OBJECTIVE OF THE POSITION:
The United States Peace Corps Cambodia seeks a permanent Training Manager (TM) based at our office in Phnom Penh to support the work of American Volunteers working in rural areas throughout Cambodia. The TM is a full-time contracted position. The permanent duty station is the Peace Corps office in Phnom Penh, though the position is expected to be the off-site coordinator for training events outside of Phnom Penh.

MAJOR DUTIES AND RESPONSIBILITIES:
Training, Planning, and Development
Peace Corps conducts extensive pre-service training to prepare Volunteers for their technical assignment, as well as various in-service events that provide Volunteers and their Cambodian partners with updated knowledge and skills in technical and other areas. The Training Manager’s duties and responsibilities in the area of planning and development for training events include the following:
- Work with DPT and P&T staff to develop a realistic and creative training strategy and Calendar of
- Training Events (COTE) for Peace Corps Cambodia’s training program. Ensure that each training event has a clear and appropriate training design. Conduct and utilize training needs assessments.
- Assist and support P&T staff in the design and development of fully integrated training competencies across components. Ensure that training activities are designed to help Trainees and Volunteers achieve stated competencies through a variety of learning techniques and that training designs are implemented as defined and planned.
- Work with P&T staff to develop criteria and guidelines for training site and homestay selection.
- Survey potential training site venues, establish positive relationships with local community leaders, and ensure that thorough files on all training sites, facilities, and resources are maintained and updated.
- Identify personnel, technical, and financial resources available for technical, language, and cross- cultural programs and events. Participate in the development of training resources and manuals.
- Understand the training budget and work with Administration on budget control. In cooperation with DPT and Director of Management & Operations (DMO), establish effective and efficient logistical and administrative systems for training events; administer the requests, ordering, and inventory of all training supplies and equipment well in advance of the planned training event.
- In collaboration with the DPT and DMO, and in accordance with U.S. government purchasing regulations, survey and assess training site venues and budgeting requirements.
- Submit requests to DMO for all payments needed at the training site in a timely manner and in accordance with Peace Corps Cambodia procedures; coordinate with Admin staff to organize the distribution of Trainee, host family and special event payments.
Training Management and Administration
Pre-service and in-service training events require effective and solid on-site management and administration in order to ensure the highest quality experiences for Trainees/Volunteers and other participants. The Training Manager’s duties and responsibilities in this area include the following:
- Manage the overall training program and act as director of training events at site. Assist the training staff, DPT, Country Director, DMO, Safety & Security Manager, and Medical Officers with planning, scheduling, and making arrangements for meeting rooms.
- Assist with all logistical work in organizing homestay program events and act as liaison between
- Trainees and their homestay families when necessary. Help maintain complete information and files on host families.
- Maintain an accurate and up-to-date inventory of supplies and equipment throughout training events. Ensure that all supplies and equipment are transported to and from the training site and properly inventoried and returned to the Peace Corps office upon completion of training activities.
- Coordinate with local staff at the training site to ensure the proper maintenance and upkeep of the training facilities: setting up rooms, storing supplies and equipment, cleaning, and identifying and handling the need for repairs.
- Coordinate transportation needs for staff and Trainees/Volunteers, including transportation to and from the airport, to and from the training site, and for excursions and site visits. Make arrangements for special meals during training events.
- Serve as liaison between Peace Corps staff and local government officials and community leaders.
- Ensure that protocol is followed for all activities. Write official memos and thank you letters and maintain positive relationship with all officials.
- Facilitate sessions and activities, as needed, throughout PST and other training events.
- Incorporate and oversee management of online and virtual learning methods including use of Peace Corps’ learning management system and video conferencing such as Zoom and Microsoft Teams.
- Prepare correspondence, reports, and other documents related to program and/or training. Keep accurate and complete records (hard copy and diskette) of all training materials used for each training event. Perform general office work as needed.
Trainee/Volunteer Support
Trainees and Volunteers are provided quality training and ongoing project support that equips them to be self-sufficient and to have a productive and fulfilling experience at site. The Training Manager is a key support and contact person for Trainees and Volunteers. Support duties and responsibilities include the following:
- Provide counseling, advising and support to Trainees and Volunteers in language learning, cross- cultural adaptation, and acquisition of technical skills. Provide support for Trainees’ and Volunteers’ physical needs, health, and safety and security.
- Oversee the assessment and evaluation of Trainees during PST, providing constructive input to PC
- and PST staff and making recommendations of Trainees for Volunteer service.
- In cooperation with programming staff, visit Volunteers in the field to observe directly the results of training and obtain input for future programs.
- Support Trainees and Volunteers as a cross-cultural informant and language coach. Supervise and manage tutorial training for Cambodian language learning by Volunteers. Guide selection of appropriate tutors, assess tutors’ qualifications, and monitor usage of tutors by volunteers.
ROLES AND RESPONSIBILITIES:
The TM reports directly to and is supervised by the Director of Programming and Training. The TM supervises the Training Assistant (TA) and the Language and Cross-Cultural Coordinator (LCCC). During pre-service training (PST), the Training Manager serves as the PST Director full-time at the training site outside of Phnom Penh during the approximately 10-week period of PST.

The TM performs duties at the Peace Corps office in Phnom Penh during a 40-hour work week. The TM is required to relocate to an area outside of Phnom Penh during pre-service training (PST), approximately 10 weeks, each year. During PST, a 48-hour workweek may be required. The TM may be required to work outside of or in addition to normally scheduled hours to support PCVs/PCTs and fulfill other Peace Corps Cambodia requirements. The TM may participate in in-country or out-of- country trainings provided to Peace Corps staff.

REQUIRED QUALIFICATIONS:
- Education: Bachelor’s degree in education, management, business or public administration, international development, social sciences, or a related field
- Prior Work Experience: Minimum 3 years of experience in designing, conducting and evaluating trainings; event management; and/or general program administration
- Language: Fluency in written and spoken Khmer and English
