1.    Purpose: Catholic Relief Services (CRS) was founded in 1943 by the United States Conference of Catholic Bishops to assist the poor and disadvantaged. CRS Cambodia has worked in support of health systems strengthening in Cambodia for over two decades and is beginning to implement the Advance Local Leadership in the Right Way (ALLRight) Project for 29 months and commencing from 1 May 2023 to 30 September 2025.

The ALLRight Project works with PHD of Preah Vihear to strengthen capacity of focal points in order to deliver quality and responsive health services and attract new resources. The ALLRight project will apply capacity strengthening approaches of CRS including 1. Capacity Building (e.g. training and workshops), 2. Institutional Strengthening (e.g. system or policy development), and 3. Accompaniment (on-going coaching and mentoring).

The purpose of the Express of Interest (EoI) is to outline tasks and responsibilities of recruiting a National Consultant to work with CRS Cambodia and Partners in implementing of the ALLRight project mainly focused on financial management, financial reporting, internal control and fraud prevention.

The consultant will review, adapt, and contextualize CRS Finance Solution training materials package, develop training workshop reading materials, handouts, and then provide capacity building training/ workshops and coaching to focal point persons of PHD-PVH.

2.    Objectives and Scopes:
To support the implementation of the project, CRS intends to hire national consultant to deliver the below tasks (please see Scope of Work for more details):

• Review, adapt, contextualize, and develop Finance & Internal Control training materials based on CRS’ financial solutions package. Training topics planned to include 1) basic financial principles, budgeting, cash management, and documentation, and financial reporting, 2) training on internal control and fraud prevention.
• Conduct in-dept meeting with PHD focal persons to understand the knowledge and financial procedures of PHD for designing relevant training materials based on the gaps and needs. The training contents should be aligned with the government system and procedures especially the Ministry of Economy and Finance.
• Plan and deliver 2 training workshops with 3 days for the first training and 2 days for the second
• training. Totally, there are 5 days for delivering 2 separate training workshops. Prepare the summary results of each training workshop and submit to ALLRight Project Manager.
• Provide follow-up coaching with PHDs as they apply finance principles learning, and support finance focal person to improve the gap.
• Work with ALLRight Manager, Finance Manager and Head of Health Programs to gain full scope of works and key deliverable outputs.
• Apply human-centered design (participant focused) and adult learning approaches in training workshops development and delivery.
• Work openly with CRS focal points as they review and feedback on materials and methodology.
• Complete all the deliverable outputs (refer to SOW) as specified in this consultancy contract.
• Submitted all materials related to this assignment to CRS after completion.
• All training and coaching materials should be produced fully in Khmer, and training and coaching will take place only in Khmer language.
• Submit final consultancy service report in English to ALLRight Manager to review and approve.

3.    Delivery Schedule:
The consultant is required to perform the above tasks for period from January – April 2025 (total 23 working days plus 10 of travelling to project site).

4.    Payment Terms:

• Payment shall be made in accordance with schedule provided as well as CRS’ receipt of invoice and satisfactory deliverables. CRS will deliver the payment via wire transfer to the bank account, and the consultant is required to provide the Bank Account information and state on the submitted invoice.
• The individual consultancy service is subjected to 15% withholding tax.
• The registered vendor/consultancy firm shall be solely responsible for the payment of any and all taxes related to vendor’s performance under this consultancy service. Vendor/consultancy firm shall indemnify and hold CRS harmless from all claims and liability resulting from vendor’s failure to remit such taxes.

5.    Proposal Submission:

• In order to be considered as a potential consultant, interested parties should submit the Expression of Interest including the following information before the EOI Closing Date and Time:

For individual consultant:

• CV and Cover letter (please explains how you are the right fit and have the appropriate experience to perform the tasks for CRS)
• Daily Professional Fee
• Other costs such as per-diem, accommodation, transportation, communication …etc

For registered vendor/consultancy firm: must submit:

• Technical proposal with properly signed and validity of 90 days
• Financial Proposal (daily professional fee and other related cost such as per-diem, accommodation, transportation, communication …etc)
• A copy of Business Registration Certificate(s), Patent Certificate or VAT Certificate

CRS reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. CRS also reserves the right to require compliance with additional conditions as and when issuing the final contract documents.
