EnergyLab Overview: EnergyLab Asia is an innovative not-for-profit focused on accelerating a fair, impactful transition to clean energy in Southeast Asia. We were established in Cambodia in 2018 and we are expanding to Lao PDR. We deliver effective and collaborative energy events that engage a wide-range of stakeholders, we undertake strategic policy analysis, and we develop people and system-capacity to deliver the energy transition.
The role’s objectives: The Operations and Program Lead will focus on steering the organization toward operational efficiency, strategic growth, and impactful program outcomes. This multi-faceted position involves overseeing the reliability and accountability of EnergyLab’s operations and ensuring an efficient delivery of key programs. Key responsibilities include operation and program team management, program development and management, pipeline development, contributing to resources mobilisation, fostering a supportive working environment, and ensuring the organization's mission delivery.
No energy related knowledge or experience is required for this position (having some is a plus).

II. Scope and Responsibilities
Program Responsibilities:
- Support the implementation and monitor the progress of EnergyLab’s key programs, ensuring all donors’ requirements are met.
- Support the design and development of new programs.
- Ensure and guide the quality of M&E reports.
- Mentor the program team.
- Develop relationships with relevant institutions.
Operations Responsibilities:
- Lead EnergyLab’s operations, ensuring efficient processes across all units.
- Mentor the operation team.
- Ensure full compliance with host country laws and regulations, and internal policies.
- Oversee monthly financial and narrative reports and ensure full donors’ compliance.
- Monitor project timelines, deliverables, and budgets to ensure alignment with organizational goals.
- Identify opportunities for resources mobilisation to support EnergyLab's mission, nurturing relationships with existing/new donors.
III. Required Qualifications and Attributes:
Qualifications:
- Master's degree in business administration, or project management, or a related field.
- 6 years or more of work experience in operations and program management (International Development/Non-Profit Organization preferred).
- Excellent leadership, planning, project management, communication, and team management skills.
- Native English speaker.

- Capacity to manage complexity and workload peaks in a calm and controlled manner.
- Value the importance of a Just Energy Transition.
- Support the implementation and monitor the progress of EnergyLab key programs’ activities and deliverables, ensuring all donors’ requirements are met and supporting the corrective actions where required.
- Support the design and development of new programs, including concept notes and proposal writing.
- Ensure and guide the quality of M&E reports, to provide evidence-based information that can demonstrate results clearly, while informing strategies to increase EnergyLab program impacts.
- Produce progress reports with quality/accuracy (including narrative and financial reports).
- Mentor program management team in order to increase the quality and accuracy of program outputs.
- Maintain existing relationships with current partner organizations and develop new partnerships with relevant institutions.
- Support the Country Director’s work, including in the development of new strategic initiatives.
Operations:
- Provide guidance and support for the effective performance of operations, finance, and admin staff.
- Ensure overall compliance of the organization, including Cambodian labor law and regulations, MoUs with relevant ministries, donors, and internal policies.
- Ensure and foster an effective, efficient, and safe working environment.
- Develop/improve internal EnergyLab policies and procedures.
- Lead the overall operations of EnergyLab, ensuring smooth and efficient processes across all departments.
- Develop and implement operational strategies to enhance productivity, cost-effectiveness, and overall organizational performance.
- Provide efficient and proactive support to the program and operations team to ensure smooth implementation of all activities.
- Ensure that program/project financial and narrative progress reports are produced with quality and accuracy and meet the donor’s requirements.
- Monitor project timelines, deliverables, and budgets to ensure alignment with organizational goals.
- Oversee the professional development of program and operation staff.
- Propose and drive initiatives with the management team to improve long-term operational quality.
- Oversee monthly financial reports, including income statements, balance sheets, fund balance, donor reports, and financial forecasts.
- Identify opportunities for revenue generation and fundraising to support the organization's mission.
- Maintain relationships with existing donors and respond to their requests regularly.
- Oversee external audits.
Qualifications:
- Master's degree in business administration, or project management, or a related field.
- 6 years or more work experience in operations and program (International Development/Non-Profit Organization preferred).
- Excellent communication and relationship-building abilities.
- Proven ability to meet deadlines and work under pressure.
- Excellent delegation, prioritization, people, and time management skills.
- Proven ability to ensure budgets and reporting accuracy.
- Excellent leadership, planning, project management, communication, interpersonal, and team management skills.
