SCOPE OF PURCHASE
Qualified tender offers (bids) are sought from competent consultant to assess the efficiency of the current EWS1294’s multi-channel communication approach, focusing on SMS broadcasting and other information dissemination channels such as IVR, radio station, telegram groups and loudspeaker. The consultancy aims to understand the prefer communication channels to receive the alert. The consultancy shall look at current multi-channel approach, identifying which current channels are efficient, to which target group(s), as well as what other channels could be added and what synergies among the different channels shall be used to increase the reach of the system.
Specific Objectives:
- To understand the impact of the EWS System's multi-channel communication approach, by assessing the reaction of the recipients once they have received the alert message from the 1294 system. This assessment should examine how the target communities, including those with diverse backgrounds, responded to the alerts delivered through various communication channels. It is important to gather feedback on the timeliness, clarity, and accessibility of the alert messages to determine the overall effectiveness of the multi-channel approach.
- To assess the impact of other information dissemination channels such as IVR, radio station, loudspeakers, etc. used by NCDM for alert delivery.
- To identify the most effective communication channels based on target communities’ characteristics and needs.
- To determine the inclusivity of the EWS system to diverse populations in terms of gender and disability. Additionally, understand the barriers that prevent vulnerable groups (to be defined during the inception stage) from subscribing to the system.
- To recommend additional dissemination channels that could be incorporated in the future.
- To draft the communication strategy and prepare communication materials targeting vulnerable groups to be defined during the inception stage
INSTRUCTIONS FOR THE PROCESSING THE BID
Offer must remain valid for the period of no less than 60 days from the date of closing unless withdrawn in writing before the close of offers.
Electronic bids have to be submitted via email:
- Email should be addressed to procurement.cambodia@peopleinneed.net.
- The subject of the email should be “(KHMC000356)/‘Bidder Name’/‘Date’’.
- All attached documents should be clearly labelled so it is clear to understand what each file relates to.
- Emails should not exceed 15 MB – if the file sizes are large, please split the submission into two emails or more.
- Do not copy other PIN email addresses into the email when you submit it as this will invalidate your bid.
Physical bids have to be submitted:
- Bids should be submitted in a single sealed envelope addressed.
- The envelope should clearly indicate the Invitation to bid reference number KHMC000356 / Do not open before (insert deadline for bid submission), but contain no other details relating to the bid or the bidder name.
- All supporting documentation should be labelled and grouped together (individual envelopes, stapled etc), and then included in a single sealed envelope as per the above.
- In case of two-envelopes method, each envelope must be sealed separately and
Bids received after the closing date & time will not be considered.
