer to provide essential support to the Finance Office on management and operation, ensuring effective finance operations and the delivery of high-quality staff support.

KEY RESPONSIBILITIES
Finance Management:
- Ensure proper organization, maintenance, and filing of all financial documents in compliance with Helen Keller International policies, internal controls, and donor/agency requirements.
- Prepare and process financial vouchers, including Bill Vouchers, Bill Payment Vouchers, and Journal Vouchers, based on approved requests and verified supporting documentation.
- Maintain accurate and up-to-date bookkeeping records for all day-to-day expenses, including Phnom Penh office operations and provincial/field activities.
- Prepare general ledger entries and monthly schedules, including bank control and reconciliations, and support month-end and year-end closing processes.
- Maintain, monitor, and report on assigned project financial activities, including budget monitoring, updates, reconciliation, and verification, in coordination with the Finance Team.
- Assist in preparing and processing monthly tax declarations in compliance with applicable laws, regulations, and organizational procedures.
- Organize and maintain physical and digital financial records; scan and upload documentation to SharePoint to ensure secure archiving, easy retrieval, and audit readiness.
- Ensure the correct finance templates, tools, and forms are consistently used and provide guidance to staff when necessary.
- Conduct initial review and quality checks of financial documents (e.g., expense reports and supporting documents from Program, M&E, and Operations teams), providing feedback and requesting corrections as needed.
- Review, initiate, and process operational payments, ensuring completeness, accuracy, and compliance of supporting documentation; sign off as assigned under delegated authority.
- Support banking operations as requested, including transfers, payments, deposits, and collection of bank statements or related documentation.
- Assist in reviewing petty cash accounts, ensuring proper documentation, reconciliation, cash balance accuracy, and compliance with internal procedures; conduct surprise cash counts when required.
- Provide finance support to programs, projects, and operational teams, including support to field activities, under the direction of the Finance Team.
- Perform other finance-related duties and administrative tasks assigned by management to support effective day-to-day operations.
- Immediately report all security incidents or breaches of Helen Keller security and safety rules to Deputy Finance Manager, Finance and Award Manager and/or County Director.
QUALIFICATIONS

- Bachelor’s degree, fresh graduate, or final year student in Accounting, Finance, Business Administration, or a related field.
- Basic knowledge of accounting principles and financial management.
- Practical experience in financial management and accounting systems, if any.
- Proficiency in Microsoft Excel and other MS Office applications.
- Attention to detail, accuracy, organizational skills, and honesty.
- Good communication skills and willingness to learn.
- Ability to maintain confidentiality and follow financial procedures.
- Proficiency in speaking and writing in Khmer.
