Purpose of consultancy
To support surveillance data collection, analysis, and interpretation in Greater Mekong Subregion (GMS)/country level and working on report development and customization in Malaria Elimination Database (MEDB) and countries' surveillance systems to support accelerating malaria elimination.
Background
The Mekong Malaria Elimination (MME) Programme supports the implementation of the strategy and strengthen disease control by applying effective strategies and policies, including those related to drug resistance; increasing the involvement of communities, health-care providers, nongovernmental organizations, and corporate partners, through increased country support and strong partnerships; and to strengthen surveillance, monitoring and evaluation. The data collection, Analyse, and interpretation of surveillance data is one of the core activities expected in the MME team.
Deliverables
Consultant will work as a member of the Mekong Malaria Elimination (MME) team. Under supervision of MME coordinator and the day-to-day guidance from the technical officer to carry the following tasks:
Output 1: Facilitate data analysis/use and interpretation
Deliverable
1.1: Do data analyses including data analyses on GIS maps and update on
presentations, bulletins, monthly/quarterly epidemiology summary,
monthly MME’s update, other analyses requested by National Malaria
Control Programmes (NMCPs), Regional Steering Committee (RSC),
Independent Monitoring Panel (IMP), donors, etc.
Deliverable 1.2:
Import data and update existing GMS country dashboards on Malaria
Elimination Database (MEDB), District Health Information Software 2
(DHIS2).
Deliverable 1.3: Interpret data, analysis results using statistical techniques and provide ongoing reports.
Output 2: System and report development and customization
Deliverable 2.1: Develop HTML report/App in MEDB, DHIS2 and other countries’ surveillance systems.
Deliverable 2.2: Support development of mobile application to connect with MEDB and other countries’ surveillance systems.
Output 3: Perform any other tasks assigned by MME technical officer/coordinator
Deliverable 3.1: Generate reports with required data for presentations/meetings.
Deliverable 3.2: Support in GPS coordinates collection from the field and some other ad hoc analyses.
Qualifications, experience, skills and languages
Educational Qualifications:
Essential: Minimum first university degree on information technology/computer science or related field.
Experience:
Essential: At least three years of experience in software/web-base/mobile development and GIS software.
Desirable: Extensive experience with data collection, analyses, use, and interpretation, visualization.
Skills/Knowledge:
Essential: Experience
with reporting packages, databases (SQL), programming (HTML, Java
script, CSS, React, Angola, Python, Java/Kotlin, Android)
Desirable: Knowledge of DHIS2, GIS software i.e. QGIS/ArcGIS, dashboard tools e.g. PowerBI/Tableau, Microsoft Access, advance Excel.
Ability to identify, analyses, and interpret trends or patterns in complex data sets.
Languages and level required:
Essential: Good knowledge of English (Read-Write-Speak).

On site: WHO Country Office, Phnom Penh
Travel
The selected consultant may require travel within Cambodia and other GMS countries as requested by the MME Coordinator.
Remuneration and budget:
Remuneration : USD1,900 (monthly)
