IA Objectives
- Enhancing Coordination Mechanisms in TVET and Strengthening the TVET Framework
- Supporting Decentralization via the Empowerment of Provincial Training Boards (PTB)
- Promoting National and Sub-National Linkages as well as with the Private Sector
- Supporting contingency Fund for TVET Innovation Activities
- Implementing Competitive Grant Awards
- Assuring sustainability
Overall SDP Programme Management Responsibilities
- Assist in revising strategic documents to ensure alignment with the Intervention Area’s objectives.
- Support the Team Leader in overall program management, including planning, reporting, steering, and strategic review.
- Ensure systems thinking is integrated into all interventions.
- Assist teams in designing effective interventions.
- Ensure adaptive project management.
- Ensure (products) development complies with project management standards.
- Ensure risk management for the intervention area.
Intervention Management Responsibilities:
System Actors and Partnerships:
- Promote a culture of collaboration and communication at national and sub-national levels among TVET stakeholders.
Activity Oversight and Monitoring:
- Oversee the planning, implementation, and learning of activities within the Intervention Area.
- Ensure regular monitoring and reporting in accordance with the SDP MRM System.
- Report on activity and financial progress, liaising with the Team Leader and Director of
- Business Administration.
- Inform the Team Leader of any perceived challenges or risks.
Expert Missions and Audits:
- Organize short-term expert missions as needed.
- Ensure the Intervention Area is well-prepared for all external and internal reviews and audits.
- Maintain the effective flow of information within the intervention area team and with the program management team, adhering to the SDP communication structure.
- Provide monthly status updates on the intervention’s progress, challenges, and achievements to the Team Leader.
- Actively participate in program management meetings, intervention-specific meetings, and cross-functional meetings to share information, discuss issues, and enable informed decision-making.
- Ensure the use of a central platform to store, organize, and share relevant documents, reports, and data related to IA1.
- Implement knowledge harvesting procedures for capturing and documenting knowledge from meetings, projects, and initiatives, creating reports, case studies, and lessons learned.
- Effectively use email for important decision making content, and other communication channels for normal content to keep the management and intervention team informed and engaged.
- Assist COMS and MRM in maintaining visual representations of the intervention’s progress, such as dashboards and infographics.
- Foster a culture of knowledge sharing and collaboration among stakeholders, encouraging open communication and the sharing of best practices.
Financial management and procurement:
- Cooperate with the Head of Administration and the Team Leader to ensure consistent and workable SDP budgeting and accounting.
- Adapt budget Part 4 (Administrated Project Funds) as necessary, ensuring project implementation aligns with the budget in close cooperation with the Head of Administration.
- Support external financial auditing and ensure the implementation of audit recommendations.
Payments and Procurements:
- Approve payments and procurements, ensuring costs are reasonable and relevant for project implementation.
- Confirm that expenditures have the correct account code, align with the budget and relevant SDP subcontracts, adhere to procurement guidelines, and are in line with market prices.
- Spot-check evidence (e.g., invoices, receipts, time sheets, tendering documents, bid analyses) for above-average expenditures.
- Discuss and clarify any missing or inaccurate financial or procurement documents with the Team Leader and Financial Director, and address issues with subcontractors if necessary.
Expenditure Monitoring:
- Monitor expenses under the Intervention Area, ensuring they align with the budget.
- Ensure the outflow of funds is neither too fast nor too slow, maintaining a balance between expenditure and time passed.
- Ensure enough funds remain for planned activities and avoid underspending or overspending by more than 10% of the total budget.
Collaboration and Compliance:
- Work closely with the Team Leader to monitor expenditure of all budget lines in Part 4 of the SDP budget that are not part of a specific Intervention Area.
- Ensure expenditures are in line with the budget, relevant SDP subcontracts, and procurement guidelines, and that costs are reasonable and relevant for project implementation.
On-the-job training and coaching
- Provide on-the-job training and coaching to the Intervention Area team to enhance leadership and management capabilities.
- Improve the administrative and project management skills of the Intervention Area team through targeted training and coaching (e.g., work planning, budgeting, reporting).
- Develop the capacity of the Intervention Area team to ensure a thorough understanding and effective cooperation among all partners and within the entire SDP implementation team.
Crosscutting Responsibilities
Private Sector Engagement
- Collaborate with private sector entities, associations, chambers, and Skills Sector Councils (SSC).
- Promote private sector contributions to skills development and vocational training.
- Strengthen public-private partnerships.
Financing
- Promote private sector involvement in financing TVET through the Skills Development Fund (SDF).
- Develop liaise with chambers.
- Encourage employer contributions to TVET as PPP, CSR or other contribution.
- Diversify funding sources for sustainable growth in TVET.
Greening TVET
- Embed environmental elements and awareness in activities.
- Advocate for eco-friendly practices within TVET institutions.
- Enhance environmental consciousness among stakeholders.
- Promote energy conservation and sustainable practices.
Gender Equality and Social Inclusion (GESI)
- Ensure equal access to interventions for men, women, and disadvantaged groups.
- Promote gender-balanced composition within the implementation team.
- Apply GESI principles throughout Project Cycle Management (PCM).
- Enhance access to quality education for young Cambodians, especially in rural areas.
- Promote gender equality, diversity, and social inclusion.
- Engage communities to shift traditional mindsets about education for girls.
- Increase visibility of women in higher positions and non-traditional roles.
Selection Criteria:
- At least a bachelor’s degree, preferably in Social Sciences, Education Science, Development Management, Engineering.
- At least five (5) years of experience working in the field of education or management.
- Experience related to the development of communication and promotional materials in digital and print format.
- Experience in contract management with private and public sector stakeholders.
- Experience with gender equality and social inclusion related activities (advocacy, visibility, event management, etc.).
- Prior experience in technical and vocational education and training (TVET) and/or other forms of skills development is a strong asset.
- Excellent written and oral communication skills in Khmer and English.
- Willingness to travel frequently to the field (to the twelve target provinces of SDP).
- Computer literacy, especially on Microsoft Word, Power Point and Excel. Mastering of other relevant programmes such as InDesign, Illustrator, etc. are an asset.
- Excellent team player and committed work attitude.
- Good interpersonal and communication skills.
