GIZ is a Federally Owned Enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.
Social protection is a fundamental human right and an important instrument in the fight against poverty and inequality. Recent global challenges, including the COVID-19 pandemic, escalating climate crises, and food insecurity, have underscored the critical role of social protection in safeguarding individuals and societies. The 2030 Agenda, encapsulated in Sustainable Development Goal 1 (SDG 1), envisions universal access to social protection systems by 2030. Despite growing awareness of its importance, over half of the world's population still lacks any form of social protection.
In response, Germany supports the development of universal, inclusive, and adaptive social protection systems. During the 2022 German Presidency of the G7, development ministers committed to extending access to social protection to an additional one billion people worldwide by 2025, aligning this effort with a just transition to green, carbon-neutral economies. Furthermore, Germany advocates for enhanced coordination among bilateral, multilateral, and national actors to accelerate progress toward universal social protection.
To achieve these objectives, the 'Global Alliances for Social Protection' (GASP) program, implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), promotes collaboration with various national, multilateral and international partners to advance the implementation of social protection initiatives at global and national levels. The programme operates within five key areas:
1. The development of digital public goods for health and social protection;
2. Standard setting for greater interoperability in digital social protection;
3. Improving financing for adaptive social protection;
4. Enhancing cooperation between bi- and multilateral actors; and
5. Strengthening country leadership and ownership for social protection reforms.
GIZ intends to seek a Cambodian resident consultant(s)/a locally registered consulting firm to award the services/ works described in the enclosed Terms of Reference (ToR).

Offers must be sent in separate PDF files (duly identified as technical offer and financial offer (please don’t mix up a financial price in a technical proposal)) to the email address: kh_quotation@giz.de, with the subject:
Offer No. 83474826– For preparation and implementation of the Lead the Change for Social Protection Programme
until 23:59 on 27.10.2024 (offers sent after this date will be automatically disqualified). If more than one offer is received from a bidder in response to a tender, only the most recently submitted offer will be considered.
The default size of e-mails is limited to 30 MB. Above that, GIZ's email servers refuse the message and its attachments. If necessary, send more than one e-mail.
In case of bigger files, it is possible to transfer the file via GIZ’s File transfer service: https://filetransfer.giz.de. GIZ accepts only this specific file transfer solution for submission of documents exceeding the default mail size of 30 MB.
Non-compliance may result in your bid not being considered.
The bids received shall be evaluated by GIZ regarding their technical content (70%) and by their commercial aspects (30%) whereupon the bidders shall be ranked. Contractual negotiations are generally commenced with the first bidder on the list. Should these negotiations not be successful, the second bidder on the list shall be invited to commence negotiations.
GIZ is not responsible for the failure of electronic delivery of e-mail messages to the address provided, either for technological problems on the part of GIZ or the candidate.
This invitation to tender is in no way binding on GIZ. The GIZ’s contractual obligation commences only upon signature of the contract with the successful Tenderer.
Up to the point of signature, GIZ may either abandon the procurement or cancel the award procedure, without the candidates or tenderers being entitled to claim any compensation.
All costs incurred in preparing and submitting tenders are borne by the tenderers and cannot be reimbursed.
All tenderers will be informed in writing of the results of this tender process. Planned schedule for the rest of the procurement procedure:
- Deadline of bid submission: 27.10.2024
- Contract award and information about the result of the evaluation: 05.11.2024
- Commencement of service delivery: 13.11.2024
NB: NGOs wishing to join this tender must have a valid business certificate (Patent) showing that they can provide commercial services to the public.
For local consulting firm registered officially in Cambodia, please also attach a business license, Tax certificate and Patent. The offer is net and subject to value-added tax (VAT) according to the Cambodian Tax Law.
For Cambodian resident consultant as a Cambodian or foreigner, if they are a foreigner, please also attach your EB Visa, Work Permit and proof of legal resident in Cambodia. The offer is gross inclusive of Withholding Tax 15%. The withheld amount will be paid to the tax authority by the GIZ to comply with all the given requirements.
