Under the USAID Digital Workforce Development (DWD) project, The Asia Foundation seeks a partner / service provider to implement an outreach initiative to promote ICT and STEM education and career opportunities among women and individuals from disadvantaged communities in Cambodia.
The purpose of this activity is to address the gender gap and social exclusion in the technology sector by encouraging female students and marginalized groups to pursue STEM careers, providing mentorship, and facilitating connections with job opportunities. This initiative aligns with the project’s commitment to gender equality, disability, and social inclusion (GEDSI) in education and workforce development, and leverages the Foundation’s Future Skills Alliance programs, such as STEM ConnectHER and Skills2Work.
The objective of this Terms of Reference (ToR) is to identify and engage a suitable implementing partner to design and deliver four large-scale STEM outreach events targeting women and disadvantaged groups in Cambodia. The partner should focus on increasing awareness and interest in ICT/STEM education and career opportunities, encouraging educational pathways into these fields, and supporting participants’ connections with mentors and job networks.
The selected partner will be responsible for:
Planning and Organization of Events:
a. Organize four outreach events, with two in Phnom Penh, one in Battambang, and one in
Svay Rieng.
b. Each event should target 100 participants, focusing on female students and individuals from disadvantaged backgrounds.
c. Ensure all events are inclusive and accessible, incorporating a GEDSI approach in planning, content, and execution.
Event Design and Content:
a. Develop an approach that highlights career opportunities in STEM/ICT, addressing barriers
specific to women and marginalized groups.
b. Engage participants with interactive sessions, including panel discussions, hands-on activities, and inspirational talks from STEM professionals.
Mentorship and Networking Support:
a. Collaborate with DWD project team to connect participants with a network of mentors in
STEM fields, including professionals and educators.
b. Provide guidance for participants on accessing career pathways, job networks, and further educational opportunities in STEM.
Monitoring and Reporting:
a. Work closely with the project team to design and organize the outreach events.
b. Track and report key metrics, such as participant demographics, engagement levels, and feedback.
c. Attend the meeting with program team to update the plan and progress.
d. Submit a final report summarizing outcomes, challenges, and recommendations for future events.

- Startup Report: A report outlining the implementation plan, including event logistics, content design, and participant outreach strategy.
- Event Execution: Successful execution of four events as described, with at least 100 participants per event.
- Final Report: A comprehensive report detailing participant demographics, event outcomes, lessons learned, and recommendations for future outreach activities.
- The total budget ceiling for this activity is $25,000, covering all costs, including event logistics, materials, staff time, and travel expenses. Payment will be structured based on milestone completion, with specific percentages tied to the Inception Report, event completion, and Final Report submission.
- Proven experience in organizing large-scale educational outreach events, particularly targeting underrepresented groups in STEM.
- Strong understanding of gender equality, disability, and social inclusion principles.
- Experience working in Cambodia or similar contexts with a demonstrated ability to engage local communities.
- Established a network in the STEM/ICT sector with access to mentors, speakers, and professionals.
- Technical Proposal: Outline your unique approaches to this activity, including event organization, participant engagement, GEDSI integration, and mentorship support. (2-3 pages)
- Cost Proposal: Detailed budget (maximum USD $25,000), specifying costs for each event and resource allocation. (2 pages)
- Organizational Capacity: Demonstrate relevant experience and capacity to implement the activity. (1 page)
