Position: Consultancy Service for the Development of E-Learning Platform (Cambodian Center for Independent Media)__Deadline:15-January

The Cambodian Center for Independent Media (CCIM) seeks to develop a modern, scalable, and secure e-learning platform to support online education, training delivery, and learning management for its target
audience. The platform will enable digital content delivery, learner engagement, assessments, monitoring, and reporting.

Objective:
The primary objective of this consultancy is to develop a web-based and responsive e-learning platform that enables users to create, manage, deliver, and consume online courses with interactive learning features. The e-learning platforms are for citizen journalists, professional journalists, content creators, and youth.

Scope of work:

• The selected consultant will be responsible for the following:
• Requirements & Design: Conduct needs assessment and system design; Develop UI/UX prototypes and system architecture
• Platform Development: develop user roles (Admin, Instructor, Learner), Course and content management, Learning progress tracking, Assessments, grading, and certification, Communication and notification features
• Administration & Reporting: admin dashboard, user and course management, analytics and reporting tools
• Testing & Deployment: System testing and user acceptance testing, Deployment and configuration
• Training & Documentation: User training, Technical and user documentation
• Maintenance & Support: Post-deployment support and bug fixes during warranty period

Deliverables

• Inception report and project plan
• System design and architecture documents
• UI/UX designs
• Fully functional e-learning platform
• Source code and repositories
• User manuals and technical documentation
• Training materials
• Deployment and handover report

Duration:
The assignment is expected to be completed within 4 to 6 months including testing and deployment.

Consultant Responsibilities Deliver services as per this ToR Assign qualified technical staff Maintain confidentiality and data  protection Meet agreed timelines and quality standards

Required qualifications and experience:

• Minimum 3–5 years’ experience in software development
• Proven experience delivering e-learning platforms
• Experience with cloud-based systems
• Strong UI/UX and security practices

Intellectual Property:

• All source code, documentation, and deliverables produced under this assignment shall remain the exclusive property of Cambodian Center for Independent Media (CCIM).

Reporting:

• The consultant shall report to Ms. Socheata Vinh, Media Training Coordinator, and provide regular progress reports.
