The IUCN (International Union for
Conservation of Nature) is a membership Union composed of both
government and civil society organizations. IUCN’s mission is to
influence, encourage, and assist societies throughout the world to
conserve the integrity and diversity of nature, and to ensure that any
use of natural resources is equitable and ecologically sustainable. With
over 75 years of experience, it harnesses the experience, resources,
and reach of its more than 1,400 Member organizations and the input of
more than 15,000 experts. IUCN is the global authority on the status of
the natural world and the measures needed to safeguard it. The IUCN
Secretariat has offices located all around the world and is
headquartered in Gland, Switzerland. Every four years, the IUCN
membership adopts a quadrennial Programme that guides the work of the
Union, especially that of the IUCN Secretariat. The Secretariat
implements the IUCN Programme through a growing portfolio of over 400
projects across the world that are designed to respond to country,
donor, and IUCN priorities.
The IUCN Cambodia Office is actively implementing multiple projects focused on protecting and managing water and wetlands, forests, marine and coastal areas, species and biodiversity, groundwater, and protected and conserved areas. To achieve these goals, IUCN Cambodia applies its strategic approaches such as nature-based solutions (NbS) and climate livelihoods and finance for nature, as well as emphasizing governance & rights and policy engagement, with funding from various donors, including the Global Environment Facility (GEF), the European Union (EU), Rain Forest Trust, the International Biodiversity Resources and Research Institute (IBRRI), the United States Agency for International Development (USAID), and the Biodiversity Landscape Fund (BLF).
The Cambodia-Mekong River Delta Transboundary Aquifer CMDA) is a bilateral GEF IW project between Cambodia and Vietnam focused on the improved transboundary management of the shared transboundary aquifer. The project objective is “to strengthen environmental sustainability and water security in the Lower Mekong Basin by focusing on improved governance and sustainable utilization of the Cambodia-Mekong River Delta Transboundary Aquifer”. Specific Outcomes, including 1) Consensus among countries on key transboundary and national concerns affecting the aquifer, reached through joint fact-finding, opening pathways to concerted remedial actions, 2) Tested strategies for improved groundwater recharge, reduced extraction, and mitigated ecosystem/ livelihoods trade-off, 3) Agreed upon arrangements for transboundary cooperation improve aquifer transboundary governance, 4) Commitment reached among countries on implementing priority legal, institutional and policy reforms and investments for the protection and equitable utilization of the shared aquifer and its' dependent ecosystems, 5) Implementation of project mechanisms for monitoring, improved stakeholder consultation, gender mainstreaming, dissemination, coordination and monitoring progress enhance the long-term sustainability of achievements.

MAJOR RESPONSIBILITIES:
- Provide general administrative, logistic, contractual, and procurement support to the program/project teams.
- Assist the Operational Officer on quality check project invoices, expense claims, and partners’ reports, and promptly book expenses according to monthly/quarterly projections
- Asist programme staff in coordination and liaison with government and NGO partners departments
- Assist program staff in field-based activity implementation, including organizing, and facilitating community and provincial meetings, training and workshops, data collection, and reporting.
SPECIFIC DUTIES:
- Provide logistical support for programme/project activities such as events, meetings, and travel arrangements
- Support contractual processes for new projects, following stipulated internal procedures and particular project requirements;
- Assist in the preparation of partners’ and consultancy contracts, obtaining clearance and approvals;
- Support the procurement procedure of goods and services related to project activities in compliance with organizational procurement policies and donor requirements;
- Review project invoices, expense claims, and partners’ reports and ensure documentation is completed to the highest standard before sending it to the Finance Unit.
- Ensure all expenses are booked in a timely manner on monthly/quarterly projected expenditures
- Support the programme staff in setting up regular internal coordination meetings, minuting meetings, tracking and follow-up of agreed action points;
- Update project data and relevant information on the IUCN’s project portal with the support of the programme/project manager;
- Assist programme/project staff in field-based activity implementation, including organizing, and facilitating community and provincial meetings, training and workshops, data collection, and reporting.
- Assist programme team in coordination and liaison with relevant stakeholders, including local and provincial authorities, government departments, and NGO partners.
- Support project staff in preparing communication materials, collecting photos, video clips, or any other means of communication;
- Support interpretation and translation from English to Khmer and vice versa

REQUIREMENTS
• Bachelor or equivalent degree preferably in business administration, environmental management or related fields;• Minimum of 3 years of experience working on project implementation, administration, and financial support, preferably in a non-profit or development sector;
• Work experience in international teams and multi-disciplinary groups;
• Willingness to frequently travel within the country, sometimes at short notice;
• Excellent command of English;
• Computer literacy in MS Office packages;
• Excellent organizational and networking skills, team-oriented attitude, problem-solving skills, and ability to work independently;
• Highly organized, detail-oriented, and self-motivated with the ability to multi-task and prioritize needs.
