with partners, deliver training, support digital rollouts, and ensure
GEDSI and Safeguarding are embedded across all work. Your efforts will
help women-led MSMEs, people with disabilities, laborers, and people
living in poverty access finance and build financial independence.

Scope of Position & Responsibilities
Scope of position
The
Cambodia program officer is a crucial member of the Good Return Asia
team, responsible for the effective implementation, monitoring and
expansion of Good Return’s initiatives in Cambodia, with focus on both
the Financial Empowerment Program (CAFE, CAFE digital, and financial
awareness campaigns etc.) and Inclusive Finance Program (Impact
Investment Fund, RIF, Technical Assistance etc.). This position directly
contributes to capacity building, training delivery, digital project
rollout and partnership coordination to achieve key objectives of the
Cambodia 3-year Strategy and Annual Business Plan, in which target
groups (people living in poverty, people with disabilities, women-led
MSMEs, and laborers) become financially independent and are financially
capable to access finance and participate in economic opportunities. It
also supports the coordination and monitoring of Good Return’s Impact
Investment and loan guarantee activities and Climate/Gender Equality,
Disability and Social Inclusion technical assistance, closely working in
partnership with financial service providers, and other stakeholders.
The Program Officer plays a critical role in ensuring effective program
delivery, field-level engagement, monitoring and evaluation, operational
coordination, and integration of GEDSI and Safeguarding across both
programs.
This position will collaborate within the Asia Team and
with the Financial Empowerment Team, Inclusive Finance Team and
Cross-Expertise team to ensure that programs are delivered effectively
and respond to the real needs of communities in Cambodia.
RESPONSIBILITIES
1. Program Implementation and Expansion (60%)
- Support the implementation and expansion of the two programs financial empowerment and inclusive finance, ensuring the effective rollout and direct alignment with Good Return strategic objectives.
- Deliver impactful (digital) financial empowerment training/workshop/learning events, coupled with technical assistance, effective partner coaching, and consistent learner monitoring to ensure positive outcomes.
- Deliver appropriate inclusive finance solutions and GEDSI/climate technical assistance/training/workshop/learning events to financial service providers.
- Organise and lead monthly/quarterly meetings between Good Return and Cambodia partners, reviewing and improving the work-plan, while also establishing and overseeing learning groups for Cambodia partners.
- Forge strong collaboration with partners (NGOs, FSPs, Associations, government entities, and Community-Based Organizations) to ensure smooth implementation for all projects and robust tool integration, maximizing program reach and effectiveness.
- Champion ongoing communication, planning, reflection and learning with potential partners, and supporting onboarding and capacity building of new implementers.
- Proactively conduct scoping visit and comprehensive needs assessment to identify, evaluate and pursue new opportunities that advance Good Return’s mission and strategic goals.
- Perform thorough financial analysis of partner performance, providing critical insights to inform program adjustments and strategic decisions.
- Sustain strong relationship with existing partners, and actively contribute to partnership review and ensuring accurate stakeholder data to foster enduring collaboration

- b)Number of beneficiaries (laborers or MSME) attended the financial capability programs
- c) % of beneficiaries (laborers or MSME) improved their financial capabilities
- d) % of participants improved their money management and informed decision making
- e) Number of MSMEs accessing loans via partner FSPs for impact investment fund 2, with target percentage reporting business growth
5. Project implemented smoothly, on time, and within budget
6. Strong coordination, data accuracy and stakeholder relationships maintained.
2. Monitoring, Evaluation and Learning (25%)
- Maintain and regularly update monthly data using the Data Tracking Tool (DTT) within Financial Empowerment Framework and Inclusive Finance Framework
- Contribute to the preparation of weekly, monthly, and quarterly program reports, supporting data analysis to offer insights into the progress and outcomes of both programs.
- Systematically collect data through digital tools and targeted field visit to actively monitor project progress and track participant engagement
- Collaborate with the MEL team to ensure accurate data and delivery of high-quality, insightful reports on program performance in Cambodia.
- Conduct interviews and or focus group discussions with learners, loan guarantee recipients and partners to capture compelling impact stories and qualitative feedback.
- Contribute to evaluation reporting and effective dissemination of key learnings internally and with partners, fostering a culture of continuous improvement aligned with Cambodia strategy.

3. Project Development and Support (15%)
- Support for developing of new funding leads, program proposal, concept note and donor reports
- Provide practical insights from the fieldwork to directly inform the design of new projects and contribute to strategic decisions for program evolution in Cambodia
- Actively participate in relevant stakeholder networks and learning exchanges to identify emerging opportunities and challenges that can shape future program development in Cambodia
- Produce blog articles that provide in-depth coverage of field visits, program activities, and achievements. Work closely with the Marketing & Communication Team to ensure that these articles align with the organisation's branding and messaging strategy.
- Coordinate with Cambodia partners to collect signed consent forms from individuals whose stories are being shared. Ensure that all necessary permissions are obtained for the reporting and publishing of these stories, adhering to data protection and privacy regulations.

4. Other Duties as required
Essential Skills
- A commitment to Good Return’s vision of a world without poverty
- Cambodian National, fluent in Khmer language
- Fluency in written and spoken English
Education:
- Bachelor’s degree in economics, development studies, education, or a related field.
Experience:
- 5+ years of experience in project implementation, preferably in (digital) financial education, training, impact investment, gender equality or community development.
- Demonstrated experience or familiarity with the financial sector or working with financial service providers in Cambodia
Skill and Knowledge:
- Strong coordination and interpersonal skills.
- Understanding of financial capability and financial inclusion concepts, with an ability to contextualise and adapt tools and curriculums to local needs.
