ADB and Clickable Impact Consulting Group are supporting Cambodia’s Techo Startup Center (TSC) to implement a three-year (2026–2028) Digital Adoption Initiative (DAI). Year 1 focuses on improving digital adoption among MSMEs in tourism. Year 2 expands to food processing. Year 3 will cover a third sector to be confirmed. Geographic focus includes Phnom Penh, Battambang, Siem Reap, and a fourth province to be determined for each campaign; in Year 1, this will be Kampot.

The objective of each annual campaign is to perform digital diagnostics and subsequently generate digital adoption plans for 400 MSMEs. To accomplish this objective, the DAI will host 16 enrollment events per campaign: 3 in Phnom Penh, 3 in Siem Reap, 2 in Battambang, 2 in Kampot (for campaign 1), and 6 online. Each one-day event will include a training and knowledge component and a supervised digital diagnostic, resulting in each diagnostic participant receiving a tailored digital adoption plan and training.

Working iteratively over 10 enrollment in-person events, DAI aims to improve the digital diagnostic (so that most MSMEs can complete it without supervision) and automate the generation of digital adoption plans. For 2026, the event schedule is:
April: 2 pre-online events
May: 3 in-person events in Phnom Penh
June to August: 7 in-person events across 3 provinces August-September: 4 post-online events

Objective of this assignment
DAI will engage a Cambodia-based firm to organize MSME enrollment events and supervise the completion of the Digital Diagnostic at scale. The firm will observe how MSMEs engage with the events and digital diagnostic, so that DAI can interactively improve both over time.

Contract duration and budget
The term of this assignment will be February-October 2026 for Campaign 1, with options to renew for Campaign 2 and Campaign 3, subject to satisfactory performance and ability to meet campaign-specific requirements. The budget for the assignment will be allocated as follows:
Campaign 1: USD 70,000
Campaign 2: USD 40,000
Campaign 3: USD 40,000
 
Selection method: Quality-Based Selection with a fixed budget. The total contract value is fixed for each campaign year. Proposals will be ranked on technical quality. Financial proposals will be checked for completeness, realism, and compliance.

Scope of services
The firm will deliver services for 16 enrollment events per campaign. Target participation is 50 MSMEs per event. Gender participation should target at least 35% women as the minimum ratio.

Mobilization and setup
This work will be done in close coordination with the project team and TSC. The firm’s role is to engage, advise, and execute assigned actions. The firm will:
1.    Attend a kickoff meeting and confirm roles, working methods, and event-by-event responsibilities.
2.    Set up the operational system for event delivery, including templates and tracking tools with a concise report.
3.    Set up the online event platform and operating procedures for virtual events.

Marketing support
The firm will:
1.    Support DAI and its partners by drafting messages and marketing materials, managing follow-ups, and advising on incentives and turnout tactics.
2.    Perform direct marketing and outreach to targeted MSMEs to achieve turnout targets defined by the DAI team.
3.    Run participant registration and confirmation, including reminders and attendance management.

Event delivery
For each in-person event, the firm will:
1.    Plan and manage the events in coordination with the project team, partner(s), trainer, and venue.
2.    Provide facilitation for the training/knowledge sharing and the supervised diagnostic.
3.        Produce a concise report and collect feedback from the participants for future rectification
Direct event costs, such as venue and coffee break, will be paid by the project team. The firm should NOT budget for these direct costs.

Online event delivery
For each online event, the firm will:
1.    Provide the online platform, licensing, and logistics.
2.    Invite intended/qualified MSMEs and manage registration, access control, and technical support
3.    Provide facilitation for the training/knowledge sharing and the supervised diagnostic.
4.    Produce a concise report and collect feedback from the participants for future improvement

Supervised Digital Diagnostic administration and user feedback
The firm will:
1.    Support MSMEs as they complete the Digital Diagnostic and track completion rates using the EGD tool.
2.    Maintain a structured “user friction log” that captures unclear questions, navigation issues, language issues, and drop off points.
3.    Review with the project team and provide practical recommendations to improve the tool and the event flow each cycle.
The goal is to reduce supervision needs over time as the workflow becomes more automated.

Post-Event Follow Through
The firm will:
1.    Identify “MSME Champions,” and develop success stories of DAI beneficiaries who have successfully integrated digital technologies into their businesses.
2.    Maintain online forums to monitor the implementation of digital solutions and provide ongoing support to MSMEs.
3.    Produce a report

Digital Adoption Plan support and quality checks
Early in Campaign 1, the firm will support a more manual workflow, including participation in next-day sessions to help map diagnostic results into Digital Adoption Plans, as required by the project team. Over time, as DAI automates plan generation, the firm will shift to quality checks of generated plans to confirm that the outputs match the inputs as intended. The firm will receive appropriate training from the project team to enable its work for each campaign

Minimum Performance Expectations
  • 75 individuals, representing 75 distinct MSMEs in the targeted sectors and subsectors, register for each event. It is expected that those 75 MSMEs should not be former beneficiaries, who had received support from the EGD program.
  • 50 individuals, representing 50 distinct MSMEs in the targeted sectors and subsectors,
  • attend each event, validated on a sign-in sheet.
  • 45 MSMEs complete the Digital Diagnostic at each event.
  • 45 Digital Adoption Plans completed during or immediately following each event.
  • 5 MSME Champions identified and 5 MSME Champion success stories produced, each ~2 pages including testimonial statement with 4 accompanying photos.
  • 200 MSMEs enrolled in online forums.

Minimum qualifications
1.    Registered and operating in Cambodia for a minimum of 3 years.
2.    Proven experience running MSME events or training programs, including in specified or comparable provinces.
3.    Demonstrated ability to recruit MSMEs through partner networks and targeted outreach.
4.    Proven ability to collect structured participant feedback and turn it into practical recommendations.
Proposal requirements
The tendering firm will provide, in English:

Technical proposal
A technical proposal, maximum of 10 pages, that includes:
1.    Understanding of the assignment and risks.
2.    Delivery approach for in-person and online events.
3.    Event marketing/promotion approach.
4.    Digital Diagnostic support method and user friction capture method.
5.    Risks and mitigation measures.
6.    Org chart, key personnel, and field deployment plan, minimally including the following roles:
  • Team lead and event facilitator with strong event delivery experience and professional fluency in both Khmer and English.
  • Marketing/promotion lead with MSME outreach experience.
  • Event coordinator.
