The Cooperation Committee for Cambodia (CCC) is the leading and longest-established membership organization for domestic and foreign NGOs in Cambodia. Since 1990, CCC has been working to strengthen the cooperation, accountability and development effectiveness of civil society organizations in Cambodia, and to promote inclusive partnership between government, civil society organizations, development partners, and private sector for sustainable development in Cambodia.

Report to    :    Head of Program
Contract length    :    Three Years Fixed Contract with Renewal to UDC.
Salary Range    :    1400 to 1550 USD and other benefits

The PLA Manager will work under direct supervision of the Head of Program and contribute to achieve the first outcome “Partnership and collaboration for advocacy and monitoring among different actors at the national and sub-national levels”. S/he will work closely with other team members for day-to-day implementation of the components’ activities to specifically ensure the desired achievements of better CSOs’ space for inclusive participation in development, monitor and advocate for legal compliance frameworks and relevant policies affecting CSOs, and improve the engagement on business due diligence. She/he is a member of CCC management team, providing leadership direction and daily management to reach the outcomes and key indicators of the component.

Major Responsibility Areas:

  • Coordinate  consultant  conduct  research studies  related  to  the  enabling  environment  and inclusive partnership of civil society in Cambodia
  • Participate in the regular meeting with CSOs, CSOs and the government technical working group
  • Develop advocacy strategy for PLA component and CCC to enlarge the space for CSOs
  • Assist CSOs to develop CSO’s strategies for implementation to address significant gaps related to the enabling environment
  • Train and assist CSOs for better compliance with legal frameworks
  • Coordinate CSOs in monitoring and documenting the implementation of legal frameworks
  • Facilitate multi-stakeholder partnership meeting (CSOs, the government, and development partners) for compliance and reforms of key legal framework
  • Track and monitor the implementation of policies affecting CSOs
  • Raise awareness among CSOs about policies which affect them
  • Coordinate the activities and voices of CSOs so that their collective inputs can effectively advocate for reform of the policies affecting them
  • Recruit and provide capacity strengthening to SDGs Youth Ambassadors
  • Promote the engagement of CCC in the global and regional networks with alignment to SDGs
  • Identify needs of CSOs and key stakeholders on business due diligence
  • Raise awareness among CSOs and key stakeholders on business due diligence
  • Coordinate CSOs and key stakeholders to voice out their collective inputs and monitor policy implementation on business due diligence
  • Coordinate and facilitate multistakeholder partnership meetings on business due diligence


Leadership and management

  • Provide  support  to  PLA  Specialists  and  team  members  to  implement  the  legal compliance framework and policy advocacy to improve the space for CSOs
  • Support team member to facilitate and advocate dialogue platforms with different stakeholders including CBO, provincial NGO networks, CCC NGO members, development partners, government official, private sector, etc.
  • Develop annual operational plan for the component
  • Contribute to the proposal development and fundraising
  • Produce  donor  narrative  reports,  component  progress  reports  and  ensure  sound financial management for the component
  • Oversight of result-based planning, budgeting, implementation and monitoring tools
  • Other tasks as assigned by the Head of Program


Impact of Results:
The PLA Manager will be solely responsible for achieving outcome 1 “Specific Objective 1: Partnership and collaboration for advocacy and monitoring among different actors at the national and sub-national levels”. While s/he is responsible for ensuring the achievement of the following expected results:

  • 6 mechanisms or platforms for multi-stakeholders or different actors at the national and sub- national levels are regularly engaged with CSOs
  • 40% CSOs’ inputs on legal frameworks are addressed by decision-makers and other stakeholders at the national and subnational levels
  • 40%  of  CSOs’  inputs  on  key  relevant  policies  are  addressed  by  decision-makers  and  other stakeholders at the national and sub-national levels
  • 25% of CSOs’ inputs on legal frameworks and policies related to business and due diligence are addressed by decision-makers and other stakeholders at the national and sub-national levels


The PLA Manager will contribute to the following objectives of CCC:
1.    Partnership and collaboration for advocacy and monitoring among different actors at the national and sub-national levels;
2.    Voice and representative of CSO networks are strengthened; and
3.    CSO resource hub at the national and sub-national levels is functional and responded to the needs of CSO.

  • Knowledge on legal frameworks and development policies: including law on Association and NGOs, Tax Law, Labor Law, SDGs, CSDGs, NSDP, and sub-national policies.
  • Job Expertise: Performs day-to-day tasks in a professional manner; facilitates participatory processes in decision making; coordinates with a wide range of stakeholders; develops and writes funding proposals and effectively and efficiently assists to manage the Component.


Qualifications Requirements:

Education:

  • Master’s degree in law, public policy, or development.


Experience:

  • Minimum 7 years of relevant experience in program management and or related field
  • Experience in facilitating multi-stakeholder dialogue or workshops
  • Experience in conduct or facilitate legal analysis
  • Experience in collecting and consolidating inputs and feedback from NGOs and CSOs
  • Experience in conducting survey/research in the context of NGO sector
  • Experience in advocacy, legal and policies development
  • Good knowledge in governance within NGOs sector is a plus
  • Experience and knowledge in conflict resolution is a plus


Language Requirements:

  • Fluency in English and Khmer
