2. POSITION SUMMARY:
Conservation International (CI) has been working in Cambodia since 2001, collaborating with the Ministry of Environment and other partners. CI believes that establishing the right policy-based framework, composed of national and local laws, rules, and regulations under a rights-based approach, is crucial to achieving its mission: "to empower societies to responsibly and sustainably care for nature, our global biodiversity, for the well-being of humanity." Policies harnessing the immediate potential of natural climate solutions (NCS) are vital to addressing global climate change. This position will focus heavily on informing such policies in the region, particularly in the Asia Pacific Region, including Cambodia, which will play a significant role in their formulation and implementation.
The Senior Policy Coordinator plays a crucial role in supporting the Cambodia Policy Team, ensuring the smooth functioning of policy and government affairs work. Responsibilities include tracking relevant policy developments, project administration, event management, coordination of field visits and capacity building, documentation coordination and filing, and overall programmatic support as required.
Based in Phnom Penh, Cambodia, this position will work closely with the Cambodia Policy Manager and provide administrative and technical assistance in drafting and developing policies relating to NCS, REDD+, climate change, carbon markets, carbon credit generation and trading, as well as other emerging national policy priorities for Cambodia relating to nature, including for instance priorities relating to nationally determined contributions (NDCs), national biodiversity strategy and action plans (NBSAPs). The role will also involve building partnerships with government and other stakeholders to create enabling conditions for protection and restoration of critical natural ecosystems.

3. KEY RESPONSIBILITIES:
- Provide direct support to the Cambodia Policy Manager by:
- drafting policy documents, briefs, policy recommendations and designing and implementing strategies to influence the design of enabling conditions, policy frameworks, and safeguards to facilitate the development and delivery of high quality NCS credits and REDD+ nesting for domestic and international voluntary and compliance markets.
- contributing to analytical and written output (e.g., policy briefs, scenario analyses, other policy analyses) aimed at influencing the national government's positions on key elements relating to NCS, REDD+, carbon market.
- contributing to design and implementation of a policy and government engagement work plan for Cambodia in alignment with the priorities of the Asia-Pacific Field Division (APFD) and the Global Policy and Government Affairs (GPGA) divisions.
- drafting and sending letters of response, information and invitation to key stakeholders including national and sub-national government.
- coordinating and facilitating consultation, meetings, activities, and events with key stakeholders, including national and sub-national government.
- providing general administrative support to allow for effective and efficient implementation.
- Lead the preparation and implementation of events, including team and task coordination, budget preparation, stakeholder engagement and invitation/RSVP management, resources, logistics, payments to participants, and ensuring smooth implementation.
- Develop and strengthen relationships between CI, government partners and relevant stakeholders, attending and coordinating meetings, and undertaking other tasks as required.
- Support to plan and track programmatic activities to comply with national and international donor requirements and prepare reporting.
- Coordinate with other staff to ensure policy coherence and integration across a range of CI Cambodia priorities.
- Any other work assignments, duties, and/or functions as assigned by the supervisor.
4. PEOPLE AND RESOURCE MANAGEMENT RESPONSIBILITIES:
- This position does not manage staff.
5. QUALIFICATIONS:
- Degree in Business Administration, Conservation, Development or a related field.
- Extensive and substantive relevant practical experience may be considered in lieu of a degree and field of study.
- At least 5 years of relevant work experience, particularly in administration, program coordination or program support and at least 2 years of specialized professional experience in topics related to conservation, biodiversity, climate change, carbon markets, or policy development processes.
- Demonstrated ability to make simultaneous progress on multiple workstreams and work collaboratively and effectively across teams.
- Excellent communication and interpersonal skills.
- Extreme attention to detail.
- Good command of English and Khmer languages, both written and spoken.
- Strong proficiency in MS Excel and MS Word.
6. ADDITIONAL QUALIFICATIONS:
- Experience working with provincial and national authorities.
- Experience or working knowledge of conservation related concepts, projects or programs.
- Experience in working with local communities.
- Experience working with NGOs.
7. WORK CONDITIONS:
- This position is based in Phnom Penh, Cambodia.
- This is a fast-paced work environment that will require occasional early morning or evening work for phone calls with Cl programs/teams in other time zones.
- Extended work hours may be required, including non-traditional work hours as needed in a global organization.
- Occasional travel to field sites requires riding a motorbike through difficult terrain and sometimes staying overnight in rural areas.
- This position may require working outdoors in adverse weather conditions.
