Purpose:    The Program Manager (PM) is a vital member of the Senior Management Team (SMT), playing a crucial role in executing CRC-Cambodia’s Strategic Plan and providing overall
leadership to the program. This role holds overarching responsibility for the strategic
direction and quality implementation of CRC-Cambodia’s program portfolio.

As part of a Child Rights Coalition and membership organization, the Program Manager is fully committed to the well-being of children, upholding the principles of the Convention on the Rights of the Child, and maintaining a zero-tolerance policy toward child abuse.

Dimensions of the Position:
The position is responsible for ensuring the overall integrity and coherence of the program. The Program Manager will oversee a diverse range of programs, ensuring the successful delivery and overall achievement of each one. This role involves supervising managers, reporting on progress and performance to senior management, and cultivating an environment that supports the success of individual projects—often through an effective program management office. Additionally, the position requires compliance with donors' requirements and conditions, as well as alignment with CRC-Cambodia’s Strategic Plan.
Responsibilities and Accountabilities of the Position:
  • Program Implementation: Hold overall accountability for the effective execution of CRC-Cambodia programs/projects, including direct line management of Program Managers and team members.
  • Leadership and Strategic Guidance: Provide leadership and strategic direction to the program team, ensuring quality assurance, effective implementation planning, budgeting, monitoring, reporting, and compliance with CRC-Cambodia’s standards.
  • Budget Management: Serve as the primary budget holder for the program portfolio, delegating responsibilities as per the Delegated Authority.
  • Geographic Presence Strategy: Lead the development and execution of CRC-Cambodia’s geographic presence strategy to ensure that resources are effectively deployed to reach the most vulnerable children.
  • Resource Allocation: Ensure that programs and field offices are adequately resourced with the necessary personnel, expertise, equipment, and facilities to achieve timely, budget-conscious, and high-quality results.
  • Compliance: Ensure that all programs/projects comply with CRC-Cambodia’s quality standards and operational procedures.
  • Utilization of Expertise: Ensure the effective use of Technical Expertise and program quality resources within the Program Office.
  • Program Design: Support the design of cost-effective, innovative, and high-quality programs, ensuring the active engagement of Managers, Coordinators, and Officers in the process.
  • Operational Decision-Making: Guide critical operational decisions during program design, focusing on geographic targeting, partner selection, implementation mechanisms, budget development, program integration, and risk management.
  • Monitoring, Evaluation, Accountability, and Learning (MEAL): Ensure that MEAL processes align with program objectives and are embedded across implementation, including quality benchmarks, feedback mechanisms, and documentation of program learning.
  • MEAL Plan Implementation: Ensure that all projects develop and implement their MEAL plans, including monitoring, assessments, research, and case studies, in alignment with grant commitmentsand CRC-Cambodia standards.
  • Continuous Learning: Promote a culture of continuous learning and knowledge sharing across the program team and partner organizations to enhance program impact and drive broader change.
  • External Representation: Represent CRC-Cambodia externally, coordinating with government ministries, local authorities, donors, CSOs, members, and partners, in collaboration with the ExecutiveDirector and SMT.
  • Government Relations: Ensure the program team maintains positive and professional relationships with the Royal Government of Cambodia, proactively resolving issues as they arise.
  • Partnership Management: Ensure clear expectations, roles, and responsibilities in partnerships, and address challenges constructively.
  • Risk Management: Provide guidance to prevent and mitigate risks in project design, implementation, and operations, with particular attention to child and young safeguarding, safety, security, fraud prevention, and harassment.
  • Cross-Departmental Collaboration: Foster positive working relationships across departments.
  • Team Performance: Promote accountability and high performance within the team, encouraging a culture of learning, creativity, and innovation.
  • Capacity Development: Support staff capacity development through coaching, mentoring, and performance management.
  • Performance Management: Manage the program team's performance using the Performance Development Management, addressing and documenting underperformance with appropriate improvement plans.
  • Child and Young Safeguarding: Assist the Executive Director and SMT in leading and monitoring the implementation of the Child and Young Safeguarding Policy.
  • Financial Oversight: Initiate additional activities and interventions to address financial gaps or issues as they arise.

Qualifications of this position
Education
  • A Master's degree in Development Studies, Business Administration, or a related field, or an equivalent level of experience.

Behaviours, Experiences, and Skills
  • A minimum of 4-6 years of management experience in an NGO environment, with at least 3 years at the Senior Management level.
  • Strong project management skills, including planning, monitoring and evaluation, reporting, and financial management.
  • Solid understanding of development issues, with familiarity in program approaches related to Child Rights, Education, Child Protection, Child Participation, Health,
  • Governance, Livelihoods, and Skills Development.
  • Proven experience as a Program Manager or in a similar managerial role.
  • Comprehensive knowledge of project/program management techniques & methods.
  • Strong ability to build and maintain effective relationships with team members, colleagues, members, external partners, and supporters.
  • Expertise in performance evaluation techniques and key metrics.
  • Excellent knowledge of data analysis, reporting, and budgeting.
  • An analytical mindset with strong problem-solving abilities.
  • Exceptional communication, interpersonal, and leadership skills.
  • Values diversity, seeing it as a source of competitive strength; approachable, a good listener, and easy to talk to.
  • Demonstrates initiative, commitment, self-motivation, and the ability to work independently or in a team.
  • Sufficient seniority and credibility to advise project teams on their projects in relation to program objectives, budgeting, and resource allocation.

  • Proven ability to lead, motivate, and influence others.
  • Demonstrated capacity to build and maintain effective partnerships with local and national governments, civil society actors, and other stakeholders.
  • Proficient in MS Office and program management software.

Languages    
  • Proficiency in English, both spoken and written.
