The CAPRED Facility is Australia’s flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience through to June 2027, with a possible three-year extension.
The Facility supports Cambodia in implementing a range of necessary economic interventions and reforms to maintain the country’s economic transition. These interventions and reforms are primarily aimed at encouraging more productive and inclusive public and private investment, which promotes a resilient, inclusive and sustainable economy (RISE).
CAPRED interventions fall under three technical components including: Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and one Cross-Cutting component comprising: Gender Equality, Disability and Social Inclusion (GEDSI); Climate Resilient initiatives, and policy support.
    
The Cambodian Government–Private Sector Forum (G-PSF) was established in 1999. The G-PSF is a Public-Private Dialogue (PPD) mechanism. It is the highest level of public and private sector engagement in Cambodia. The G-PSF is structured around a plenary forum chaired by the Prime Minister of Cambodia. This forum is officially recognised as a Cabinet Meeting. Consequently, decisions made during the G-PSF are considered formal decisions of the executive branch of government.
Under the G-PSF plenary platform, 16 Working Groups (WGs) have been established by government Sub-Decree. The WGs represent specific industries or, in some cases, thematic areas (e.g. law, tax and governance). The government is represented by the responsible line ministry, while private sector representation is led by the Cambodian Chamber of Commerce (CCC) G-PSF Task Force. Cambodian Business Membership Organisations (BMOs) are an official part of each WG. The WGs are co-chaired by the relevant RGC Minister and a designated representative of the private sector for each working group.
The Australian Government has a longstanding history of supporting the G-PSF. The objective of this support is to establish a robust, sustainable, and institutionalised G-PSF. A significant amount of work has already been undertaken since 2023 to support the revitalisation of the G-PSF mechanism. CAPRED’s support is now moving to a new phase of support.
The key future priorities are to build systems and processes to ensure consistent application across working groups, develop reporting systems for Cambodia’s senior leaders to monitor progress against promised reforms, and support the CDC and CCC to introduce governance reforms that enhance the functionality and legitimacy of the G-PSF as Cambodia’s primary mechanism for PPD.
The G-PSF has a large number of institutional stakeholders. This assignment requires close collaboration with the Council for the Development of Cambodia (CDC), the Cambodia Chamber of Commerce (CCC), the Customs-Private Sector Partnership Mechanism (CPPM), the Tax-Private Sector Partnership Mechanism, G-PSF line ministries, and other business membership
organisations stakeholders, including those representing women and marginalised people. It will also work seamlessly with other development partners in respective sectors and closely collaborate with all CAPRED technical teams.
 
CAPRED is seeking to recruit a highly qualified and experienced individual for the position of G-PSF Coordinator. The selected candidate will be responsible for leading all of CAPRED’s G-PSF associated work. We are seeking a candidate with strong management experience and excellent networks within government and the private sector. The role will be based in Cambodia (Phnom Penh and potentially some travel to provincial and/or international locations).

Roles and Responsibilities

Leadership

  • Lead and mentor the G-PSF team, fostering innovation, teamwork, and effective collaboration across domains.
  • Contribute to overall G-PSF and Policy Hub strategy
  • Ensure timely, high-quality project deliverables and coordinated team activities.
  • Work closely with other CAPRED technical teams to ensure strategic alignment and synergy.


Technical

  • Operate with autonomy, supporting the G-PSF team to drive policy innovation and new program approaches.
  • Lead the G-PSF team on intervention development, program effectiveness, and planning, budgeting, and reporting.
  • Ensure that the G-PSF initiative has the required Monitoring, Evaluation, and Learning (MEL) systems in place and build MEL capacity across stakeholders.
  • Lead  initiatives  to  strengthen  institutional  performance  of  G-PSF  stakeholders through capacity assessments, training, and SOP development.
  • Oversee the team’s management of relevant contracts and systems to improve coordination and accountability.
  • Enhance  the  quality  and  outcomes  of  G-PSF  dialogues  and  working  group engagement.
  • Coordinate transition and sustainability plans for G-PSF work.
  • Support CDC, CCC, and line ministries through technical advice, research, and evidence-based advocacy for plenaries and working groups.
  • Lead organisation of dialogue events and communication products (policy briefs, reports, press releases).
  • Promote integration of G-PSF priorities across CAPRED domains (Agriculture, Infrastructure, Trade, Investment, Policy Hub, GEDSI), with emphasis on gender and climate resilience.
  • Build partnerships for provincial G-PSF pilots and perform other tasks as assigned.


Compliance

  • Ensure adherence to Cowater and DFAT policies, including inclusion, child protection, PSEAH, anti-fraud, and environmental sustainability standards.
  • Commitment to championing gender, equality, disability, and social inclusion across the Facility (GEDSI) across the Facility including programming.
  • Commitment to championing environmental sustainability and climate action across the Facility.


Stakeholder Relationships

  • Build  trusted  relationships  with  CDC,  CCC,  G-PSF  Working  Groups,  BMOs,  and development   partners.
  • Promote inclusive engagement with women and marginalized communities, fostering collaboration and accountability.
  • Represent G-PSF in meetings and maintain partnerships with current and potential stakeholders.


Selection Criteria
Qualifications

  • Advanced degree (Master’s preferred) in Public Administration, Public Policy, International Development, or a related field.


Essential Criteria

  • At least five to seven years of progressive experience in managing complex development programs, particularly in governance, advocacy, public-private dialogue, or institutional reform.
  • High  level  stakeholder  management  skills,  including  experience  working  with  senior private sector partners and Government officials.
  • Demonstrated ability to support team members to produce high quality products and coordinate tasks for different working groups.
  • A sound understanding of project management principles and practices.
  • Experience in adaptive management, project and team management, including planning, MEL, and donor reporting (experience with DFAT programs is a plus).
  • A deep understanding of Cambodia’s policy, governance, and private sector development landscape.
  • Demonstrate ability to exercise independence and proactively identify opportunities to collaborate with colleagues and diverse stakeholders.
  • Excellent observation, analytical, coordination, organizational, and critical thinking skills.
  • Excellent speaking  and  writing  skills  in English  and  Khmer,  with  a strong  record  in producing strategic reports, policy briefs, and technical content.
  • Proven ability to work in a flexible, professional, business-friendly manner, driven by a wish to create real collaboration, real changes, and results, as a team player.
  • Proactive, self-motivated, and able to work effectively in a team environment.
