Position: ICT Engagement and Infrastructure Officer
Location: National Office, Phnom Penh

PURPOSE OF THE POSITION
World Vision International Cambodia is seeking a competent and motivated ICT Engagement and Infrastructure Officer to strengthen and support our national ICT infrastructure, digital systems, and technical services across the country. This role ensures stable network operations, server and database administration, user support, and close coordination with regional IT teams to implement new digital initiatives for the National Office and 38 Area Program Offices.
MAJOR RESPONSIBILITIES
- Maintain and support network infrastructure and connectivity for the National Office, Operations Offices, and 38 Area Program Offices.
- Administer Windows and Ubuntu servers on AWS, including monitoring, updates, backup, and security.
- Perform database administration tasks such as backup, restore, optimization, and troubleshooting for SQL Server, PostgreSQL, and MySQL.
- Provide ICT technical support and helpdesk services for hardware, software, and enterprise applications.
- Guide users to comply with ICT policies, digital security standards, and organizational guidelines.
- Troubleshoot and resolve technical issues promptly with clear communication to users.
- Coordinate with Regional IT teams to implement, update, and roll out new digital services to all offices.
- Work closely with business stakeholders to translate their operational needs into IT/digital requirements.
- Recommend and justify hardware/software upgrades and new investments.
- Coordinate with vendors and IT providers for equipment procurement, configuration, and maintenance.
- Support enterprise systems including Outlook, Domino Server, messaging systems, and data communication platforms.
- Analyze and improve business processes by recommending efficient and modern digital solutions.
- Conduct feasibility studies for new ICT projects and present recommendations to the ICT Manager.
- Research and introduce emerging technologies that enhance ICT operations and productivity.
- Share technical knowledge and provide training to improve staff competency.
REQUIREMENTS
- Bachelor in IT or computer science
- 3 + years experiences in system, IT help desk support, network infrastructure, installation, configuration and troubleshooting/ Linux, Windows server administration/ Cyber security
- 2 + years experiences in the areas of IT management, project management, process engineering or solutions management.
- Basic to intermediate programming knowledge (e.g., PHP, Python, JavaScript, or similar).
- Ability to understand and troubleshoot API-based applications and web systems.
- Ability to read, write, or modify scripts for automation (PowerShell, Bash, or Python).
- Experience working with databases beyond administration (e.g., writing queries, optimizing tables, importing/exporting datasets).
- Knowledge in cloud-based systems (AWS, Azure, or similar) is a plus.
- Skill in Networking, Cisco (CCNA and CCNP)/ ITIL V4 Certify
- Experience in facilitating information security risk assessments.
- Fluent in English language, both spoken and written
