The Workers’ Information Center (WIC) is a women garment workers-based association, registered with the Ministry of Interior (MOI) since 2009. WIC aims to empower women workers to claim their rights and to improve the status of women in society. WIC participates an alliance called United Sisterhood Alliance (Us) with other sister organisations: The Messenger Band (MB), Women’s Network for Unity (WNU), Social Action for Community and Development Organisation (SACD).

The Finance Officer (FO) is a senior WIC staff and is accountable to the WIC Director. The Finance Officer will work in close collaboration with finance team of the United Sisterhood Alliance.
The Finance Officer is also required to work in close collaboration with finance team of the United Sisterhood Alliance to ensure the administration of the funding and office running smoothly, this is another core requirement and added value as joining the United Sisterhood Alliance.
General duties include:
- BE proactive on reviewing, implementing and maintaining the systems and internal controls in order to provide appropriate levels of security over the projects’ resources and operations and to ensure acceptable audit risk standards. This includes the implementation of policies and procedures stated in the Worker Information Center Finance Manual and donor’s requirements and the Laws of Cambodia.
- Provide overall supporting to strategic financial management and actively participate in resource development in cooperation with Director and Management Team of WIC and Us.
- Perform monthly cash count, which is being managed by the Accountant.
- Maintain records of all project expenditure and ensure that the expenditure follows policy and procedures of the organization.
- Ensure regular reconciliation of expenditures to cash at bank values.
- Prepare budget planning accordingly the team action planning with following the master plan of WIC and ready to make budget/planning adjustments
- Monitor Funding, Reporting comply with the term and condition of its funding partners and ensure the time manners
- Provide regular reports of WIC to donors, and director and the Boards.
- Provide budget analysis, and consultations to the Director and Staff of WIC on the status of funding and updating
- Review financial reports and provide commentary to all interested parties on key issue and strategic implications.
- Preparation of annual office operating cost budgets and assist in the preparation of operational plans, including ensuring adequate resources for project implementation and administrative support
- Supervise the maintenance of accounting systems, QuickBooks data, and the presentation of financial data for both internal managerial purposes and external reporting requirements, including providing accurate and timely financial reports.
- Liaise effectively with Management Team, Us Liaison Officer, funding partners and other NGOs in relationship with Worker’s Information Center.
- Ensure and ready to support the team work, get yourself trained and developed for further financial implementation and improvement.
- Prepare reports for auditing, report to ACAR and prepare for Tax on Annual Income.
- Explore ways to optimize operating costs without compromising program quality.
- Prepare the staff contract based on time manner and ensure the maintenance of compensation and benefits procedures within the limits of established standards, guidelines and policies of WIC and Cambodia Labor Law, with closed collaboration with director and administrator
- Prepare letters, MoU, Memo as necessary required by the NGOs partners, funding partners and requested by WIC team members, director and the board of director.
- Participate team meeting regularly to ensure the well understanding on WIC programme implementation and its progress in order to support the teamwork for better achievement of WIC work.
- Participate in Us meeting as necessary
- Have to take rotation duty on notes taking of the meetings, as an obligation to everyone at WIC and Us.

- Supervise to Administrator and Accountant to ensure the administration and accounting are proper performed and well managed according to the time manner and the accounting standard.
- Monitor the performance of on the administrative and procedure, and be assure the accountability and accuracy of the fund utilizing
- Cleaning the workplace is the responsibility of the home assistant, but in order to maintain a healthy work environment, all employees must also clean up after themselves.
- Ensure the security and safeness of the file folders and make the files available to access by the team members based on their role and responsibilities authorized.

- Be mindful to the ZERO tolerance on fraud and misuse of the funding
- Bookkeeping experience and preferably double-entry accounting knowledge
- Bachelor’s degree in accounting, finance or related discipline/field
- Advanced level English spoken and written
- Ability to organize and plan effectively
- Responsible systematic approach
- Knowledgeable on IT literacy, advanced knowledge MS Excel, preferably experience accounting economic software (QuickBooks is more preferred)
- Cultural sensitivity, experience development projects/international experience strongly welcomed
- Great communication skills
- Minimum of 3 - 5 Year experience in similar responsibilities, preferably with local or international NGO
