National Procurement Consultant (Package Number: SDF-CS-09)
I. Background
1. The Royal Government of Cambodia (RGC) has received financing from the World Bank (WB) to implement the Skills for Better Jobs project (SfBJ). The SfBJ will be implemented by the Ministry of Labour and Vocational Training (MLVT) as the Executing Agency (EA) which will take the overall responsibility for the project implementation and coordination and mainly focus on the Component 1, 2 and 4.1. Moreover, the Skills Development Fund (SDF) is as the Implementing Agency (IA) which will have one Project Implementation Unit (PIU) to cover the component 3 and sub-component 4.2.
2. The objective of the project is to enhance the quality and relevance of skills among Cambodia’s upcoming and existing workforce, and in case of an Eligible Crisis or Emergency, respond promptly and effectively to it.
3. The project will comprise five components: (a) Strengthening TVET to upskill and respond to industry needs; (b) Information and orientation for better jobs; (c) Supporting sector associations and expanding skills development; (d) Project management and monitoring; and
(e) Contingent emergency response (CERC).
II. Objective of the assignment
The selected consultant is expected to provide professional and expert support in the area of procurement to the WB SDF PIU of MEF to ensure the successful and timely implementation and completion of SDF financial related activities. The selected consultant shall at all times observe the highest standard of professional ethics and integrity and promote a results-oriented approach in the area of his responsibility and accountability.
III. Scope of Service
The Procurement Consultant will assist SDF PIU to implement procurement and delivery of goods, works, and consulting services under component 3 and Sub-component 4.2 in accordance with Procurement Regulations and procedures as indicated in the Government Procurement Management Manual, Standard Operations Procedure (updated SOP) and the WB's Procurement Regulations. The key tasks include:
1. Assist SDF PIU to ensure that the approved procurement plan is implemented as planned and the procurement plan is updated regularly;
2. Assist SDF PIU to update procurement plan on the Systematic Tracking of Exchanges in Procurement (STEP) a regular basis, including uploading the procurement related documents in the STEP timely and completely;
3. Assist SDF PIU to prepare necessary procurement documentation for the project related to goods, works and consulting services including bid advertisement/request quotation, bidding documents, evaluation reports, term of reference, minutes of contract negotiations, draft contract of individual consultants, consulting firms, and goods packages in accordance with provisions of the SOP and the World Bank's Procurement Regulations for submission to the procurement review committees;
4. Arrange to prepare the clarifications to the bidders and the complainants, opening of bid and other sorts of meeting related to the procurement;
5. Assist SDF PIU to prepare the minutes of bid opening and bid evaluation report with recommendations for the award of contract of goods and works and management of contracts with the suppliers and consultants to ensure that contracts implementation is in accordance with the provisions of the approved contracts;
6. Monitor the timeliness of the procurement and delivery of goods, works, and consulting services in accordance with the approved Procurement Plan and the Project Implementation Action Plan;
7. Assist SDF PIU an updating inventory list of equipment under the project;
8. Ensure that an effective filing/record keeping system is established for all procurement activities, and maintain contracts and update key procurement information on all contracts procured under the project;
9. Assist SDF PIU in regular reviews of the procurement system (STEP and MS Excel spreadsheet). Identify gaps and shortcomings in the system;
10. Support and provide on the job training and organize procurement training workshop to the assigned PIU staffs responsible for procurement and contract administration to build their capacity and enable them to carry out procurement activities independently and effectively by the end of the consulting assignment. Prepare the quarterly training progress report for IA and WB;
11. Recommend specific improvements for increasing efficiency, transparency and accountability in the administration, management and monitoring of procurement within the Project;
12. Prepare end-of-assignment reports for submission to the SDF PIU; and
13. Perform other tasks assigned by the SDF PIU..
IV. Minimum Qualifications and Experience Requirements
The consultant is expected to work well in a teams and have a strong drive for results with the following qualifications:
• At least a bachelor’s degree in Management, Commerce, Business Administration
/Logistic, or other related fields;
• At least 5 years of professional working experience in procurement of goods; works and consultant services with projects financed by World Bank, ADB or other international financial institutions;
• Strong experience and knowledge of procurement procedures of the Royal Government of Cambodia’s Standard Procurement Manual and development partners;
• Previous working experience with projects financed by the World Bank, ADB, or other international development organizations, preparation of procurement related documents
(i.e. bidding documents, evaluation report, and contract knowledge of the government and WB's Procurement Regulations and procedures as indicated in the Government updated SOP and the WB's Procurement Regulations);
• Demonstrated analytical and problem solving and negotiating skills with the ability to balance programme objectives and procurement requirements;
• Good command of English and Khmer in both speaking and writing.
V. Contract Duration and Reporting Arrangements
The duration of the contract for the PC is 12 months on full time based and 12 months on intermittent time based from the contract start date and subjected to the annual assessment of the consultant performance, availability of funds and the needs for the project.
The payment to the consultant's services will be in the form of time-based contract and the consultant must submit the timesheet, bill of claim, and summary of deliverables/outputs.
The consultant will work under the direction of the Project Director/Manager, and Manager of Division and working in close collaboration with other SDF PIU team members. The Procurement Consultant will work to ensure all tasks related to implementation activities for the SDF.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
