The WWF-Cambodia conservation programme that started more than 20 years ago is implemented in 2 landscapes – Eastern Plains Landscape (EPL) and Mekong Flooded Forest (MFF) Landscape and built over the following 4 pillars of interventions: (1) Securing Landscape Integrity and Sustaining Conservation and Livelihood Development, (2) Freshwater and Sustainable Hydropower, (3) Protected Area Management and Conservation Research and (4) Sustainable Financing – Green Economy.

The Conservation Law Enforcement Technical Advisor acts as advisor to a Protected Area Authorities in the WWF KH conservation landscapes to ensure effective PA management in line with national legislation and WWF Cambodia’s conservation goals.  She/he will be responsible for   designing and leading capacity building efforts for protected area staff in the Eastern Plains Landscape (EPL) and Mekong Flooded Forest (MFF). The role will focus on day to day operations of WWF’s CLE support work to the Eastern Plains Landscape and be the focal point for all protection work in the EPL.   She/He will also be responsible for advising the MFF team on developing and implementing the protection plan.  The Conservation Law Enforcement Advisor is supposed to spend approximately 70% time in EPL and 30% in MFF, this may change depending on the requirements of the landscapes.

Supervises:    Landscape law enforcement teams in both landscapes (EPL and MFF) Protected Area and Law Enforcement Thematic Manager, Senior Officer for Community Patrolling Engagement, Interns and volunteer

1.    MISSION OF THE DEPARTMENT
The Protected Area Conservation Law Enforcement (PACLE) department ensures effective implementation of conservation law enforcement and PCA management across WWF Cambodia priority landscapes. The role lead building ranger capacity, strengthening patrol operations, fostering collaboration with government and non government partners and communities for safeguarding biodiversity and community rights. It delivers technical training, strategic guidance, and operational support to uphold protected area laws and maintain ecological integrity.

2.    MAJOR FUNCTIONS

3.    MAJOR DUTIES AND RESPONSIBILITIES
A.    Capacity Building

  • Provide field support to rangers, section rangers, team leaders, mobile enforcement unit and community-based rangers in the form of direct training, coaching, and other forms of capacity building in:
  • 1.    The design and deliver of basic training programs as required on conservation law enforcement.
  • 2.    Station area management: including conservation law enforcement planning and use of planning tools, patrol preparation and execution, and debriefing and reporting.
  • 3.    General station management and maintenance.
  • 4.    . Coordination and direct supervision to Mobile Enforcement Unit team
  • 5.    Equipment management and maintenance.
  • Lead coordination with stakeholders.
  • Close coordination and cooperation with Provincial Department of Environment, Forestry Administration Cantonment and other relevant provincial agencies
  • Work with conservation partners and other civil societies operating in the landscape.
  • Advise on field patrolling and other field activities conducted by law enforcement authorities and lead the implementation of SMART and other conservation technology solutions in EPL and MFF.
  • Ensure WWF conservation enforcement standards are meet through on-the-ground evaluation of:
  • 1.    Use of patrol planning tools and compliance to monthly patrol plans
  • 2.    Use of and compliance to patrol orders
  • 3.    Compliance to conservation law enforcement guidelines Of WWF network.


B.    Monitoring and Evaluation, Reporting

  • Provide support to the monitoring and evaluation of conservation area management and conservation law enforcement activities in the EPL and MFF. Provide assistance in the analysis of management and conservation law enforcement activities on a six monthly and annual basis and share results with WWF Cambodia leadership and relevant provincial authorities.


C.    Other technical Specifics

  • Work in close collaboration with the WWF Community Engagement and WWF Biodiversity Research teams to implement and support in raising awareness of protected area law and forestry laws.
  • Work in close coordination with the relevant communications staff of WWF-Cambodia to communicate issues and achievements of the project to defined target audiences.
  • Maintain an awareness of ranger comments and any complaints to identify any areas that may need development or improvement.
  • Other tasks as request by supervisor.


4.    PROFILE
A-Required Qualifications

  • Bachelor's degree in natural resources management, environmental or conservation management, and or a relevant law enforcement technical degree
  • Knowledge of conservation law enforcement issues in the Greater Mekong Region, especially in Cambodia
  • Understanding of policy and regulations in related fields in Cambodia
  • Knowledge of relevant planning tools e.g. SMART
  • Knowledge of human rights
  • 8 years of practical experience in advising and or training in conservation and biodiversity protection law enforcement, or related field, preferably 3 years of which should have been in Cambodia.
  • Experience of working with government line agency staff in an advisory and or training role
  • Willingness to spend considerable time in remote outposts, forest campsites when conducting field training and coaching activities.

B-External

  • Interact with donors, Government, partners, communities, consultants, other NGOs active in Cambodia (e.g. WCS, FFI, Birdlife, Conservation International)
  • Work in close collaboration with the WWF Community Extension and WWF Research teams to implement and support community engagement in raising awareness of protected area law and forestry laws.
