AQUABIOS (Aquaculture, Biodiversity, Health) is a team made up of researchers and engineers from IRD and CIRAD. The team conducts research in the field of sustainable sciences for the development of tropical aquaculture, biodiversity and environmental animal health.
In Cambodia, the EISACAM project brings together eleven French, European and international scientific and technical partners, in addition to local partners, in a consortium led by the IRD. In response to the terms of reference of the project's call for tenders, the objectives are to promote research in the field of sustainable aquaculture in Cambodia, particularly in various technical and study areas: domestication, quantitative genetics, feeding, good aquaculture practices, human nutrition and other scientific areas and activities related to sustainable aquaculture and its role in the country. The diversity of the topics covered the number of experts involved and the size of the project (require a very high level of managerial involvement and coordination, particularly for day- to-day relations with local players.

JOB DESCRIPTION
Mission The Employee reports to the IRD Representative in Cambodia and to Mr Domenico CARUSO, EISACam IT1 Project Manager, who is responsible for coordinating and carrying out, in a multi-skilled manner and with relative autonomy, the Financial Coordinator activities required for the smooth running of the EISACam IT1 project.
Reporting:
Prepare and submit Financial reports to stakeholders. Maintain accurate Financial records and documentation. Comply with Project Administrative Manual (PAM).
Closeout:
Ensure valid Chart of Accounts and activity.
Ensure payment has been made within the AWPB without double payment. Ensure relevant Financial supporting documents have been attached to the payment voucher.
Training
Master's degree in Business Administration (MBA), major in Finance, Accounting, and/or related fields.
Skills
Strong experience in Finance, Budgeting, Accounting, Payroll, Procurement, and/or Administration.
Previous international experience in Finance, Budgeting, and/or Administration would be advantageous.
Sound experience in payroll processing, including knowledge of required supporting documents and workflows.

- Manage all aspects of Financial Management including:
- Planning

- Assist in preparation of Annual Work Plan and Budget (AWPB).
- Monitor Performance Reports, AWPB vs Expenditures.
- Prepare financial reports monthly, quarterly, and annually.
- Ensure completion of supporting documentation, Chart of Accounts (COA), available of budget, in line with rule and regulation.
- Book expenditures based on AWPB and CoA.
- Update and maintain asset lists, including physical inventory counts.
- Validate discrepancies between financial reports and asset lists.
- Ensure all payments have complete supporting documentation.
- Coordinate with auditing firm for project audits.
- Act as focal person for project audits.
- Undertake other relevant tasks related to financial management, accounting, and administration as required.
- Maintain and prepare Project Accounts Activities.
- Ensure financial management and accounting comply with internal manuals, guidelines, Standard Operating Procedure (SOP), Financial Management Manual (FMM) provisions.
- Coordinate with relevant personnel on progress of AWPB.
- Prepare consolidated monthly, quarterly, and annual financial reports.
- Prepare necessary financial documents and coordinate auditing with external firms.
- Perform tasks related to financial management, accounting, administration, payroll, and related areas.
- Perform other duties as required.

Job environment
- Local employment in accordance with Cambodian laws and standards. The employee is required to work not over 8 hours a day or 48 hours and 22 days.
