1. Background
Epic Arts is an international organization based in Cambodia, registered as a charity in the UK. We believe in building an inclusive society where every person, including those with disabilities in Cambodia and beyond, is not only counted but also celebrated for their uniqueness.
We promote this through our inclusive education, community outreach, and social enterprise programs. We use performance and creative arts as a form of expression and empowerment to bring people with and without disabilities together.

Safeguarding and Protection from SEA
Epic Arts has a zero-tolerance policy on sexual exploitation and abuse (SEA). All staff must treat children, vulnerable people, and colleagues with respect and dignity at all times and comply with the Children and People with Disabilities Protection (CPDP) Policy and the Protection from Sexual Exploitation and Abuse (PSEA) Policy. Breaches may result in disciplinary action.
About the Project
Over the course of this donor-funded project “Inclusive Education in Kampot (CAM2301)” from July 01, 2023 to December 31, 2025 funded by Caritas Australia, Epic Arts has implemented activities aims to improve the lives of children and young people with disabilities in Kampot province, Cambodia through increasing social and disability inclusion.
Main outcomes / thematic issues in the project:
Outcome 1- Local and national duty bearers understand and promote the rights of People with Disability in their communities as a result of Epic Arts strategic advocacy activities.
Outcome 2- Targeted primary schools are fully equipped to support Children with Disability and have an increased number of Children with Disability enrolled at end of the project.
Outcome 3- Children with disabilities have access to public services and are living in supportive child-friendly families.
As the project concludes, Epic Arts seeks to commission an external evaluation to assess the project’s relevance, effectiveness, efficiency, impact, and sustainability, as well as to generate learning for future programming and donor accountability.
2. Purpose of the Evaluation
- Assess progress toward intended objectives and outcomes.
- Review early results and effectiveness of project activities for target groups and stakeholders.
- Identify key lessons learned, good practices, and areas for improvement.
- Provide practical recommendations to inform project adjustment and future planning.
3. Objectives of the Evaluation
1. Assess Relevance
- Assess if project design and activities meet the current needs of children with disabilities, families, teachers, and communities.
- Review alignment with national/local inclusive education and disability policies.
- Evaluate appropriateness of target groups.
2. Assess Effectiveness
- Assess progress toward project objectives and outputs.
- Examine changes in access to inclusive education and stakeholder knowledge/attitudes.
- Identify key factors enabling or constraining results.
3. Assess Efficiency
- Evaluate use of financial, human, and material resources.
- Review coordination, implementation arrangements, and timeliness.
4. Assess Emerging Impact
- Examine early changes for children, families, schools, and communities.
- Identify intended and unintended effects of interventions.
5. Assess Sustainability
- Assess likelihood of continued benefits beyond the project period.
- Examine ownership and commitment among schools, teachers, and local authorities.
- Identify factors supporting or undermining long-term sustainability.
6. Locally Led & Asset-Based Community Development
- Assess the extent to which the project is locally led and builds on existing community assets, capacities, and local knowledge.
- Examine how local actors and communities meaningfully participate in shaping and implementing the project.
- Assess how local and traditional knowledge has contributed to project relevance, effectiveness, and sustainability.
4. Scope of Work
- Geographic scope: Kampot Province, Krong Kampot & Teuk Chhou District (Main Work Locations)
- Timeframe: The mid-term project implementation period, July 1, 2023 – December 31, 2025
- Target groups: Beneficiaries, partner organizations, community members, local authorities, staff, and other stakeholders engaged in the project.
5. Evaluation Questions
- Are the project activities and target groups meeting the needs of children with disabilities, families, and schools?
- Does the project align with local and national inclusive education policies?
- What progress has been made toward the project’s objectives and outcomes?
- How have stakeholders’ knowledge, attitudes, and practices changed?
- Are resources (financial, human, material) being used effectively?
- Are implementation and coordination mechanisms functioning well?
- What early changes or outcomes are observed for children, families, and schools?
- Are there any unexpected positive or negative effects?
- Will project results and benefits likely continue beyond the project period?
- How strong is local ownership and commitment to maintaining inclusive education initiatives?
- To what extent is the project locally led and grounded in existing community assets and local or traditional knowledge?
- How has meaningful participation of local actors influenced project relevance, effectiveness, and sustainability?
6. Methodology
- Desk review of project documents (proposals, reports, monitoring data).
- Key Informant Interviews (KIIs) with staff, partners, and donors.
- Focus Group Discussions (FGDs) with beneficiaries and community stakeholders.
- Surveys or participatory tools to collect quantitative and qualitative data.
- Case studies highlighting significant change stories.
The methodology should ensure inclusion and accessibility (e.g., using sign language, plain language, culturally appropriate approaches).
7. Deliverables
1. Inception Report – outlining methodology, tools, and workplan (within 2 weeks of contract).
2. Draft Evaluation Report – including findings, analysis, and preliminary recommendations.
3. Validation Workshop – presentation of key findings to Epic Arts staff and donor representatives.
4. Final Evaluation Report – a comprehensive, donor-ready report (max. 40 pages, excluding annexes) including:
- Executive Summary
- Introduction & Context
- Methodology
- Key Findings
- Conclusions & Recommendations
- Annexes (tools, list of stakeholders consulted, data tables).
8. Timeline
The evaluation is expected to take place 5 weeks, starting in March 9, 2026 and concluding by April 2, 2026.

9. Required Qualifications of Consultant(s)
- Proven expertise in project evaluation, preferably in the arts, social inclusion, or disability sector.
- Strong knowledge of participatory and inclusive evaluation methods.
- Demonstrated experience working with NGOs and international donors.
- Excellent analytical, writing, and communication skills.
- Cultural sensitivity and commitment to inclusion.

- Epic Arts will provide necessary project documentation, facilitate introductions to stakeholders, and support logistics where possible.
- The consultant is expected to work independently while ensuring ongoing communication with Epic Arts.
11. Budget & Payment
- The budget for this evaluation is $2,500, including tax. Payment will be structured as follows:
- 30% upon submission and approval of the Inception Report.
- 40% upon submission of the Draft Report.
- 30% upon approval of the Final Report.
