1    MISSION OF THE DEPARTMENT
WWF has maintained a strong presence in the Mekong region—including Vietnam, Cambodia, Laos, Thailand, and Myanmar—for more than 20 years. With a proven track record of conservation delivery, WWF has built the credibility and capacity to achieve impact at provincial, national, and regional levels. WWF-Cambodia, as an integral part of WWF’s global network, is well positioned to support the advancing biodiversity conservation and sustainable development in one of the Mekong region’s most ecologically significant countries. Established in 1998, WWF-Cambodia contributes to global goals for wildlife, forests, freshwater, climate, and human well-being aligning national efforts with regional and international commitments.

At the heart of WWF-Cambodia’s strategy is the Landscape Approach, applied across three key priority areas. The first two are the Eastern Plains Landscape (EPL) and the Mekong Flooded Forest (MFF) landscape, where the approach brings together private sector actors, local/indigenous communities, civil society, and government to identify and collaboratively address conservation priorities. While species are used as indicators, the core focus remains on preserving biodiversity and ecosystem health for the long term, and ultimately for the benefit of the people who rely on them.

The third and ambitious addition is the Footprint Programme, a cross-cutting landscape portfolio introduced in response to emerging and urgent challenges posed by Climate Change and the Footprint Programme (CC/FP). This programme addresses climate resilience, renewable energy, and sustainable consumption across landscapes.

WWF-Cambodia’s work supports four global WWF practices—Freshwater, Forests, Wildlife, and Climate & Energy—to contribute to the New Deal for Nature. Conservation and human well-being targets aim to protect and connect habitats, secure species populations, and improve the livelihoods and rights of communities across landscapes.

WWF works to protect these species and their habitats through integrated conservation strategies. The conservation efforts are guided by three thematic programmes:
Community Engagement (CE)
Protected Area and Law Enforcement (PALE) Biodiversity Research and Monitoring (BRM)

Provincial spatial planning process was officially launched by the Provincial Government, aiming at promoting a green economy pathway for the province through an ecosystem-services-centered, participatory and coordinated planning process.
The position of the GIS and data management Officer is responsible for providing technical foundation support for WWF-Cambodia. S/he is accountable for all technical matters related to GIS, map design, geospatial data analysis and visualization production, training, data/photos storage, back-up, and cataloguing of spatial and non-spatial dataset, and including GLOBIL.

2    MAJOR FUNCTIONS
The position of the GIS and data management Officer contributes to the achievement of tracking, analysis and visualization of the spatial and non-spatial data across two landscapes and EPL-Dak Lak transboundary programmes for ongoing monitoring. The main responsibilities of the GIS and data management Officer are:

  • Maintain spatial and non-spatial databases at the landscape level on accredited GIS software platforms.
  • Support the landscape programme team with collecting both spatial and non-spatial data
  • Analize and visualize the spatial data, manage and update within the GOBIL system.


