Environment and Social Consultant (Package Number: SDF-CS-11)
I. Background
1. The Royal Government of Cambodia (RGC) has received financing from the World Bank (WB) to implement the Skills for Better Jobs project (SBJ). The SBJ will be implemented by the Ministry of Labour and Vocational Training (MLVT) as the Executing Agency (EA) which will take the overall responsibility for the project implementation and coordination and mainly focus on the Component 1, 2 and 4.1. Components 3 and 4.2 will be implemented by the Project Implementation Unit (PIU) at the Skills Development Fund (SDF).
2. The Project Development Objective (PDO) is to enhance the quality and relevance of skills among Cambodia’s upcoming and existing workforce, and in case of an Eligible Crisis or Emergency, respond promptly and effectively to it.
3. The SBJ comprises five components: (1) Strengthening TVET to upskill and respond to industry needs; (2) Information and orientation for better jobs; (3) Supporting sector associations and expanding skills development; (4) Project management and monitoring; and (5) Contingent emergency response (CERC). The Project Appraisal Document (PAD) provides the details of the project design. The MLVT and the SDF have also adopted a Project Operations Manual (POM) which includes a section for component 3. The SDF will prepare a more detailed SDF Manual.
4. Component 3 (C3) aims at strengthening sector associations for Employer Engagement in Skills Development (EESD) and expanding skills development by supporting the expansion of demand-driven training and new forms of training. It is split into two sub-components. Sub- component C3.1 focuses on enhancing the capacity of sector associations in priority sectors by providing technical assistance to identify critical skills needs, define suitable training options, and participate in Sector Skills Councils (SSCs). Sub-component C3.2 targets expanding quality and relevant training delivery through demand-driven training proposals and institutional strengthening of the SDF. This includes communication campaigns, capacity building, IT investments, and financing training for at least 2,500 individuals. The project will also support improved M&E practices, including regular visits, reporting, and tracer studies covering at least 1,000 beneficiaries, to ensure training quality and continuous improvement.
II. Objective of the assignment
1. To provide environmental and social (E&S) technical support to SDF, in ensuring that all project activities mainstream environmental and social standards (including environmental, social, and health and safety risks), social inclusion, sustainability, meaningful stakeholders’ engagements during its implementation.
2. To support the implementation of the prepared mitigation and management instruments that will address identified environmental and social risks impacts such as, Environment and Social Commitment Plan (ESCP), Environmental and Social Management Framework (ESMF), and Stakeholder Engagement Plan (SEP). This will also include the assessing the risks, preparing, and implementing the appropriate E&S mitigation tools for all subprojects such as the Environmental and Social Management Plan (ESMP) for new constructions.
3. To support the monitoring and reporting of environmental and social measures to ensure adequate safety compliance.
4. To support establishing different Grievance Redress Mechanisms (GRMs) at national and local levels as well as ensure their functional operations during the life of the project.
III. Scope of Service
The Environmental and Social Consultant will assist the SDF PIU to implement project management and expert support in the area activity under Component 3 and Sub-component 4.2 in accordance with the Government updated SOP and the WB's Procurement Regulations. The key tasks include:
1. Ensure compliance with the RGC safeguard policies and World Bank’s Environmental and Social Framework (ESF);
2. Ensure the development and effective implementation of environmental and social standards and processes at all levels of project implementation. This would include conducting the environmental & social screening process prior to start the implementation. As well as carrying out environmental & social risk assessment for potential environmental & social impacts and risk and recommend appropriate environmental & social mitigation measures;
3. Work with project consultants and other stakeholders in undertaking required Environmental and Social related analytics and studies, and design social and environmental management plans (i.e. Environmental and Social Management Plans – ESMPs), and the implementation of the project’s Environment and Social Commitment Plan (ESCP), Environmental and Social Management Framework (ESMF), Stakeholder Engagement and consultation Plans, Grievance Management Plans, etc. to manage project-related environmental and social risks and impacts;
4. Initiate and undertake environmental and social due diligence prior the commencement of any civil works and purchase of any ICT equipment as well as liaise with contractors or consultants to address pertinent or project community-related issues. This should include Screening all subproject activities based on the ESMF requirements, identifying their E&S risks, prepare and implement the appropriate E&S mitigation tools such as Environmental and Social Management Plan (ESMP) for new construction and Environmental and Social Code of Practices (ESCOP) for rehabilitations;
