Position: KH-MPWT-10-CS-INDV-RCIP/National Gender Specialist (NGS) Duration: 26 months over 3 years (Intermittence)

The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance receives financing from the World Bank toward the cost of the Road Connectivity Improvement Project (RCIP), and intends to apply part of the proceeds for Consulting Services. The Ministry of Public Works and Transport is the Executive Agency.
The objective of the assignment is to assist the MPWT in delivering to MPWT’s, RAMPII-AF’s and RCIP’s Gender Mainstream Action Plan, assisting the RCIP and RAMP-IIAF to establish a ‘Gender-Based Violence (GBV) and Violence against Children (VAC), and Gender Compliance Team’ (GCT), and leading the GCT in implementation of the GBV and VAC.
The NGS will support the GCT to supervise the gender activities to ensure that the IDA’s strategy to combat the GBV and VAC are well implemented and achieved; build capacity of the SEO/EA’s gender focal points, and ensure leverage full impact of the Gender activities to Project’s beneficiaries especially women.
It is estimated that the services will require about 26 months over 3 years (intermittence). The detailed Terms of Reference (TOR) for the assignment can be found at the following website:

The MPWT now invites eligible individual Consultants to indicate their interest in providing the consulting services. In order to qualify for this position, the candidates shall meet the following minimum requirements:
1) At least Bachelor degree in social sciences, development studies, gender or a related discipline,
2) At least five (5) years general experience in gender, labour standards, consultation and participation related work, preferably in the context of transport and road maintenance in Cambodia, and
3) At least two (2) of relevant experience with the female labour and gender aspects;
4) Be familiar with policies and practices in Cambodia under multilateral-funded projects such as IDA, ADB…etc., and shall be fluently spoking and writing in English.
The attention of interested Consultants is drawn to section III, paragraphs, 3. 14, 3. 16, and 3. 17 of the World Bank’s Procurement Regulations for IPF Borrowers” July 2016 setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the selection of Individual Consultant method set out in the World Bank Procurement Regulations for IPF Borrowers, July 2016.
