Role Purpose / Summary
UWS Cambodia has exciting plans to grow our impact and reach. This position will be responsible for identifying and leading program development and priorities for UWS Cambodia, as well as assuring the quality of ongoing projects to raise the profile of UWS Cambodia at national and regional levels, including building strong relationships with the education arms of governmental bodies. The position is a member of the Senior Management Team (SMT) and will work closely with the Country Director (CD), Program Funding Manager, and relevant program team members to grow UWS’ funding portfolio while ensuring the quality of program design and implementation, in line with strategic priorities and technical standards.

The Senior Programme Manager is responsible for providing hands-on technical programme support to the programmes team in the areas of programme design and development, monitoring and evaluation, communications, and reporting. He/She will lead regular analysis of funding opportunities and program performance data to strengthen results-based management and decision-making. This includes ensuring that programme data and information are collected in a timely manner in collaboration with the MEAL team. Additionally, this role will lead the implementation of UWS Global’s newly developed 2030 programmes strategy for UWS Cambodia, ensuring it is locally relevant and impactful.

Annual Basic Salary:    16,800-19,200 USD

KEY TASKS AND RESPONSIBILITIES
Programme Management and Quality Assurance
  • Lead the annual program planning and strategy direction for the entire UWS Cambodia country programme, leveraging the expertise and knowledge of the full programmes team to ensure comprehensive and effective planning.
  • Ensure that all program-related activities are executed on time, within scope, and according to the plan, while aligning with the Theory of Change (ToC) and meeting Key Performance Indicators (KPIs).
  • Collaborate closely with managers and program technical leads to establish the annual program work plan and develop a clear implementation and monitoring strategy.
  • Conduct regular meetings with the Programme Managers to monitor progress, ensure timely completion of activities, and provide support to keep programs on track when issues arise or changes occur during implementation.
  • Provide expert input and review of programme budgets, working closely with the Finance and Operation Manager and Program Managers to ensure a comprehensive understanding and management of complex program finances.
  • Set benchmarks for program quality, ensuring that all activities meet or exceed these standards. Regularly evaluate program performance against these benchmarks, implementing corrective actions and continuous improvements as needed to uphold the highest levels of quality and effectiveness.
  • Work closely with the global team (Program, Finance, Fundraising) to
  • provide program progress updates and implement technical guidance in line with global standards.
  • Reviews monthly financial expenditure reports with program managers and initiate corrective action as required.
  • Implement successful intervention strategies as needed and escalate significant concerns to the Country Director where appropriate.

Strategic relationship building, Stakeholder Management and Fundraising
  • Support the Country Director in maintaining existing and  developing new positive relationships with all stakeholders including
  • relevant ministries, partner organizations, private sectors and networks
  • Keep the network, partners, and government counterparts informed about the organization’s programs and initiatives, ensuring timely and effective communication.
  • Lead the development of strategic partnerships and provide ongoing support to local partners and government entities.
  • Collaborate closely with the Advocacy and Partnership Manager to participate in regular meetings with potential stakeholders, partners, and local authorities, aiming to promote programs and strengthen relationships.
  • Work with the Program Funding Manger and Country Director to develop partnership and positioning strategies based on mapped donor priorities, making sure to match leads with country program objectives.
  • Co-lead with program funding manager and fund-raising team the development of high-quality concept notes, proposals and budgets development for institutional donors and other major funding agencies and ensure adherence to specific donor requirements, and organizational and technical standards.

Program and Strategy Development:
  • Assist the Country Director in developing and refining UWS Cambodia's program strategies and direction for effective program implementation.
  • Research, develop, and propose ideas for expanding programs into new geographical or thematic areas, including conducting site assessments to inform these expansions.
  • Work in collaboration with program managers and relevant team members to develop program and systems for the organization.
  • Coordinate and prepare the design of new programs in close collaboration with program managers, under the Country Director’s guidance.

  • Provide guidance and support to project staff, fostering a culture of collaboration, learning, and accountability.
  • Conduct training sessions and workshops to enhance the capacity of local staff and partners in project management and educational methodologies.

EXPERIENCE, KNOWLEDGE AND COMPETENCIES ESSENTIAL
  • An extensive track record of successfully managing large and complex projects and programmes that include system and process change
  • Demonstrated expertise in funding management, including budgeting, financial oversight, and grant management.
  • Proven experience in project design, implementation, and monitoring, including familiarity with MEAL systems.
  • Strong understanding of educational policy in Cambodia and experience in navigating the national and regional policy landscape.
  • In-depth knowledge of programme and project management practices and standards, particularly with education programmes in Cambodia
  • Established track record in building and maintaining relationships with national and regional government stakeholders.
  • Strong interpersonal skills, including the ability to negotiate/mediate; to facilitate the resolution of conflicting business requirements
  • Excellent understanding of business complexity and project interdependencies
  • Highly developed organisational awareness and ability to understand any sensitivities within a complex multi-stakeholder structure; and think creatively and strategically to overcome obstacles to cooperation and progress
  • A proven ability to deliver projects on time / on budget, using project management processes and tools including risk management, benefits management, financial management and quality assurance
  • Proficiency in IT packages and grant management systems
  • Highly organised and resilient
  • Exceptional English writing skills, with the ability to tailor complex technical content into a compelling and accessible case for support for different audiences
  • Excellent attention to detail
  • Experience in leading and managing teams effectively.
  • Excellent communication and teamwork skills, with the ability to engage effectively with a range of stakeholders

DESIRABLE
  • Proven fundraising experience with a history of securing and managing significant funding from diverse sources.
  • Experience in working in rural areas education in Cambodia.
  • Experience working with a global NGO, including communicating and influencing global strategies.
  • Experience  of  remote  project  management,  with  the  ability  to  work effectively across cultures and geographies
  • High quality research and analytical skills
  • Ability to travel in long distance and interest to work in rural community
  • Proficient in the development and use of theories of change and logical frameworks.