3    MAJOR DUTIES AND RESPONSIBILITIES
A - Technical GIS support

  • Design and produce maps for Cambodia projects & Transboundary Eastern Plain Landscape, ensuring copyright citation are detailed on material produced, according to brand and WWF network standards.
  • Organize and store the spatial and non-spatial dataset in WWF-Cambodia’s server drive, with regular (monthly) back-up to an independent storage device or server drive, following network standards.
  • Work closely with programme teams (Cambodia & Vietnam) to coordinate sharing, storage and production & update of GIS-based materials including a Biodiversity Monitoring Dashboard , consolidating available biodiversity monitoring data (e.g. species occurrence, survey results, trends) and, where technically feasible and data are available, incorporating wildlife trade monitoring information (subject to confirmation), an Elephant Dashboard that brings together available elephant-related data to support evidence-based management, and a Map Story (and/or, in future phases, an interactive dashboard) to present spatial narratives, key conservation achievements, law enforcement efforts and biodiversity trends across the EPL–Dak Lak transboundary landscape, targeting both technical and non- technical audiences
  • Assist the programme team to ensure the project teams are aware of availability; including aquatic and wildlife survey data (field photos, tracks/signs, transect, and camera trap photos), geographical data (wetlands, rivers, streams, ponds, watershed, vegetation, etc.), community survey data (human population and density, local livelihoods status, land use, administrative boundaries, etc.).
  • Travel to the projects areas as required to ensure delivery of GIS and data management requirements
  • Work closely with data users to collect, analysis and visualize data, develop technical maps to identify trends and ensure the results are in a visualization format that allows them to be used for ongoing monitoring, the project’s report, or programme’s reports.
  • Assist in the maintenance of the web application on GLOBIL.
  • Update the trend of forest cover and land use/land cover base on the availability of satellite imageries and data from the fields.
  • Participate in field work including data collection by special surveys or by sourcing from other organizations
  • Develop maps and related data for inclusion in reports, and publication. Ensure consistency
  • with WWF’s intellectual property right prior to publication and/or release.
  • Assist in providing GIS technical input to planning, project development, report writing, and related activities.
  • Work closely with the law enforcement team to support regular forest cover monitoring, developing patrol plans, and using spatial data to improve law enforcement and protected area management.
  • Work on the development of classification routines (forest, forest health, dense forest, dry forest, restoration forest, deforestation, crop, corridor, C2C, drainage, Fire etc) based on machine learning (monitoring developments in the GIS technique to adopt as per the requirement).
  • Provide technical support with collecting data by using Drone-RTK
  • Provide technical support to government, NGOs, and other partners as required.


B - General coordination and administrative support

  • Assist in SMART data quality checking and mentoring rangers on using smart
  • Assist in the implementation of SMART with law enforcement, biodiversity monitoring & research, and community engagement teams
  • Assist in liaising with involved local authorities
  • As directed, attend technical meetings, coordinate with partners, and perform related duties to help effectively exchange and disseminate GIS information to key decision makers.
  • Support in organizing trainings, meetings, workshops, seminars, and other events on
  • subjects related to the project’s activities, as requested
  • Provide interpretation and translation services whenever needed or requested
  • Do other task(s) upon the leader’s necessity


C - Monitoring and Evaluation, Reporting

  • Assist the projects’ staff/Landscape PMEL focal in fulfilling their M&E tasks as required
  • Assist the project and programme staff in preparing technical monthly, quarterly, semester and annual reports
  • Assist in documenting experience and lesson learnt.


4    PROFILE
A-Required Qualifications.

  • BSc. in land management and land administration, natural resources management, environmental or another relevant degree.
  • Several years of work experiences in the required field.
  • Few years of work experiences on Provincial Spatial Planning/Land Use Planning.
  • Good knowledge of ICT technologies (related software, email, the internet) and computer applications (e.g. MS Office, SharePoint, OneDrive, Access, Power Query, Power BI or other database programmes), DJI Terra, Drone2MAP for ArcGIS, Pix4D, robust GIS expert.
  • Few years of work experiences in remote sensing
  • Ability to fly a drone.
  • Ability to use Drone Matrice 400-RTK/Payloads/remote Sensing tools to collect data about
  • the Earth’s surface for conservation works.
  • Skills in management, facilitation and communication.
  • Commitment and willingness to the field work.
  • English proficiency in writing, speaking and reading.


B-Required Skills and Competencies.

  • Knowledge of conservation and spatial planning issues in the Greater Mekong Region, and in Cambodia is an advantage.
  • Training of trainer for ArcGIS Pro/QGIS/ArGIS Earth/Earth engine, Presentation and communication, Planning and organisation, Networking and interpersonal, Proficiency in MS Office.
  • Coaching and capacity building/development, Report writing in Khmer and English, Knowledge on data collection activities.
  • Ability to work well with and contribute effectively to a multicultural team, working independently in remote areas and spending periods of time in the field, working on own initiative with minimum supervision and stay on task.

5    WORKING RELATIONSHIPS
Internal
Work under supervision of and report directly to Senior PMEL Officer. Interact closely with Programme staff (law enforcement, Community engagement, and biodiversity and Research team), heads of landscapes (Cambodia and Vietnam), thematic managers, project managers, and Technical Advisors at the regional level.

External
Interact with provincial department, consulting firms, communities, consultants, other NGOs active in Cambodia (e.g. WCS, FFI, Naturelife, Conservation International)
