Job purpose : To manage Morodok’s finances and admin, and supervise admin/finance staff.
Tasks:
Financial Reporting, Auditing, and Planning
- Prepare for the ED’s approval all financial reports required by donors before the due dates.
- Prepare for the ED’s approval all financial reports required by government institutions and submit these before the due dates.
- Commission all required audits, including inviting audit proposals, auditor selection, and contracting of auditors, with approval of the ED.
- Organise all documents required for the auditing of Morodok’s projects and global accounts in a timely manner so that audits are submitted to donors by the due dates.
- Prepare easy-to-understand financial reports and expenditure projections for the Board and whenever required by the ED.
- Provide monthly financial reports to update project staff about project expenditures.
- Provide input to budget plans to enable the project team to plan activities in accordance with financial policies and procedures.
- Prepare fund transfer requests to donors as required (normally quarterly).
- Maintain data/information for e-filing with the Accounting & Auditing Regulator (ACAR) and the Tax on Income returns e-filing with the Taxation Department for the previous year before the due dates set by the government, and NSSF.
Supervision
- Supervise the work of Accounting Officer to ensure that the accounting is performed correctly in compliance with Morodok’s policies and generally accepted accounting principles.
- Supervise administrative and support staff, including admin assistants, drivers, and cleaner, to support Morodok’s project implementation.
- Ensure all staff, including members of the Project Team, are aware of Morodok’s policies and guidelines, and give orientation to staff to ensure their performance reflects the policies and finance procedures, and report any violations of the policies and guidelines to the ED.
- Organize the annual staff appraisals for members of the Admin/Finance Team, and give inputs to the ED on improving job descriptions, and ensure all staff contracts are renewed, and the training plan is developed and implemented.
- Advise staff members, including members of the Project Team, on financial management and office administration.
Accounting and Cash Management
- Check the monthly accounts, correct any mistakes, and submit the accounts, including reconciliations, to the ED by the seventh day of the following month.
- Prepare monthly reconciliations of Morodok’s bank and cash accounts with the book record.
- Prepare monthly account reports, including monthly closing, income and expenditure report, and assets/liabilities report.
- Prepare monthly transfer of funds between accounts (especially savings to current accounts) to ensure sufficient funds are available for the following month.
- Reconcile payments to the Taxation Department with the record of tax payable every month.
- Enter all transactions into the QuickBooks system on a daily or weekly basis.
Data management, filing, and asset management
- Maintain the accounting system software, anti-virus protection, accounting system passwords (for QuickBooks), and data back-up systems.
- Ensure that access to the accounting system is restricted to authorized personnel only.
- Design and manage the system of filing all financial documents to easily retrieve documents when required by the ED, auditors, government authorities, etc.
- Manage the archiving of old documents, to be kept for the period required by Morodok’s policy, legal obligations, and donor requirements.
- Organise a physical inspection of all assets every six months and reconcile it with the asset registry and financial records.
Office & Logistics
- Ensure security safeguards for all staff members, including the Project Team, in traveling to their duty stations, e.g. driving vehicles, accommodation, and if any situations are inappropriate, take safety measures before the staff face any risks.
- Supervise team members to maintain logistics and office environment in a good-looking manner; and to ensure that the office supplies are supportive to the work of the Project Team.
- Perform as a facilitator/coach on finance management and office administration to support the project team members to implement events such as workshops, exchange visits, etc.
- Facilitate procurement processes to ensure the relevant policies and donor requirements are followed.
Other tasks
- Participate in and contribute to general staff meetings, workshops, and annual retreats.
- Participate in and contribute to donor partners meetings and workshops, as approved by the ED.
- Participate in NGO financial network meetings and workshops, as approved by the ED.
Qualifications Required:
- Tertiary qualification in accounting.
- At least 5 years’ experience in admin/finance work for a non-profit organization, including use of QuickBooks.
- Able to multitask and meet deadlines, while maintaining accuracy and neatness.
- Proficient in Khmer and English speaking and writing.