5. Assess risk to minimize environmental degradation and negative social effects as a result of the impact of implementation activities or its cumulative effects;
6. Define measures to avoid, minimize, or mitigate any E&S impacts;
7. Identify E&S impacts as a result of training project activities;
8. Develop Environmental and Social Standards (ESS) training and awareness materials including Occupational Health and Safety for awarded training project implementors;
9. Develop Environmental and Social Standards (ESS) training plan for all the workers involved in activities;
10. Provide orientation and training to Client staff, consultants and contractors on ESS and other applicable topics in the roll out of the ESMP;
11. Train relevant consultants and other stakeholders on ESS in general and on Occupational Health and Safety (OHS) in particular;
12. Provide support to Senior Environmental Specialists during the preparation and implementation stages of projects and sub-projects by analysing environmental impact reports (EIA);
13. Provide support to the implementation of projects environmental and institutional strengthening components by preparing questionnaires and collecting data on implementation of environmental due diligence documents, monitoring and reporting;
14. Establish close relationships and liaise regularly with the World Bank (WB) ESF team;
15. Perform other safeguard-related tasks as may be necessary for the successful implementation of the project or assigned by the Project Coordinator;
16. The Consultant is expected to always observe the highest standard of professional ethics and integrity and promote results-oriented approach in the area of his/her responsibility and accountability. The Consultant will need to report, as appropriate, to the project and the WB for any occurrence/irregularity or critical issues;
17. Participate in periodic or regular supervision to monitor and ensure compliance with environmental and social standards throughout the project lifecycle;
18. Oversee the implementation of the project Grievance Mechanism (GM) and ensure that public complaints about the sub-project activities are adequately addressed with the satisfaction of complainants and documented;
19. Support zero tolerance on Sexual Exploitation Harassment (SE&H)/Gender Based Violence (GBV) during the life of the project;
20. Prepare the semi-annual Environment and Social Safeguards Report;
21. Prepare and contribute to the quarterly progress, E&S Compliance reports and annual report in collaboration with E&S Colleague under the PMU for their submission to the Bank; and
22. Other tasks assigned by the SDF PIU.
IV. Minimum Qualifications and Experience Requirements
A. Qualification and Requirements:
1. Master’s or bachelor’s degree and equivalent experience in Environment science, social science, environmental engineering, sociology, anthropology, development studies, or a related study areas with at least 3 years of direct relevant experience in environmental and social development, environmental and social assessments, management, and monitoring in the context of development projects funded by the World Bank, ADB, or donors in Cambodia;
2. Demonstrated knowledge of World Bank’s environmental and social framework, environmental and social assessment, social inclusion and citizen’s engagement as well as the ability to provide technical advice to project teams is an asset;
3. Sound knowledge of computer software programs: Microsoft Excel, Word, Access and Power Point;
4. Knowledge and/or familiarity with the environmental and social legislations of Cambodia;
5. They should be a national of Cambodia with experience in environmental management or Occupational Health and Safety in TVET projects in Cambodia is an asset;
6. Excellent written and spoken communication and interpersonal skills;
7. Cross-cultural experience, understanding and sensitivity;
8. Demonstrated ability to consult and work cooperatively with others as a team; and Fluency in written and spoken English and Khmer and good report writing skill; and
9. Possess excellent interpersonal and communication skills, both oral and written. He /she should possess good analytical, negotiation, presentation and reporting skills.
B. Contract Duration and Reporting Arrangements
The duration of the contract for the position is 15 months on intermittent time basis based on the contract start date and subjected to the annual assessment of the consultant performance, availability of funds and the needs for the project.
The payment to the consultant's services will be in the form of Time-Based Contract. The payment to the consultant's services will be in the form of time-based contract and the consultant must submit the timesheet, bill of claim, and summary of deliverables/outputs.
The consultant will work under the direction of the SDF PIU Project Director and Project Manager, and in close collaboration with other SDF PIU members.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
