BACKGROUND
Organization Overview
Banteay Srei (BS) is a Cambodian women's non-governmental organization (NGO) that was registered as a local NGO with the Cambodian Ministry of Interior in June 2000. It evolved from an Australian NGO, the International Women's Development Agency (IWDA). We have more than 20 years of experience working with women and men in Battambang and Siem Reap provinces. We aim to empower vulnerable women to improve their political, economic and psycho-social situation by implementing community development projects, advocating for gender justice and engaging men in gender equality. We also focus on networking and building good cooperation with local authorities, communities, NGO partners and key relevant stakeholders.
Vision: A just Cambodian society in which women realize their full potential, are living with equality and dignity, and their rights are fully respected.
Mission: Banteay Srei is a Cambodian women’s non-governmental organization that empowers women and their families to improve their political, economic, and psycho-social situation through mobilizing communities for sustainable development, advocacy work for gender justice and engaging men on gender equality.
The five-year strategic plan 2025-2029 on "Inclusive Actions for Gender Equality and Sustainable Livelihood", Banteay Srei aims to achieve the main goal of "vulnerable women and youth in Banteay Srei target areas enjoy their full rights and dignity through sustainable empowerment and gender equality". Our core strategic program focuses on: Women's Economic Empowerment, Addressing Gender-Based Violence, Women's Leadership and Organizational Capacity Development.
JOB DESCRIPTION
Job Summary
The Executive Director (ED) manages the day-to-day operations and leads strategic implementation of Banteay Srei. The ED reports to the Board of Directors (BoD) and is supported by the BoD. The ED plays a critical role in ensuring the effective operation, strategic direction, and sustainability of the organization. Supported by the Senior Management Team, the ED oversees program development and implementation, financial management, human resources, compliance, and external representation. The ED also leads fundraising and resource mobilization to ensure the financial sustainability of the organization. As the primary spokesperson for Banteay Srei, the ED represents the organization nationally and internationally, strengthens partnerships, and influences policy to promote systemic change.
This role requires an established and experienced feminist leader who demonstrates strategic and programmatic vision, integrity, and inclusiveness. The ideal candidate will have an in-depth understanding of Cambodia’s socio-political and developmental context and possess exceptional knowledge of women’s rights and empowerment. They must possess strong leadership and organizational management skills, and be committed to driving gender transformative approaches that create sustainable impact.
Key Functions and Accountabilities
1: Leadership and Management %
- Executive and Strategic Leadership
- Provide executive leadership to the organization across departments and levels.
- Provide high-level oversight and strategic direction to the organization.
- Coordinate and ensure overall alignment with the organization’s by-laws, five-year strategic plan, and internal policies.
- Ensure legal and regulatory compliance, such as Cambodian laws, donor policies, and internal guidelines.
- Review the strategic plan biennially to ensure its relevance and effectiveness.
Board Relations and Governance Liaison
- Serve as a point of contact between the Board of Directors and the organization.
- Ensure that the decisions made by the Board of Directors are implemented effectively and report on their outcomes.
- Schedule quarterly meetings with the Board of Directors, and prepare an agenda and minutes to ensure timely communication with Board of Directors members.
- Provide quarterly program, finance, and operational updates and reports to the Board of Directors.
Organizational Representation and Engagement
- Represent Banteay Srei at local, national, regional, and international platforms to strengthen institutional visibility and advance strategic partnerships.
- Participate in national and regional consultative forums and discussions to amplify organizational priorities.
Management and Coordination
- Lead the Senior Management Team and the Management Committee.
- Conduct annual and mid-year performance appraisals and review annual and mid-year staff performance evaluations to identify improvement areas.
- Lead by example, guide, motivate, and mentor staff across all organizational levels to achieve performance objectives.
2: Programs and Project Implementation
- Program and Project Design
- Collaborate with the Senior Management Team and Management Committee to design and execute programs aligned with BS’s mission.
- Coordinate the decision on effective program implementation to ensure strategic alignment and operational efficiency.
Project Implementation and Oversight
- Support staff in ensuring program activities contribute to achieving the organization’s goals.
