Location: Phnom Penh (with travel to provinces)
Schedule: Full Time (18 Person-Months)
The Specialist will be responsible for managing the contract with the Architect and Construction Supervision Firm to design, provide construction supervision, and outfit three women’s shelters.
- Advise the MOI PMU on interpretation of contract documents and contract administration;
- Assist the MOI PMU to monitor the contracts with construction firms to build and outfit three women’s shelters;
- Establish a monitoring system for the contracts with construction firms that includes (i) tracking of civil works; (ii) tracking of goods; (iii) payment of contract invoices, and (iv) monitoring and recording the quality of services and/or products provided;
- Review the overall implementation of the contracts with construction firms and resolve and/or provide recommendations to the MOI IA to resolve contractual issues;
- Provide inputs to Quarterly Progress Reports; and
- Perform any other contract management tasks as required by the PMUs.
- A bachelor’s degree in civil engineering or similar engineering field;
- Minimum 7 years’ experience on donor-funded projects in civil works, including contracts preparation and management; and
- Good communication skills in spoken and written English.
