Established since 1948, ChildFund Korea has been working in South Korea to protect children's rights and help children suffering from poverty and disease, and started global programs to create a World where children are happy since 1997. ChildFund Korea has become a member of ChildFund Alliance since 2002. ChildFund Alliance is a network of 11 child-focused development and humanitarian organizations working in 70 countries around the world.
ChildFund Korea’s Country Office in Cambodia is a registered foreign non-governmental organization under the ministry of Foreign Affairs and International Cooperation (MOFAIC) in July 2024 and will make a partnership agreement with Ministry of Education, Youth and Sport (MOEYS) in September 2024, in order to implement projects in Cambodia which is financed by ChildFund Korea. ChildFund Korea, Cambodia Country Office will have approximately 10 staffs in 2024 and total annual budget is around $1 Million with other non-cash resources.
ChildFund Korea focuses on advocacy activities to protect the rights of all children, strengthen welfare programs based on children’s rights under the UN Convention on the Rights of Children, actively respond to social issues, humanitarian aids, and other critical issues for children such as Education, Public Health, WASH, Climate Change, and strive to ensure children’s rights.
Position Context: Under the Quality Assurance Department, the Senior Program Officer will play a critical role in ensuring the quality and effectiveness of our projects, assisting the Quality Assurance Specialist, enhancing communication and public relations, and supporting resource mobilization efforts. This position requires a strategic thinker with strong leadership skills and a commitment to excellence in program management.
Job purpose: The primary objective of this role is to ensure the successful execution of projects by overseeing quality assurance, fostering effective communication strategy and public relations, and collecting information for grant opportunity which is the mobilization for necessary resources. This position will play a pivotal role in driving project outcomes, enhancing stakeholder relationships, and achieving organizational goals.
In term of means for the fostering the effective communication of the organization, the staff in charge faithfully performs ChildFund Korea public relations and marketing tasks (graphic design and publication) under the management of the Deputy Director and Country Director.
- Actively coordinate with all project partners to establish a shared calendar/schedule for quality check activities enabling everyone to have visibility into scheduling and followed.
- Develop and maintain project documentation, including the quality assurance plans, the project reports, and the lessons learned documentation.
- Assisting the project design and execution on monitoring and evaluation.
- Assisting in developing partner performance tracking tools and tracking project quality assurance.
- Tracking project timeline and milestones.
- Assisting in developing case study and lesson learned.
- Coordinating logistics for conducting quality improvement activities of the project.
- Develop a communication strategy for the country office.
- Share CFK's news and events on social media.
- Create promotional materials for CFK including but not limited to leaflet, brochure, movie clip.
- Manage communications with advertising agencies.
- Manage & screen BI/CI from all external/official documents, Finalization of PPT & official Documents (which needs high quality of design)
- Take photos and manage archives of photos in accordance with projects/issues
- Monitor and compile information on grant opportunities from Global ODA organizations including but on limited to USAID, WFP, EU, Embassies, KOICA, JICA, etc., and regularly update to leadership to assess feasibility of developing strategic projects in alignment with organizational goals.
- Candidates with degrees in Development Studies, International Relations, Social Sciences, or Public Policy with additional qualifications or proven experience in communications, media, social marketing, or design.
- A bachelor degree in Marketing, Graphic Design or Public Relations, or a related field, with demonstrated experience or coursework in development studies, project management, statistics, or other relevant social science disciplines.
- Knowledge of how marketing strategies, visual communications, and public relations techniques can be applied in the context of development programs, particularly in areas like community engagement, social awareness campaigns, and non-profit sector communication
- Knowledge (or experience) in a specific sector of humanitarian development such as child protection, health, food security, shelter, water, and sanitation and hygiene, etc.
- Proficiency with computer software commonly associated with, M&E and research (Excel, SPSS, EPI Info, and other research specific software package).
- At least 5-7 years of experience in designing, monitoring and evaluation with an international NGO, with demonstrated ability in program design, monitoring and evaluation in the context of humanitarian and development organizations
- Management of multimedia of NGO or company
- Ability to build and maintain effective relationships with internal stakeholders, external partners, and relevant local authorities.
- Proficiency in spoken and (Upper-intermediate) written English and Khmer
- At least intermediate level of Korean language reading skill is required.
- Proficiency with computer software in graphic design tools (at least Photoshop is required, Video production software (e.g. Premiere Pro) is preferred)
- Intermediate level of camera handling skills for still-cut, recording and fixing