- Conduct regular program field monitoring visits to assess implementation progress and ensure alignment with strategic objectives.
Budget Planning and Resource Allocation
- Review program and project budget plans to ensure strategic alignment, cost-effectiveness, and compliance with financial policies.
- Approve program and project budget plans to facilitate effective resource allocation and timely implementation.
- Coordinate the decision on proposed changes leading to budget reallocation for effective program implementation.
Partnership and Stakeholder Coordination
- Coordinate partner visits to strengthen collaboration and ensure stakeholder engagement.
- Participate actively in partner meetings to strengthen coordination and foster strategic alignment.
Program Reporting and Accountability
- Review and approve program reports to ensure quality, accuracy, and alignment with strategic objectives, donor requirements, and accountability to stakeholders.
Thematic and Technical Expertise
- Provide technical expertise in areas such as Women’s Economic Empowerment (WEE), Women’s Leadership (WL), and Gender-Based Violence (GBV) to strengthen program quality and strategic alignment.
- Ensure keeping up with changes in areas of expertise and relevant developments in the sector of Women's Rights and Empowerment.
3: Operations and Administration
Financial Management and Budget Oversight
- Monitor financial management to ensure efficient use of resources and compliance with organizational and donor requirements.
- Oversee the review and approval of budget planning, expenses, and reports, ensuring financial accountability, transparency, and alignment with organizational objectives.
Fundraising Strategy and Planning
- Develop and implement the Resource Mobilization Strategy and Action Plan to achieve a $2 million budget for the 2026-2029 Strategic Plan.
Proposal Development and Grant Acquisition
- Oversee proposal development and secure funding commitments from (international, regional, national; philanthropy; private sector) donors in alignment with Banteay Srei’s Strategic Plan 2025-29.
Grant Reporting and Compliance
- Oversee the preparation and approval of project and grant reports.
Donor Stewardship and Relationship Management
- Engage in potential funding platforms to expand resource mobilization opportunities.
- Host, coordinate, and facilitate annual and mid-year donor meetings to discuss progress, goals, and challenges.
Income Diversification and Social Enterprise Initiatives
- Lead development of income diversification strategies to strengthen financial sustainability.
- Explore social enterprise initiatives to generate sustainable income.
5: Communications, Advocacy, and External Engagement
Strategic Communications and Visibility
- Strengthen Banteay Srei’s visibility through media engagement, social media updates, and public campaigns.
- Organize and co-organize events and campaigns to raise awareness of BS’s work.
- Share best practices and expertise with local and international networks.
Advocacy and Policy Influence
- Actively participate in meetings, training, and networking events to build organizational reputation and influence policy.
- Represent the organization as gender expert in national and regional working groups to influence policy dialogues and promote gender-responsive approaches.
Stakeholder Engagement and Strategic Partnerships
- Establish and maintain relationships with stakeholders at national, subnational, and regional levels.
6: MEAL and Organizational Learning
Monitoring and Evaluation Systems
- Coordinate with the Program Manager and Monitoring and Evaluation Coordinator to oversee Banteay Srei's monitoring and evaluation frameworks.
Staff & Organizational Learning and Knowledge Management
- Facilitate capacity-building initiatives to enhance staff competencies and align performancewith strategic objectives.
- Provide coaching and mentoring to key staff to strengthen leadership and technical capacity.
- Maintains an active and up-to-date professional development plan for personal capacity development.

RECRUITMENT QUALIFICATIONS
Education
- Master’s degree in a related field (gender studies, development, or similar preferred).
- Formal training in gender and development programming is an advantage.
Experience
- Minimum 10 years of experience in women’s rights, gender equality, and human rights.
- Proven 7-year track record leadership and management position in NGOs sector.
- Demonstrated expertise in program design, implementation, monitoring, and evaluation.
- Demonstrated experience of the theory and practices of portfolio and project management.
- Experience in successful coordination with donors on compliance and reporting.
- Demonstrated experience of the following additional areas: Women’s leadership and participation, women’s economic empowerment, and gender justice.
Language
- Proficiency in English (written and verbal).
